中国英语能力等级量表（CSE）
China's Standard of English Language Ability
An institution under China's Ministry of Education (MOE) and the British Council Tuesday jointly released the results of their collaborative research on linking IELTS and Aptis to China's Standards of English Language Ability (CSE).
据新华社昨日报道，中国教育部考试中心与英国文化教育协会15日联合发布雅思、普思考试与中国英语能力等级量表对接研究结果。
对接结果呈现了雅思（IELTS）、普思考试（Aptis）各技能和总成绩对应（mapped to）中国英语能力等级量表相关等级（CSE levels）的临界分数（cut scores）。
如：雅思听力得5分，即达到中国英语能力等级量表四级水平；阅读得5.5分，达到五级水平；口语得6分，达到六级水平；总成绩得8分，即达到八级水平等。
According to the results, a score of 5 in IELTS listening is equivalent to CSE level 4, a score of 5.5 in IELTS reading is equivalent to CSE level 5, while a score of 45 in Aptis writing is equivalent to CSE level 6.
这标志着中国英语语言能力标准与国际考试接轨（the official mapping of the CSE to the international examination systems），中英在教育领域的合作进入新阶段（has moved to a new stage）。

中国教育部考试中心副主任（vice president of NEEA）于涵表示，这体现了量表的应用价值（CSE's value in practice），树立了语言测试与量表对接研究规范，有助于探讨不同地区英语学习者语言学习规律与学习模式，助力“中国标准”走出去（contributed to the "opening up" of China's education）。
此次对接研究的英方学术负责人、英国文化教育协会测评研发中心主任（the head of Assessment Research and Development at the British Council）巴里·奥沙利文（Barry O’Sullivan）表示，对接结果在多个方面都将体现积极意义：
中国的教育机构可根据学校和专业特点，参考国际交流中对英语考试成绩的要求，参照对接结果和量表的具体能力描述，制定清晰的学生英语能力培养目标，并改进教材、教学方法和课堂教学活动设计；
The linking results will be of particular value to policy makers at educational institutions, by helping them to develop appropriate curricular objectives to meet globalisation goals. They will also encourage the improvement of teaching methods, learning materials and teaching practices in classroom.
考生通过参照雅思、普思考试成绩对应的听说读写各项量表描述语，可准确了解自身优势与不足，确定英语学习目标；
The results will also allow test-takers to have a deeper understanding of their English proficiency by referring to the descriptions of language ability in the CSE that are mapped to their IELTS or Aptis test score. This will enable them to devise an appropriate learning plan.
招生或用人单位在招生或招聘员工时可根据机构自身需求，参照对接结果及量表的能力描述确定希望学生或员工达到的考试成绩要求，合理选拔或评价人才。
In addition, test users such as schools and employers will be able to select the appropriate test score boundary, by referring to the linking results and CSE level descriptors which meet their requirements of students' English proficiency.

中国英语能力等级量表是首个面向中国学习者的英语能力标准（the first full-range English proficiency scale designed for Chinese English learners and users），于2018年2月由教育部、国家语言文字工作委员会（National Language Commission）正式发布。量表将中国学习者的英语能力从低到高划分为“基础、提高和熟练”三个阶段，共分九个等级（proficiency levels）。
