「案例分享2」外籍人员工作单位发生变更，证件该如何办理？

今天赞居分享一则我们操作过的一位从上海用人单位转至北京用人单位的外籍雇员的相关证件申请情况。
Background:
背景介绍：
Mr. M originally worked in a multinational company in Shanghai, holding A category work permit and residence permit, both expire on December 15, 2020. After leaving the previous company on November 30, former employer submitted cancellation of work permit according to the policy.
M先生原先就职于上海一家跨国企业，持有A类工作许可证及工作类居留许可，证件均于2020年12月15日到期。11月30日从上家单位离职后，当天原单位按照规定为其申请了工作许可注销。
Difficulties:
案例难点：
Due to the documents preparation, the work permit cancellation certificate in Shanghai was issued on December 7. The new work permit application in Beijing can only be submitted on December 7. The processing time of work permit is 10 working days in Beijing, which means Mr. M can't get a new work permit to apply for Beijing residence permit before December 15. As work permit application process is totally online in Beijing, there is no hard copy of work permit application receipt to facilitate application for stay visa. The application is in pending.
由于中间涉及材料准备，上海的工作许可注销证明于12月7日才签发。北京的新工作许可办理也只能于12月7日递交。北京工作许可证的受理时间是10个工作日，这就意味着M先生无法在12月15日之前拿到新的工作许可证来办理北京的居留许可。由于工作许可证在北京是实行全程网上办理，无需线下递交材料，故没有工作许可纸质受理单便于其申请停留签证。M先生的申请陷入困境。
Solution:
解决方案：
On the 15th, we brought the whole set of documents to the Expert Bureau, and explained the situation to the head officer. Fortunately, the officer agreed to accept to submit documents offline and gave us the work permit receipt. For the sake of humanitarianism, we made a commitment to provide the information of the work permit to the Immigration Office as soon as the work permit is issued. The Immigration Office issued residence permit to Mr. M in advance to avoid his permits expire. And finally, Mr. M got his work permit and residence permit.
为了能将办理顺利进行下去，15日我们带着M先生全套的工作证办理材料去了北京外国专家局现场，向领导详细解释了我们的难点，专家局同意为我们进行线下受理，给予我们工作许可受理凭证。出于人道主义，公安出入境方面先为M先生受理居留许可避免签证到期导致逾期居留，但是在工作许可签发后必须及时补交工作许可证信息。最终M先生顺利的拿到工作许可和居留许可。
