Objective

The report will seek to provide practical guidance on the development and implementation of Sustainable SEZ, building on the experiences from Asian and African countries. These guidelines will try to cover the full planning process of the establishment of the SEZs, from the strategic plan, to the implementation and managing of the zones. The guidelines will also provide support to the policy makers to ensure that social sustainability can be enhanced, for example, from the perspectives of policy, regulations, financing restrictions, licensing, market demand (for fair trade products, standards for green, community conscious production methods, etc.).

 

In addition, the project will also establish a platform for learning and connecting country interests and investor interests, initially through a dialogue event.

 

The ultimate goal of the project is to support the achievement of SDGs through South-South cooperation between Asian and African countries on SEZs.

 

Looking forward, once the guidelines are available, it will facilitate the implementation of the guidelines in the pilot zones in African countries and seek the space for policy innovation in SEZs.

 

Methodology                                                                                                1)Desk research for developing the outline of the guideline

Conduct desk research on existing literature on social aspects of SEZs and on how existing SEZs and regulations in Asian and African countries, such as Cambodia, China, Indonesia, Thailand, Ethiopia, Mauritius, Rwanda, and South Africa address social aspects in line with SDG 4 (technical and vocational skills for employment), SDG 5 (gender equality), SDG 8 (youth employment, labor rights, save and secure working environments, decent work), SDG 10 (reducing inequalities), SDG 11 (air quality).

 

Conduct desk research on existing guidelines on economic and environmental aspects of sustainable SEZ and summarize existing materials with a view to showcasing how SDG 9 (sustainable industrialization), SDG 12 (sustainable management and efficient use of natural resources, waste management), SDG 15 (conservation of ecosystems) are addressed through the implementation of these guidelines.

 

2)Conduct interview and field visits to SEZs in Africa and Asia and draft guidelines

Conduct initial interviews with SEZs’ authorities, managers, companies, workers, Technical, Vocational, Education and Training (TVET) institutions and students on regulations, motivations, economic aspects and needs regarding social aspects of SEZs in Asian and African countries.

 

Conduct field visits to SEZs in China, other Asian countries and African countries that can showcase successful approaches towards making SEZs more sustainable.

 

3)Dialogue on Sustainable SEZ experience sharing and discussion

Organize a dialogue on SEZs’ experience sharing between China, other Asian and invited African countries in China. The dialogue will provide an opportunity to discuss the draft Sustainable SEZ Guidelines and receive inputs from related stakeholders about the key elements for establishing Sustainable SEZ and best practices and lessons learnt in this area.

 

The dialogue will also initial the discussion on the establishment of a network/advisory group for Sustainable SEZ development among Asian and African countries for knowledge, best practices and experience sharing. Meanwhile to facilitate the match making and continued exchange mechanism among the countries.

 

There may have two layers of the discussions one at the government to government exchange and the other among SEZs operation teams and investment promotion agencies.

 

4)Finalization of the Sustainable SEZ Guidelines

Organize further consultations on the draft guidelines with stakeholders of the Sustainable SEZ and finalize and publish the Guidelines. Provide suggestion on the implementation of the guidelines in the pilot zones as an annex to the Guidelines. Prepare a recommendation paper for the implementation of Sustainable SEZ Guidelines with suggested potential pilot zones.

 

Information collected for this research will be based on empirical desk research, including selected in-depth case studies from China and selected Asian and African countries and interviews conducted.

 

[1] Broadly ‘special economic zone’ (SEZ) can be grouped into the following three main categories: Free Trade Zones (FTZ); Export Processing Zones (EPZ): in some countries industrial zones or parks are in this category; and Multi-purpose Zones (MPZ).

 

Duties and Responsibilities

Prepare an inception report outlining the background, goals, methodology and expected results of the research, based on the initial methodology above and further inputs by UNDP China. (2 days);


Undertake desk review and collect background information, such as existing approaches and guidelines on sustainable SEZs in China, other Asian countries and other related materials for research (10 days);


Conduct field visit in Asian and African countries to interview relevant country officials, SEZs managers, companies and employees to identify good practices for sustainable SEZs (in connection with the dialogue for SEZs development or other existing meeting arrangements: consultant will help to prepare conference paper including a draft report, agenda and suggest speakers, etc.) (12 days);


Write guideline for the Sustainable SEZ and summarize the Asian and African experiences and make recommendations as an annex to the key report for reference to African countries in consultation with other stakeholders and UNDP China (15 days);


Consult with UNDP China and revise the report and participate in final consultation and discussion. Prepare recommendations on the forward-looking implementation for the pilot of Sustainable SEZ and a visually engaging presentation on the report findings and the way forward (3 days);

Participate in the Sustainable SEZ Guidelines launching event. (2 days).

