很高兴出席第56届慕尼黑安全会议，和新老朋友们相聚。
It gives me great pleasure to attend the 56th Munich Security Conference and join friends old and new.
今年中方的出席具有特殊意义，因为我和我的同事是从前线而来。中国政府正在习近平主席坚强领导下，全力抗击一场突如其来的新型疫情，14亿中国人民团结一心，投身到这场没有硝烟的战争之中。我们决心守护武汉，守护湖北，守护与病毒抗争的每一位骨肉同胞，坚决打赢这场疫情阻击战。
We attend this year's MSC at an unusual moment, as my colleagues and I came straight from a battlefront. Under the strong leadership of President Xi Jinping, the Chinese government is engaged in a vigorous effort to combat the sudden outbreak of a novel virus. The 1.4 billion Chinese people are united as one in fighting this "war without smoke". We resolve to protect the city of Wuhan, protect Hubei province, and protect every fellow countryman who is struggling with the virus. And we are determined to fight and win this battle.
在中国农历新年的第一天，习近平主席亲自作出指挥部署，向疫情全面宣战。中国政府迅速建立起联防联控的举国体制，李克强总理亲赴武汉指导抗疫。从中央到地方，从城市到农村，我们以壮士断腕的决心，果断采取最全面、最严格、最彻底的举措迎击疫情。
On the very day of the lunar new year, President Xi Jinping personally chaired a meeting to direct the outbreak response, declaring an all-out war on the epidemic. The government promptly established a national framework of comprehensive, inter-agency response. Premier Li Keqiang went to Wuhan, the epicenter of the outbreak, to inspect epidemic control efforts. From the central government to local governments, from urban to rural areas, the whole nation is battling the epidemic with resolve and self-sacrifice. Nothing short of the most comprehensive, rigorous and thorough-going measures have been taken.
正如许多国家领导人所说，中国人民战胜疫情的决心令人惊叹，中方行动速度之快、规模之大，世所罕见，展示出的中国速度、中国规模、中国效率，显示了中国制度的优势。
As many world leaders noted, it is admirable that the Chinese government and people have shown firm resolve in dealing with the epidemic. The high speed and massive scale of China's response are rarely seen in the world. China's speed, scale and efficiency all demonstrate the strengths of China's system.
防范疫情的重点地区在武汉，但武汉并不孤单，因为全中国人民都同武汉和湖北的兄弟姐妹坚定地站在一起。
Wuhan may be the front line in this battle, yet Wuhan is not fighting alone. We Chinese across the country stand firmly with our brothers and sisters in Wuhan and Hubei. Let me highlight a few examples of our united effort.

我们着重看Kind这个小词
In kind = consisting of goods or services, not money. 以实物支付，以货代款
所以这里的“捐物”，就使用了 make donations in kind 这个表达。

严格彻底的防控措施正在显现效果。截至2月14日，全国除湖北以外的确诊病例已经连续12天下降，而湖北和武汉的疫情也正在得到更有效管控。这一事实表明，这场疫情总体上是可控的。治愈人数昨天超过了8000人，全国病亡率控制在2.29%，除湖北以外的病亡率则为0.55%。这一事实和数据表明，这场疫情总体上是可治的。正像习近平主席所说，我们完全有信心、有能力、有把握战胜这场疫情。黎明，正在到来；曙光，就在前方。
参考译文：
China's rigorous and thorough measures are paying off. As of 14 February, the number of confirmed cases outside Hubei has recorded a 12-day consecutive drop, and the situation in Hubei and Wuhan is being put under more effective containment. This shows that overall, the epidemic is controllable. The number of cured cases exceeded 8,000 as of yesterday. The case fatality rate has been kept at around 2.29 percent nationwide, and 0.55 percent outside Hubei. These facts and figures demonstrate that the disease is largely curable. Just as President Xi Jinping said, we have full confidence, capacity and determination to defeat the epidemic. Dawn is breaking and we are seeing light coming through.

当谈到“正在显现效果，卓有成效”的时候，我们会用pay off这个短语来表达，
二级口译实务官方教材上有这样一句话：
这次行动特别卓有成效。
参考译文为：Our efforts are paying off.
同理，在谈到某种类型的措施时，我们也可以使用这个表达。
我们再来看“严格的措施”
《经济学人》中有这样一句话：
The impact of such draconian measures has rippled throughout China.
这些严厉措施的影响已波及整个中国。
我们可以看出
draconian measures = rigorous measures
我们再来研读一下参考译文，加深印象

2. 全国除湖北以外的确诊病例已经连续12天下降，而湖北和武汉的疫情也正在得到更有效管控
我们来回译一下这个句子，可能的翻译是：
As of 14 February, the number of confirmed cases outside Hubei has reduced consecutively. Besides, the situation in Hubei and Wuhan is controlled more effectively.
这个译文意思表达到位，有没有错误，已经够好了。但是相比起来，参考译文更为地道，更适合正式的场合。
我们看看参考译文：
As of 14 February, the number of confirmed cases outside Hubei has recorded a 12-day consecutive drop, and the situation in Hubei and Wuhan is being put under more effective containment.
差别一：连续下降
我们首先拓展“连续”的表达：
consecutive = in a row = successive = running
例如，连续12天
For 12 consecutive days
For 12 days running
For 20 days in a row
For 20 successive days
接着我们来看“下降”这个词。参考译文用的是record a drop
我们来看看record这个词
Record 我们常见的意思是“记录”
如果是动词，则重音在后；如果是名词，则重音在前。
除了“记录”以外，外刊中还经常这样使用：
录得（香港人喜欢这么说）
Having recorded losses last year, they are also short of cash.
它们去年出现了亏损，也缺乏现金。
公司出现亏损：a company records losses（表面意思就是公司记录了亏损）
这个时候，record 还可以和post, register互换
A company posts losses.
A company registered losses.
差别二：得到更有效管控
参考译文用的是put under more effective containment
Under +n, 可以表示被动语态
