Org. Setting and Reporting
This position is located in the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) in Bamako. Bamako is classified in the "D" category and as a non-family duty station. The Movement Control Officer will be directly reporting to the Chief Movement Control Section.
Responsibilities
Within delegated authority, the Movement Control Officer will carry out the following duties:
Develops, implements and manages the operational output of the Movement Control Section at Mission-Level;
Monitors all activities related to the movement of cargo and personnel throughout the Mission area;
Provides assistance and technical advice in all aspects of transportation, including goods requiring special handling.
Advises Mission civilian personnel and Military/Police Contingents on all movement related matters.
Plans and coordinates the movement of Military/Police Contingents personnel and cargo using all modes of transport;
Conducts reconnaissance and prepares reports on suitability of use of routes, staging areas, ports, airfields, road and rail transshipment points as and when required.
Coordinates with other UN agencies, Non Government and Government Agencies for movement related matters in support of the Mission mandate;
Ensures that safe, efficient and economical movement support is provided to meet operational and administrative requirements of the Mission.
Develops, implements and manages Movement Control Quality Control programme and Contingency Plans;
Develops, implements and manages the Movement Control internal audit programme;
Develops SOPs and makes recommendations for risk reductions and quality/cost improvements;
Establishes and monitors Section performance standards; improves the overall service quality/operational standards;
Develops, implements and manages the Movement Control Training and Development Programme;
Identifies, analyses and monitors movement control activities that may affect the safety of the UN aviation activities;
Develops, reviews and maintains the movements elements of the Mission Evacuation Plan and Emergency Response Plan;
Develops, implements and manages the Movements Control Budget and Finance Plan;
Prepares Movement Control annual budget submission;
Develops, monitors and implements invoice and budget expenditure tracking;
Monitors Movement Control compliance with the UN financial requirements;
Monitors budget expeditures and submissions of quarterly financial report;
Monitors the delivery of staff annual performance assessments;
Manages the allocation and rotation of appropriate work assignments;
Develops, implementsand manages staff recruitment activities;
Develops, implements and manages Movements Control Key Performance Indicators;
Monitors Section Staffing Table and maintains accurate organisation chart and staffing;
Develops, implements and monitors staff duty travel including; travel for training, in-mission travel and out-of-mission travel;
Develops and implements Movement Control Contracts Management Programme;
Develops, implements and manages contracts governance and compliance procedure;
Prepares Scopes of Work for commercial transportation, customs clearance and freight forwarding services
Develops, implements and manages Not To Exceed monitoring procedure for Section contracts;
Monitors contractor compliance;
Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent preferably in Logistics/Transport Management/Supply Chain Management or Business Administration is required. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 7 years of progressively responsible professional experience in administration and management of transportation operations with an emphasis on large scale air and sea transportation, movement control, multi-modal transportation, airline operations, logistics management or a related field including, preferably, 4 years of experience in an international organisation and at least 3 years at the supervisory level are required. Experience in planning, coordinating or controlling large scale, complicated passenger and cargo movements in support of peacekeeping operations and military operations is desirable. Supervisory, managerial and decision-making experience is required. Experience in building and managing teams and creating an enabling work environment is required. Familiarity with the transportation of Dangerous Goods by air and sea is required. Military experience, and experience in post-conflict countries is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.
