New Quarantine Policy Will be Implemented From 27 Jul@Shanghai
Recently, the Civil Aviation Administration of China, the Ministry of Foreign Affairs, the Health Commission, the General Administration of Customs, and the National Immigration Bureau jointly issued the Notice on Implementing International Flight Adjustments. The notice clearly states that the quarantine measures of "7 days Centralized Quarantine + 7 days Home Quarantine"can be implemented on the basis of passengers' willingness.
近日，中国民航局、外交部、卫生健康委、海关总署、国家移民局联合下发《关于落实国际航班调整工作的通知》。通知明确，有条件的地区可在旅客自愿基础上实行“7天集中+7天居家”的隔离措施。
Shanghai relevant departments state that quarantine measures of "7 days centralized quarantine + 7 days home quarantine " will be implemented from July 27th.
上海市新冠肺炎疫情防控工作领导小组办公室决定，从7月27日零时起，将对我市入境人员实施有条件的“7天集中+7天居家”隔离措施。

Who will meet the requirements of the new quarantine measures?
哪些人员适用“7天集中+7天居家”隔离措施？

How to implement the quarantine measures?
隔离措施具体如何实施？
If the passengers apply the home quarantine, they need to do the nucleic acid test on the 5th day of the centralized quarantine.
若本人申请居家隔离，在集中隔离健康观察的第5天采样进行核酸检测。
If the test result is negative, each district will arrange a special vehicle to transfer from the centralized quarantine point to the residence in a closed loop on the 8th day, and then 7-day home quarantine.
如检测结果为阴性，在第8天由各区安排专人专车从集中隔离点闭环转运至居住场所，实施7天居家隔离健康观察。
Before remove the home quarantine, the passengers and co habitants will take the nucleic acid test again. If they are all negative, the quarantine measures will be removed after 7-day home quarantine.
结束居家隔离前，本人及其共同居家隔离人员均须再次采样进行核酸检测。均为阴性的，居家隔离满7天后解除隔离措施。
Note: For immigrants destined for the three provinces of Jiangsu, Zhejiang and Anhui, they need to do the nucleic acid test on the 5th day of the centralized quarantine, if the test result is negative, the three provinces will arrange special vehicles to transfer from the designated isolation point to the destination for continuous health observation after 7-day centralized quarantine.
备注：对目的地为苏浙皖三省的入境人员在集中隔离健康观察的第5天进行采样和核酸检测，检测结果为阴性的，集中隔离满7天后，由三省安排专人专车从指定隔离点闭环转运至目的地继续实施健康观察。

Under what circumstances need to be centralized quarantined 14 days?
什么情况下还是需要集中隔离14天？
Situation 1, Immigrants are unwilling to be quarantined at home or have no conditions for home quarantine.
情况一，本人不愿意居家隔离或无居家隔离条件的，实施为期14天的集中隔离健康观察。
Situation 2, Immigrants whose destination is not Shanghai, Jiangsu, Zhejiang and Anhui.
情况二，对目的地为沪苏浙皖外其他省区市的入境人员，在上海市将实施为期14天的集中隔离健康观察。
In addition, Shanghai will continue to take humanized management measures that the elderly, minors, pregnant, people who are unable to move, have elderly or children to be cared for, and suffer from basic diseases and other reasons that are not suitable for centralized quarantine, they can take the nucleic acid test in each district, if the test results are negative and meet the specific conditions, they can apply for home quarantine health observation.
此外，上海市将继续采取人性化管理措施，对老人、未成年人、孕产妇、行动不便的、有老人或小孩需要看护的、患有基础性疾病等原因不适宜集中隔离的人员，统一在各区留验点进行核酸检测，检测结果为阴性且具备居家隔离条件的，并经严格核定审批后，可申请实行居家隔离健康观察。
