Children's Birth Registration and Visa Guide

While embracing the newborn child, parent / parents should not forget to celebrate it by doing birth registration and visa application. Here is the guide for the parents.

Application conditions

1. A child whose parent / parents is / are non-Chinese national(s) is born in Shenzhen.

2. The parent / parents of an outside-Shenzhen-born child is / are non-Chinese national(s) is / are holding a residence permit / residence permits (both or either one) issued in Shenzhen.

Application procedures

1. The parent / parents or the authorized person should apply for birth registration for the child within 60 days. Please prepare the following documents in order to obtain a confirmation paper in return:

• An original birth certificate, not a photocopy one;

• An original passport / passports of the parent’s / parents’.

2. The parent/parents or the authorized person should apply for a new passport or travelling document.

3. Visa application: after the birth registration, please prepare the required information below for the application of a passport or travelling document in 120 days before reaching the Exit and Entry Management of Shenzhen Public Security Bureau:

• A completed handwritten or printed visa application form attached with a colored portrait photo (3.5x5.3cm) with a blue background (could be printed out after the booking);
  

• The Receipt of China Visa Photograph for Foreigners in Guangdong Province;

• A completed visa application proof letter (the corresponding letter template can be download from https://msjw.ga.sz.gov.cn/crj/portal/html/articleIndex.html );

• A valid registration form of temporary residence for visitors;

• A photocopy of the original passport or some other international travelling document(s), and the original passport / some other international travelling document(s) will be examined;

• A photocopy of birth proof document, and the original document will be examined;

• The Receipt of Birth Report;

• Photocopies of the parent’s / parents’ passport(s), visa document(s), and registration form(s) of temporary residence for visitors, and the original documents will be examined.

Application time limit

1. Birth registration: can be finished on the spot;

2. Visa application document: 7 working days (the investigation time is not included in the time limit if the Public Security Organizations deems it necessary to conduct an investigation).

Points to note

1. An online booking should be done before submitting application (the website for making an appointment: ga.sz.gov.cn/. Please press Read More at the bottom of the article to link to the online application, with an instruction in Chinese, which is nearly the same as this article. Tick at the bottom, which means you have already read the instruction the procceed.

2. All original documents for application should be submitted for examination, and photocopies of the corresponding documents should be submitted. The photocopies should be printed in A4-size papers and placed in order.

3. The child will be deemed to be illegally staying in the country if a birth report fails to be applied in 60 days after birth or a passport fails to be applied for visa application in 120 days after the birth registration.

4. In accordance with China’s laws, China does not recognize dual nationality of any Chinese national. For those who are non-Chinese nationals, it is required for them not to retain Chinese nationality before applying for foreigners’ visa services.

5. Any proof issued by organizations outside China should be notarized by any Chinese embassies / consulates / relevant organizations in the home country, and translated by any licensed translation companies. The original documents, translated documents and a photocopy of the license of the employed translation company will be submitted for examination.

6. In accordance with the 21st regulation of the PRC’s Exit and Entry Management Laws, the visa authorities have the right to reject issuing visas without stating any reason.

7. Foreigners who illegally stay, reside or conduct any other illegal activities will be penalized by the police.
