Org. Setting and Reporting
This position is located within the United Nations Assistance Mission in Somalia (UNSOM). The Security Sector Reform Officer will be based in Mogadishu and will report to the Director, Rule of Law and Security Institutions Group (ROLSIG) through the Senior Security Sector Reform Officer. The focus of this position is to advise the UNSOM Leadership on all aspects of Security Sector Reform (SSR) activities related to mandate implementation.
Responsibilities
Within delegated authority, the SSR Officer will be responsible for the following duties: • Assists in the overall management and administration of an Integrated SSR Team (UNSOM/UNDP). Also provides support in the development of the SSR capacity’s assistance to national SSR efforts, as well as the day-to-day coordination of activities with other mission components (e.g. political, military, police, civilian; communications/public affairs; legal; policy/planning; mission analysis, etc.) and UN entities. • Supports the provision of strategic and technical advice to both national stakeholders and Mission/UNCT leadership on security sector-wide issues, with special emphasis on civilian oversight, management and coordination. • Supports the development of mission strategy, policy and proposals with respect to support of national SSR efforts. • Supports the delivery of coherent ‘one-UN’ support of national SSR efforts, together with all relevant Mission/UNCT interlocutors, including coordination of Mission-UNCT assistance and through effective integration of all SSR programmes/projects and related activities undertaken by Mission components. • Facilitates and assists in the capacity building of key civilian oversight institutions specifically Parliament and the security ministries. Supports the provision of advice and assistance to key parties (e.g. UNSOM Leadership, established Commissions, government officials, etc.); consults with relevant stakeholders through inclusive and participatory processes. • Assists the Director, ROLSIG to support national efforts to mobilize and coordinate international assistance to security sector initiatives. In particular, assists the development, in consultation with national and international partners, of a Transition Plan to support the implementation of the Government’s National Security Architecture Agreement to build the security sector and supports the piloting of initiatives aimed at strengthening the capacity of district level structures to address local level security challenges. • Assist the Director, ROLSIG in the development and review of key SSR related programmes, including overall policy and legal framework, implementation strategy, operational modalities and action plans, taking account of national programme priorities and targets • Provides UN SSR policy advice to the Director, ROLSIG as well as assistance in strategic planning, design, implementation, review and evaluation of SSR programmes/projects. • Prepares substantive input to SSR Section, position papers and reports for presentation to relevant bodies. • Establishes and maintains contacts and partnerships with key officials and other actors (national and international) inside and outside the organization in assigned areas of responsibility with a view to pursuing SSR objectives and ensuring participation in and effective integration of ideas in the planning and implementation of SSR activities. • Participates in international, regional or national meetings related to SSR, as required. • Supervises the organization of meetings, seminars, and other events on substantive issues. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Responds to requests and reporting requirements. •Deputizes in all aspects for the Chief of SSR Unit, where relevant and as required including the supervision of staff. • Performs other related duties as required.
Competencies
PROFESSIONALISM: Expert knowledge and understanding of theories, concepts and approaches relevant to SSR, civilian oversight capacity of parliament and security Ministries in conflict and post-conflict areas, management and coordination; good research, analytical and problem-solving skills and SSR-related training courses; ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of assignments given; ability to plan own work and manage work/task priorities, draft the Section work plan in line with the Mission objectives; Demonstrated leadership and capacity for original and creative thinking, independent judgment and discretion in advising on and handling major policy, programme/project and other issues/problems. Education
Advanced university degree (Master's degree or equivalent) in Political Science, business, public security sector management, administration, international relations or related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience
A minimum of seven years of progressively responsible professional experience in the area of security sector reform (SSR) or related area. Experience in SSR at the sector-wide level is desirable. Experience in the coordination, development and implementation of SSR programmes and projects in post-conflict contexts is desirable. Experience in the coordination, development and implementation of SSR programmes and projects in post-conflict contexts is desirable. Experience providing technical support in the area of SSR to peace operations is desirable. Previous experience in a United Nations peacekeeping or special political mission is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in spoken and written English is required.
Assessment
