老金尸骨未寒,又一司机以自杀证清白。

货车司机赵洪军运送货物从山东到广东,一路途经5个检测点都未超限,唯独清远市一检测点过磅显示超载,并将面临罚款和扣分的处罚。

据媒体报导,“山东卡车司机赵某发布视频反映,4月12日下午5时许,他驾车在广东清远市清城区龙塘镇240国道被清城区超限检测站以超载为由扣留车辆。赵某对此提出质疑,表示自己从山东淄博到广东佛山途经5个超限站,均未显示超载”。
 

这一事件的大致经过:
 
不久前,山东司机赵洪军驾驶一辆限载49吨的货车,从山东淄博运送一车有色金属前往广东佛山。
 
他从山东出发,沿路共通过了5个检测站,均未被超限处罚。
 
4月12日,当他经过广东清远时,执法人员对其车辆进行拦截,要求前往清城区新庄超限检测点过磅检测。


想不到的情况出现了:
 
“当时的称重结果为50.24吨,执法人员将我车子扣下,需要接受500元罚款,并记3分。”
 
赵洪军说,这批货物,客户等得比较急,倘若车子被扣,卸货时间被耽误,他还要支付违约金。

 
按照《关于规范治理超限超载专项行动有关执法工作的通知》要求:“超过规定限载标准1吨以内的,予以警告后放行。”
 
如果只是罚款不扣车也罢了。也许赵洪军也就抱着多一事不如少一事之心态,认了。
 
然而,不能按时向客户交货所产生的违约后果,他实在承担不起。
 
更何况,他认为自己没有过错。
 
于是,他要求重新复秤。
 
“你好,领导。我要求复一次磅,可以吗?如果再超重,我甘愿受罚。”
 
他以近乎哀求的样子多次尝试与执法人员沟通,然而一次又一次遭拒。

他又多次拨打12345市长热线寻求帮助,对方回应称,只能与现场执法人员协商解决。
 
无望无助之下,赵洪军在执法大厅内,选择自残以证清白。
 
赵洪军在自己的手臂划开一条深长大口时,是什么感觉,没有说起。只知道,后来他缝了14针。

 
然而,他这样的惨烈之举,那些执法者毫无所动。
 
后来,在去辖区派出所做笔录时,遇上一位好心交警。在他的帮助下,才得到一次复磅机会。
 
“再次过磅,显示49.96吨,不超载。”赵洪军说,几经折腾,终于驶出这家检测点。
 
这就是一个普通人的人生故事。
 
那些被城管打砸罚没的摊贩,那些骑着电动车谋生的人们,他们身上几乎天天都有人上演类似的故事。


今晚,新华社就此事发表短评:执法也要有温度,文指:

近日,在广东清远检测站,一辆货车被检出超载,司机要求复磅未获准,用割腕自残的方式才换来复磅的机会,最终显示未超载。

超载处罚,法有明规,不存在异议。问题在于,司机质疑,一路上其他地方过磅都没超载,到了此处就超载,检测站是否存在猫腻,是否存在选择性执法?当地有关部门表示已开展调查,并将及时向社会公布结果。

大货车超载存在很大安全隐患,治理超载是必要的。但对复磅等合理要求生硬拒绝,至少是执法没有温度吧?退一万步说,就算是复磅证实货车司机超载了,那么按照规章该罚款罚款,该扣分扣分,也可以让当事人心服口服。

需要说明的是,即便遭遇了刁难执法,如此极端的行为也是不可取的。现场做好取证,事后维权,才是理性之举。道路交通管理涉及众多司机的切身权益,规章制度应尽量细化,尽可能减少人为操作空间。同时,要保障维权渠道畅通高效。多管齐下,才能避免悲剧重演。

据一份调查资料显示,有99%的司机表示存在“乱收费、乱罚款”现象,有超过50%的物流司机,表示每年至少要有半个月的工资用来交罚款。

仅在过去一年,全国交通罚款总金额就高达2900亿元人民币,平均每人每年罚款230元。

这些巧立名目眼花缭乱的罚款,成为每个有车一族不得不面对的梦魇。

没有规矩不成方圆。开车违章当然要罚款,但如果一个法规出现普遍性违反,那这是违规者的问题还是设计者的问题?

当然,我相信世上没有完美的制度。因为现实比设想复杂一百倍。

但好的制度是与时俱进的,是愿意倾听民众声音,并在一个个具体的社会事件中,不断完善和进步的。

2003年,孙志刚事件推动城市收容遣送条例废止;

2013年,唐慧慧事件推动劳动教养制度的废止;

2020年,淇淇事件推动未成年人刑责下调至12周岁。

知屋漏者在宇内,知政失者在草野。

在屋里的人才知道房子有没有漏,在民间的人才知道政策有没有走样啊。

正所谓民之所呼,法之所向,我们每一次的社会进步,不能都靠孙志刚们用生命去换取。

从金德强到赵红军,从阳光大道到灰色地带,难道还不能触动有关方面,对路人皆怒之于色的“罚款经济”作出反思和反应吗?

如果再揣着明白装糊涂,最后每个人都会被巨大的惯性无情卷入,进入互害模式。

国家是很大,个人是很小。但再大的国家,也是一个人一个人聚起来的。

每一个声音都值得倾听,每一个命运都应休戚与共。

因为他们也是历史的参与者,更是推动者。

They had arrived in San Francisco, where their ship was decommissioned, and Paul bet that he would find himself a wife within two weeks. He was a taut, tattooed engine mechanic, six feet tall, with a passing resemblance to James Dean. But it wasn’t his looks that got him a date with Clara Hagopian, a sweet-humored daughter of Armenian immigrants. It was the fact that he and his friends had a car, unlike the group she had originally planned to go out with that evening. Ten days later, in March 1946, Paul got engaged to Clara and won his wager. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. Paul and Clara named their new baby Steven Paul Jobs. When Joanne found out that her baby had been placed with a couple who had not even graduated from high school, she refused to sign the adoption papers. The standoff lasted weeks, even after the baby had settled into the Jobs household. Eventually Joanne relented, with the stipulation that the couple promise—indeed sign a pledge—to fund a savings account to pay for the boy’s college education.
