“开门迎客,关门打狗”:我在山东的投资经历

因为工作的关系,我被派去山东。其间,我真切地接触到山东的各种官方流氓执政行为。当然其中也有很多很哥们很仗义的官员,给与了大量的帮助。在山东,我深切地体会到“开门迎客,关门打狗”滋味。

这前阶段,有朋友提醒我“为什么不写写山东的拆村并居,快手上很有料”。其实对于这些内容,我在山东现实生活中早就看过了,只是不想被山东的朋友们认为是在“抹黑山东”,于是睁一眼闭一眼就算了了,事不关己,高高挂起,明知不对,少说为佳。实际上是真心没敢写。

前两天,山东某报社的朋友告诉我,现在咱们山东的“拆村并居停下来了,暂缓推进”。我一听,是个大好消息,于是写了篇《山东暂缓拆村并居行动》,发出去后不见动静,问了山东的其他朋友,才知道,实际上并没有停止“拆村并居”行动。这种当面一套、背地一套,其实也是山东官场的特色,不要大惊小怪抨击之。

有朋友发出感慨“今天能够对山东本地农民拆村扒房,赶农民进城上楼,明天就敢扒你厂房、关你老板、不得不服,已扒了2800多家。”这样说未免言过其实、夸大其词。不过呢,“开门迎客,关门打狗”这种做派,对于山东来说,也不算什么新奇事儿。赵zi阳的原秘书,老家当然也是咱山东人,叶落归根,人老了想为家乡做点事情。于是将多年积蓄、稿费集中起来,又联合一些志同道合者,意欲在山东泰安做个文化项目,一千多万元投入下去,不见了踪影,连审批的手续都给黑了。据说当地的项目负责人伙同公安、土管、城建、规划等部门的人,将老人家抓去几个月,硬说这笔投资钱是贪污而来,最后钱没了,人也差点没了。

一个曾经在京城使风唤雨、小有能量、颇有人脉的人,到了山东泰安都是这样的遭遇,更不要说一般的草民投资人、逐利客了。



在山东,我做的最多的事情,就是陪领导喝酒、喝酒、喝酒、喝酒、喝酒。好在有泰山啤酒厂,有的是啤酒原浆,从生产线上直接拉下来,冰凉、爽口、新鲜,确实是夏天的好饮品。为了和当地政府搞好关系,必须要想方设法伺候好各级领导、各部门领导、各位领导。从街道办事处主任,到所在地派出所,到建设局、规划局、交通局、城建局、土管局、工业办、商务局、文明办、供电局、自来水公司......正是7月份大热天,供电局给你停电,说要检修,道理你懂的,把钱给上,端午节该送粽子了。项目要开个门,便是不让开,非得找到城建、公安、交通几个部门的领导,还是推来推去,最后不得不请区长、书记出面,所谓现场办公,自然免不了一顿哭诉,在场的各位局长个个拍胸脯,就是不给办事,临了,拖了一个月,最后不得不请他们到到高第街56号,生猛海吃、胡吃海喝一顿,喝了两桶原浆啤酒(每桶20公斤)才把这门给开了。

话说山东喝啤酒,也是一绝,我是喝不下去那么多了,为了能够锁住水分,将大头个大切成丝丝,加点辣椒麻油爆炒一下,喝啤酒的时候吃点,就非常有利于继续喝啤酒。不过我每次都是要出去吐上3-4次,才能陪着酒桌上十几位领导们的车轮战,957毫升的泰山啤酒大杯子,敬领导喝酒,怎么着,也得一口一杯。

搞个啤酒城项目,要开业必须要确保治安不出问题,弄个娱乐场所,没有公安保障那是不行的。企业内部的安保力量,在开展大型活动肯定必须要当地公安批准和支持。吸取项目开门的拖拉教训,先联系好所在地派出所,请所长和政委们唠唠唠嗑,一人一瓶65度的牛栏山喝下去,那是绝对的够哥们,治安开业、大型娱乐活动这么难办的事情,也就真的解决了,全凭喝酒实力和哥们给力。



第一次,在公司的迎新会上,一桌的山东大汉,当然还有美女。高脚白酒杯,三两三一杯,14个人每人来一杯,喝的我和谢工开车去华侨饭店,半路就忍不住吐了,实在难受,一低头,脑门被冬青纸条戳了一下,还好不是戳的眼睛,至今还留着疤痕。后来发现,在山东喝酒,千万不要和他们喝他们喝的酒,要拿高度酒跟他们喝。于是我让司机小王在车后备箱里都放着65度的牛栏山二锅头,只要是喝酒,就拿出65度的一瓶,谁要喝酒可以,一起喝65度的,以此才能震慑住一些酒鬼。

去年我再次踏上山东的土地,搞了几个月的调研。山东的农村,确实没有什么变化,从江苏新沂作为分界线,到了临沂境内,就明显感觉到农村发展的差异。或者从连云港坐动车,过了连云港海州境内到了兰陵,这个曾经生产美酒的小县城,没法和临近的江苏相比较。曾经诗仙李白笔下“兰陵美酒郁金香,玉碗盛来琥珀光;但使主人能醉客,不知何处是他乡”的兰陵,如今凋零败落到似乎都不曾听说还有这样的县城存在。当然,拆村并居,仿佛让这里又重新焕发了荣光。临沂和日照的朋友说“你还是不要把我们这里设为观察点了,否则我们的饭碗可能都会保不住。”

