To be able to drive in China, like anywhere else in the world, one needs a driver's license. As far as I know, only four countries have reached an agreement on mutual recognition of driver's licenses with China, they are UAE, Belgium, France and Serbia.

The Shenzhen DMV, or Cheguansuo as it's known in Chinese, has given updated guidelines on how to apply for a Chinese driver's license if you are holding a license issued abroad.

Q: For foreigners holding a Shenzhen driver's license, can an agent apply on their behalf when renewing it?
A: Yes. They will need the following materials:
-Applicant's passport or other travel documents.
-Visa, residence permit or residence registration certificate valid for 3 months or above.
-3 one-inch identification photos taken on a white background.
-Agent's ID card and applicant's Power of Attorney (POA)

Q: How can foreigners holding a C1 temporary driver's license renew it when it expires?
A: Prepare all needed documents (mentioned below), book an appointment for "overseas personnel temporary motor vehicle license application" service portal, then visit the office in person to complete the application.
Required Documents:
-Original identification document.
-Foreigner's passport or other travel documents, as well as valid visa, residence permit, residence registration certificate or permanent resident card.
-The original driver's license issued abroad, if it does not have Chinese languge then the applicant or agent must supply a translated copy provided by a notary office or a recognized translation institution.
-3 one-inch identification photos taken on a white background.
Note: Those whose visa or resident permit will expire in less than 3 months, they will get a temporary driver's license valid for 3 months. But for those whose visa or residence is valid for more than 3 months, they will get a temporary driving license with validity of up to the day they are required to leave the country, but a cap is set at 1 year.
Q: What to do when a C1 temporary driver's license is expired?
A: Prepare all the required documents (mentioned below), book an appointment for "overseas personnel temporary motor vehicle license application" service portal, then visit the office in person to complete the application.

-Valid identification document: A valid passport or other travel documents, a valid visa, permanent resident card, resident permit, other certificate or residence registration provided by PSB.
-The original driver's license issued abroad, if it does not have Chinese languge then the applicant or agent must supply a translated copy provided by a notary office or a recognized translation institution.
-3 one-inch identification photos taken on a white background.
Note:
-Those applicants of temporary driver's license for small cars (i.e. C1, C2, C3, C4) or motorbikes (D,E,F) do not need to undergo a health chek-up ( physical examination). Others will need to undergo a physical exam at a Shenzhen DMV-appointed hospital (the certificate is valid for six months.)
-Those whose visa or resident permits will expire in less than 3 months, they will get a temporary license valid for 3 months. But those whose visa or resident permit is valid for more than 3 months, they will get a temporary visa of up to the day they are required to leave the country, but not more than 1 year.

Application for China's Driver's License Using Overseas-Issued Driving License
1. 登录网上深圳交警（szjj.sz.gov.cn）或关注“深圳交警”微信公众号，在线预约办事地点；
Log in to the Shenzhen Traffic Police website (szjj.sz.gov.cn) or follow the wechat official account of "深圳交警" to make an online appointment;
2. 备齐资料，预约后到咨询台取号等待叫号受理，后续流程以窗口告知为准；
Prepare all the required documents (mentioned below) then submit them in person at the DMV office that you reserved the appointment.
3. 领取证件（可选择自取或凭《业务受理凭证》到邮政速递处办理邮寄）。
Retrieve the license (you can pick it up by yourself or ask the staff to mail it to you).

1. 身份证明原件（请参照《身份证明》中的具体说明）；

2. 境外驾驶证原件。非中文表述的，需提供翻译机构出具或者公证机构公证的中文翻译文本原件（须翻译驾驶证正反面，驾驶类型及限制备注不明确的应出具相应的证明文件）；

3. 申请人为内地居民：因需核查取得境外驾驶证时在核发国家或地区的停留情况，请备齐相关的出入境证件原件，包括护照、《内地居民往来港澳通行证》、《大陆居民往来台湾通行证》及《入台证》原件（已经失效的护照等证件也在核查范围）；
If the applicant is a mainland resident, they need to provide original relevant entry-exit travel documents such as passport, permit for mainland residents to travel to SARs, etc. (Expired documents must also be submitted.)
4. 请到深圳市联网医院进行驾驶人体检（6个月内有效）；
Take a driver's physical examination at a hospital recognized by Shenzhen DMV (The exam's result is valid for 6 months);
5. 3张白底一寸免冠相片，建议到有资质的相馆或自助设备获取广东省机动车驾驶证数字相片采集回执。
