The Communist Party of China Central Committee and the State Council have issued a master plan for the construction of the Chengdu-Chongqing economic circle in southwest China. The plan, made public on Oct 20, aims to turn the Chengdu-Chongqing area into an economic circle with its own strengths and distinctive features, as well as a new driver and an important growth engine of the country's high-quality development, according to the document.

成渝地区双城经济圈位于“一带一路”和长江经济带交汇处，是西部陆海新通道的起点，具有连接西南西北，沟通东亚与东南亚、南亚的独特优势。区域内生态禀赋优良、能源矿产丰富、城镇密布、风物多样，是我国西部人口最密集、产业基础最雄厚、创新能力最强、市场空间最广阔、开放程度最高的区域，在国家发展大局中具有独特而重要的战略地位。成渝地区双城经济圈总面积18.5万平方公里。

《成渝地区双城经济圈建设规划纲要》明确了成渝地区双城经济圈建设的战略定位，即具有全国影响力的重要经济中心、具有全国影响力的科技创新中心、改革开放新高地、高品质生活宜居地。

要推进畅通国内大循环。推进上中下游协同联动发展，要推进以人为核心的新型城镇化，要提升人民生活品质，要提高人民收入水平。

Efforts should be made to explore effective ways conducive to promoting smooth domestic circulation, advance the coordinated development of the upper, middle, and lower reaches of the Yangtze River, promote people-centered new urbanization, and increase people's life quality and income.
