Org. Setting and Reporting
This position is located in the United Nations Interim Security Force in Abyei (UNISFA), duty station Abyei. The Information Systems Officer will report directly to the Chief Field Technology Section.
Responsibilities
Within limits of delegated authority, the Information Systems Officer may be responsible for the following duties:
?Manages the Innovation and Technology Unit;
?Performs ICT security assessments and implements plans to mitigate ICT security risks.
?Manages the mission information security incident response plan.
?Provides expertise on technology and innovative solutions.
?Demonstrates and field tests solutions.
?Ensures handover of verified solutions for implementation to the Operations Management component.
?Liaises with innovation and technology solutions Units at Headquarters and at the Global Service Centre.
?Implements pilot projects and monitors, coordinates and reports on their progress.
?Oversees the integration of new technologies into day to day operations.
?Performs regular disaster recovery exercises.
?Manages the Unit's budget, formulating and monitoring budget allocations and expenditures, verifying funding and ensuring no overrun occurs;
?Develops technical specifications for the procurement of equipment, systems, and contractual services; coordinates the technical evaluation of offers and proposals received; takes the lead, provides guidance through the entire procurement process, and coordinates the management of contractual services
?Determines the need for testing and evaluating new products and technologies; provides leadership in introducing technological changes;
?Develops and recommend strategies to implement global Innovation and Technology projects originating out of DFS/ICTD at Headquarters and the mission; addresses specific Innovation and Technology and related training needs of Headquarters or the missions;
?Provides professional leadership and work direction for the Officers and other staff within the Unit; develops the yearly work plan for the Unit; mentors and guides junior officers, and supervises the staff;
?Ensures effective coordination with other United Nations agencies and other entities in order to maximize possibilities of inter-agency collaboration in the field of Innovation and Technology;
?Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent) in information systems, computer science, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
At least five (5) years of progressively responsible professional experience in information technology, and solutions in the ICT industry, including experience in overseeing field technology systems, of which two (2) years should have been in the public/private sector, functioning at the management level, with sound knowledge of international ICT practices and regulations, is required. At least two (2) years of experience in ICT Security is desirable. Two (2) years field experience in United Nations common system field operations, inclusive of Peacekeeping and Special Political Missions, UN Agencies, Funds and Programmes, is desirable. Experience in carrying out administrative functions of a Unit/Section, which would include preparation of budget/cost estimates, reporting on budget/programme performance, procurement of goods and services along with contract management, and the recruitment of staff, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
Special Notice
? This position is temporarily available for an initial period of 6 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
? While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
? Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
? This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
