一
特朗普的“关税大棒”之下，里拉暴跌，埃尔多安的“新土耳其”一夜之间原形毕露，震动世界。
但领袖就是领袖，泰山崩于前而色不变，临危不乱应对自如。在随即发表的公开讲话中，埃尔多安铿锵有力地号召全体土耳其人共度时艰：
“如果谁枕头底下有美元、欧元或者黄金，那么他应该去我们自己的银行兑换成里拉。这是一场国民战争，这将是我们对发起经济战的人的回应”。
他还富有感染力地说：“不要忘记一点：如果他们有美元，我们则有人民、权利、真主阿拉”。
虽然有大量的照片表明他本人就是苹果的忠实用户，他还是抛出一个我们十分熟悉的配方：抵制美国电子产品。
我相信，肯定有很多土耳其人在听到他为国奉献和抵制美货的号召时，心潮澎湃激动不已，毕竟伟大领袖魅力无穷。
同时我也相信，当他们回到卧室翻开枕头打开箱子，真要掏出美元拿出黄金时，会有犹豫，会有心酸，会有不舍。
他们一定也会有困惑：我们不是发生了经济奇迹吗？我们不是已经成为“新土耳其”吗？我们不是有最好的文化和最好的制度吗？我们不是在伊斯兰世界叱咤风云吗？我们不是和美欧俄硬碰硬吗？我们不是在“百年复兴大计”里要进入十大国吗？为什么一下子就从“厉害国”变成了“时艰国”？
这一连串的问号，因为“当局者迷”的缘故，他们很可能无法给出准确的答案。
旁观者清的我们，可以来助他们一臂之力。

为避免熟谙辩证法人士的鄙夷，有必要先打一下官腔：土耳其今日困境的形成，既有内因，也有外因。
然后就可以一针见血了：埃尔多安这位舵手谋求长期集权的政治野心，导致土耳其这艘轮船发生严重偏航，就是“内因”。
在继续奉行新自由主义取得不俗的经济增长成绩后，埃尔多安骨子里的泛突厥泛伊斯兰迷梦终究发作。
他十四年里搞了二次修宪，把原来总理与总统分权制约的议会制，改成由总统一人统摄国家元首、政府首脑和三军统帅、拥有巨大权力的“超级总统制”，把自己变成“一家独尊”的舵手，将经济增长的“筹码”兑换成长期集权的“现金”。
在这个进程里，土耳其政治发生了持续倒退。在正发党党内，他排斥异己，令两位有能力与他抗衡的竞争者出局，大权独揽。
在党外，他以铁腕手段打击反对者与异议者。
在2013年，当抗议者反对他将盖齐公园改造为购物中心时，他将事件上升至“阻止土耳其崛起”的高度，命令强硬清场，造成多人受伤；借清算“七月政变”之机进行政治大清洗，拘捕大批不同政见者，把包括钳制言论在内的高压统治变成常规状态。
这种高压统治常规化，既是完成个人集权的利器，也是个人集权的产物。

为向个人集权提供合法性，他精心打造了一个所谓“新土耳其”的概念，夸大发展成果，掩盖自2012年以来经济失速、失业率和通货膨胀率高企、货币脆弱的重重问题，发布“百年复兴计划”，编织在2023年跻身世界十大国的“土耳其梦”，营造出一个“厉害了，我的国”的幻象。
这是用自我吹捧的虚假宣传给民众洗脑，铺平通向强权宝座的道路。
为配合这个自我吹捧，他启动重新伊斯兰化，用禁止空姐涂抹口红、鼓励上宗教学校等反世俗举措，收割广大底层民众的支持，塑造出富有土耳其特色的“国情”，为他的所谓“强势民主”造势。
这是用“特殊国情”为个人集权的“特色制度”叫魂。
反民主与反世俗的齐头并进，本身就塑造出与普世价值不同的价值观，在前进的航道里埋下了与美国和欧盟冲突的鱼雷，破坏了土耳其与西方的关系。
这一次特朗普因一名美国籍牧师被土耳其拘捕而挥起“关税大棒”，就是矛盾长久积压下的一次爆发。
这就是“特色价值”对国家发展所亟需的国际环境的毁损。
为点燃土耳其人心中的“民族自豪感”，向其个人集权输送燃料，埃尔多安卖力扩张在中东的影响力，在多个外交议题上与各大国硬碰硬，用所谓的“积极外交”塑造伊斯兰世界领袖形象，为自己加分，其代价就是恶化与美欧关系。
在美欧是土耳其“复兴”必不可少的保障的情况下，远西近东，不做凤尾，争做鸡头，这是个人野心对国家发展目标的蹂躏。

因此，正是埃尔多安这位自我加冕的“舵手”，在他的执政生涯里，将个人长期集权的政治野心凌驾于民众福祉之上，偏离土耳其共和国缔造者凯末尔当年确定的世俗化与民主化航向，将土耳其这艘原本是伊斯兰国家现代化样板的轮船，带入了歧途推入了困境，造成了今日的“时艰”。
所以，如果要共度时艰，就必须停止“开历史倒船”，纠正航向，回归世俗化和民主化的正确航道，修复与决定土耳其的复兴大计的美欧等国家的关系，重新回到追求普世价值的方向上。
如果一方面让造成困境的元凶继续高高在上，让他利用困境煽起民族情绪强化个人集权继续偏航冲向风暴眼，一方面又让民众勒紧裤腰带奉献出枕头下的美元黄金，砸烂手里的苹果手机电脑，靠空洞的道德说辞过日子，作恶者毫发无损大获其利，受害者元气大伤还得奉献牺牲，这是彻头彻尾的耍流氓。
航向错误下的共度时艰，那只是在奋不顾身地成为无谓的炮灰。
要拒绝这个被当成炮灰还要感激涕零的命运，就必须清算舵手的个人责任，把他拉下神坛。