这几年,我去过几乎山东所有的县市,临朐、沂水、莒县、临沭、临沂、曲阜、济宁、菏泽、曹县、牡丹区、东明、梁山、齐河、济阳、聊城、德州、滨州、章丘、泰安、莱芜、青州、肥城、新泰、滨州、淄博、潍坊、昌乐、郯城、黄岛、红岛、青岛、烟台、威海、荣成、乳山......然而给我印象最深的还是山东田野上的红砖红瓦房。这些房子,从荣成出发到菏泽到东明,或者从连云港出发到青岛到德州,似乎历史停留在过去40年没有流动过。这些上世纪80-90年代建设的房子,依旧伫立在那里,没见有几家小楼小别墅。即使开车去新泰乡下的路上,也很难见到像江南的那种别致的小楼房,山东老百姓还停留在田园牧歌一样的生活环境下,老一辈人在土地上努力地扣铜板,给儿孙们去城市里读书、买房、按揭、还贷,农村人口红利正在变着法儿向城市转移。山东的拆村并居行动是那么的强硬的一刀切了,只能说,无利不起早。

我去过沂蒙山区的窦家涯,也去过沂水河畔。山东人民真心没有富裕起来。然而山东的官员们,不知道为什么却烧包起来,特别是沂蒙山区穷孩子出生的官员们,为什么就忘了本呢?这确实是中国官场的一个非常显著的现象“越穷的地方人们越想当官拥有权力。”

拥有了权力的穷人的子弟,为什么就忘记了贫穷的根本?他们为什么不去兴乡办学却一味地想当官往上钻?以口号振兴山东肯定不切实,迟早要露馅儿。以虚假数字虚增山东的GDP,也是迟早要露馅儿的事。但是当朝不问前朝事的官场,似乎大家都形成了默许和潜规则:尽管吹牛逼,不用负法律责任。在山东官场中也不乏有想法的人,他们迫于整个官场的弄虚作假的风气,也只能忍气吞声,为了养家糊口而价值尾巴做官。很多60后的副处级干部,基本上是属于有理想有学识的65后。他们不会溜须拍马,嘴巴不甜、路子不活、关系不硬、升迁不畅,很多人副处级、正科级二三十年,依旧在局办副职上晃着,那些有关系、路子活的70后、80后甚至90后,升得贼快,还美名其曰“干部年轻化”,实际上就是关系到位。

今年初,受到疫情封城封锁影响,我在家里闲着没事,写了几篇关于山东的文章,遭遇了山东的恶性删帖嘴脸,以一张图片要价10万元对我相威胁,说我用了他们的图片。我也是深切地体会到山东营商环境,真心说话不得、语不得,当然更骂不得。爱之、惜之、恨之、痛之,却不能抹黑之。

拆村并居并非山东一省为之,全国几乎都有,特别是浙江本来土地就少,没有什么建设用地指标,建设用地指标基本靠调剂和购买。如杭州、绍兴、宁波从丽水、湖州等市购买。农村一分宅基地拆迁补贴3-8万,到乡镇补贴就是20-30万元,到了县市就是100-300万元,到了地级市与地级市之间的指标交换价格就是翻倍,甚至好几倍,官员们还可以从交易之外获得个人的好处。杭州的土地拍卖总收入2019年是全国排名第一位的,超过上海。其中官员们自然私下里有利益,交易过程中存在制度之外的腐败不言而喻。

山东各地级市的领导带队去考察宁波、绍兴、杭州、嘉兴、南通等市,回来才发现,卖地是大买卖,拆了红砖红瓦的农村,就有成片的土地,不用像江南苏北那样羞羞答答地拆拆零并整,直接拆一个村子就是几百亩,何乐而不为?山东可以大张旗鼓的拆,并且打着中央试点的文件的旗号。3-4月我在苏北农村近两个月,亲眼看到、亲耳听到乡镇的官员和乡村 的支书主任们劝拆、劝搬迁,也和农民们喝酒听他们讨论这些事情。农民真心不想搬走,不仅是因为没有钱,更是恋家,更是生活无着。对未来生活的不确定性,导致农民没有能力面对生老病死的不确定性。

农民上不起楼,真心上不起。

而其他相关人赚了个钵满盆满。
拆房,拆迁公司赚钱,一台挖掘机一天能赚几千元。
评估公司更能赚钱,按照评估值比例赚钱,能赚多少只有内部人知道。
土地整理公司能赚钱,一亩地赚多少,一个村子能够赚多少?不仅有财政每亩地复垦补贴3年,还有青苗费补偿,土地征用补偿,这些加起来大约7.5万元每亩。
哪些人拆起老百姓房子来最起劲,哪些人有问题的可能性更大,不信去查查.......

不想说了。

没人想抹黑山东,到底谁在抹黑山东、抹黑山东的营商环境,山东人民应该很清楚,全国人民也都看的清楚。

It was the fact that he and his friends had a car, unlike the group she had originally planned to go out with that evening. Ten days later, in March 1946, Paul got engaged to Clara and won his wager. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. Paul and Clara named their new baby Steven Paul Jobs. When Joanne found out that her baby had been placed with a couple who had not even graduated from high school, she refused to sign the adoption papers. The standoff lasted weeks, even after the baby had settled into the Jobs household. Eventually Joanne relented, with the stipulation that the couple promise—indeed sign a pledge—to fund a savings account to pay for the boy’s college education.