 

Competencies

Expected Outputs:

By the end of the contract, the following outputs are expected:

Inception report;

Sustainable SEZ Guidelines;

Annex to the Guidelines summarizing good practices from China, other Asian countries and African countries on making SEZs more sustainable and the suggestions on way-forward for implementing the Sustainable 

SEZ Guidelines with the list of potential zones in Africa; and

Visually engaging presentation and active participation in the debriefing meeting with UNDP China and relevant stakeholders.

The consultant(s) is expected to start work in November 2017, submit the first draft of the Sustainable SEZ Guidelines by the end of January 2018, and submit the final report by the end of February 2018.

Org. Setting and Reporting

This internship is located in the United Nations, Language Training Programme, English Team, of the Staff Development and Learning Section, Human Resources Department, United Nations Office at Geneva. 

This internship is from 15 January to 6 April 2018, with a possibility of extension up to a maximum period of six months.

The internship is UNPAID and preferably full-time. It is under the overall supervision of the chief of the Language Training Programme and under the direct supervision of the teacher responsible for the interns in the English team and the teacher responsible for the Language Resource Centre.


Responsibilities

The incumbent will: 

• assist in developing and updating materials, resources and e-learning courses using our platform on Moodle. 

• work on our internal testing system and other ongoing projects. •ensure a presence in the Language Resource Centre, which will entail assisting clients and organizing Resource Centre materials. 

The intern will:

• experience working in a multinational section of the United Nations 

• learn about the staff development programme at the United Nations 

• become familiar with e-learning platforms and working in a language resource centre

• be part of a dynamic team of teachers 

• learn about and assist with other management and communication programmes in the Section as desired and required

• assist with international examinations or other tasks as required

• undertake a project related to his or her Degree or Masters' programme, or as required 

• experience putting together audio or video clips for our Moodle platform to assist with our blended learning programmes

北京大学法学院人权研究硕士项目2018年招生


为了培养人权领域专业人才或具备人权素养的综合人才,经北京大学法学院批准,北京大学人权与人道法研究中心与瑞典隆德大学罗尔·瓦伦堡人权与人道法研究所第15届人权法硕士项目招生工作正式启动。本项目自2004年首届招生以来,已成功举办14届,在国内人权教育领域拥有良好的口碑,往届毕业生得到国内外众多人权机构、高校、非政府组织、国家机关的高度认可。


一、招生对象


(一)申请北京大学法学院人权硕士项目的人员,须符合下列条件之一:
1、北京大学在读研究生(含已保研本科生);
2、其他高等院校在读研究生(含已保研本科生);
3、研究生已毕业的在职人员。


(二)符合上述申请条件的人员,还应当:
1、热心关切国际国内人权事业的发展;
2、承诺切实保证项目上课时间;
3、承诺参与中心组织的项目活动。


二、申请与面试


(一)申请

1、符合申请条件的人员,应同时提交下列文件:
(1)2018年人权硕士项目申请表1份(含中英文个人陈述);
(2)申请人最新中英文简历1份;
(3)外语成绩的复印件或相关证明;
(4)所在院校(或单位)开具的在读证明(或在职证明)。

(二)面试


1、人权中心办公室将根据申请人提供的申请材料,确定申请人是否应当进入面试。
2、面试包括英语考核,每个申请人的面试时间原则上为5-10分钟。
3、面试将定于2018年1月上旬,请各位申请人合理安排时间。


三、项目相关介绍


(一)课程

项目将开设人权相关的中英文课程共六门,包括人权与法治、国际人权保护机制、国际人权宪章、工商业与人权、人权保护系列讲座、人权法专题。项目课程由北大法学院教师和外籍教师共同讲授,并且不定期邀请联合国等国际组织专家以及国内外著名学者举办专题讲座。所有课程均不收学费,免费发放所有中英文教学资料和相关参考书。


(二)实习项目

项目协助学员寻找进入国际组织(含非政府组织)、著名企业工作或实习的机会。目前中心固定为1名学生提供赴爱尔兰人权组织FrontLine为期半年的实习机会。其他实习机会包括:
(1)2-3名学生赴联合国机构驻京项目办公室不定期实习机会;
(2)2-3名学生赴国际非营利组织瑞联稚博不定期实习机会;
(3)2-3名学生赴国际劳工组织北京办公室不定期实习机会;
(4)2-3名学生赴国际红十字会不定期实习机会。
(5)2-3名学生赴联合国难民署不定期实习机会。


(三)学分与结业

项目周期为一个学年。申请者应保证充裕的学习时间:课堂修读项目6门必修课程,取得12个学分(所有学分可计入学生原专业的选修课程,需自行向其院系及法学院申请);网络修读项目“国际人权法概论”和“研究方法与法律写作”2门课程,取得1个学分。各门课程通过考核,即可取得人权硕士项目结业证书。

项目与学员自身学位的修读没有冲突,项目结业由北大法学院与瑞典罗尔·瓦伦堡人权与人道法研究所联合颁发结业证书,该证书得到国内外大多数人权相关机构承认。
