【Hefei】Single Window for Work and Residence Permit Application

After Shanghai, Suzhou, Shenzhen and other cities have successively started the "Single Window" for foreigners' work and residence application, in order to further deepen the reform of "delegation, management and service", optimize the business environment, and serve the strategy of high-level foreign talents, the Exit and Entry Administration Bureau of Hefei, together with the Municipal Bureau of Science and Technology (Foreign Experts Bureau), have successfully integrated the businesses that originally belonged to two different departments into a "Single Window" for foreigners to work and residence permit application, with “one window for acceptance, combined approval, and one window for certification”. The "Single Window" was officially opened in Hefei on May 28, 2021.

既上海，苏州，深圳等城市陆续启动外国人工作、居留“单一窗口”后，为进一步深化“放管服”改革，优化营商环境，服务外籍高层次人才的战略，合肥市公安局出入境管理局联合市科技局（市外国专家局），通过窗口整合、业务流程再造，将原本属于两个不同部门的窗口业务成功整合成“一窗受理、一并审批、一窗发证”的外国人工作、居留“单一窗口”。该“单一窗口”于2021年05月28日正式在合肥启用。

After the "Single Window" is launched, foreign talents can submit the work permit and residence permit application simultaneously at the "Single Window". After the approval of Hefei Municipal Bureau of Science and Technology (Foreign Experts Bureau) and Hefei Public Security Bureau Exit-Entry Administration, the applicant can obtain both work permit and residence permit at the same time within the specified time.

“单一窗口”启用后，外籍人才来肥工作可在“单一窗口”同步提交工作许可和居留许可申请，合肥市科技局（市外国专家局）和合肥市公安局出入境管理局协同审批通过后，申请人可在规定时间内同时领取工作许可和居留许可两个证件。

The newly opened "Single Window" is located in the Exit and Entry Administration Bureau reception hall (the big market at the intersection of Huizhou Avenue and Nanjing Road, Baohe District, Hefei).

新启用的外国人工作、居留“单一窗口”位于合肥市公安局出入境接待大厅（合肥市包河区徽州大道与南京路交口要素大市场）。

Applicants should first apply for the foreigner's work permit at the Foreign Experts Bureau, and then apply for the work type residence permit at the Public Security Bureau Exit-Entry Administration after obtaining the work permit. 申请人需先到外专局申请外国人工作许可证，待领取到许可证后，再到公安出入境窗口申请外国人工作类居留证件。	Applicants only need to go to the "Single Window" to complete the application, so as to realize "one window acceptance, mutual recognition of preliminary examination, parallel examination and approval, and unified delivery". 申请人只需到出入境大厅的外国人工作居留联办专窗进行办理，实现“一窗受理、初审互认、并联审批、统一出件” 。
It takes 20 working days for work permit, and 14 working days for residence permit, total of 35 working days. 申请人办理外国人工作许可证需20个工作日，再办理外国人工作类居留证件还需14个工作日，一共35个工作日。	Now it is upgraded to parallel application, and after the implementation of collaborative approval, foreign talents only need 7 working days to complete the application process of work permit and residence permit. 现在由串联申请升级至并联申请，且实施协同审批后，外籍人才只需7个工作日即可完成工作许可和居留许可的申请流程。
Applicants need to go to the Foreign Experts Bureau and Public Security Bureau Exit-Entry Administration to get the work permit and residence permit. 申请人需分别到外专局和出入境窗口领取外国人工作许可证和工作类居留证件。	Applicants only need to get work permit and residence permit at the same time at the single window. 申请人只需到联办专窗一次同时领取到外国人工作许可证和工作类居留证件。

At the same time, for qualified foreign talents who apply for work and residence permits through the "Single Window", the immigration management department will also opens up a "green channel" for residence permits of accompanying family members of foreign talents, providing a convenient policy of "simultaneous acceptance and certification" for accompanying family members and minor children of foreign talents.

同时，对符合条件的外籍人才通过“单一窗口”办理工作、居留许可的，出入境管理部门也相应的开辟外籍人才随行家属居留许可 “绿色通道”办理服务，为外籍人才随行家属、未成年子女提供“同步受理、同时发证”的便利政策。

Through the establishment of the joint special window, it will promote the data and information sharing and business process integration of multiple departments, so as to realize the mutual recognition, parallel examination and approval, and unified delivery of foreigners' work and residence permit applications in one window, and play a great role in better serving the development of Hefei's high-tech industry for all kinds of foreign experts and talents working and living in Hefei.
