On June 2, Mi Feng, a spokesperson for the National Health Commission (NHC), said that authorities must adhere to scientific principles to accurately implement pandemic prevention and control measures in regions across the country.
He denounced the use of one-size-fits-all measures, arbitrarily prolonging quarantine time, and restricting movement of people from low-risk areas in order to curb the pandemic.
Following that, various regions have made dynamic adjustments to their pandemic prevention and control measures, especially towards people from low-risk areas.
It can be noted that almost all of the regions that have updated their measures have scrubbed the requirement for a proof of the negative nucleic acid test for people coming from low-risk areas. Examples below:
Jiangxi: People from low-risk areas no longer need to present a proof of a negative nucleic acid test.
On June 2, Jiangxi Provincial People's government issued a notice on the adjustment of the pandemic prevention and control measures. The notice said that authorities must not increase the scale of pandemic prevention and control measures in the province.
Personnel entering the province (including students) from low-risk areas, or counties (towns, districts) that have no active community cases can enter the province without presenting the negative nucleic acid test proof.
There is also no need to implement nucleic acid test upon arrival, and no need for quarantine either. Furthermore, authorities should not implement "gray code" or "yellow code" for them, the only requirement is scanning the health code and body temperature measurement at an entry point.
How about those from medium and high-risk areas?
Those from medium and high-risk areas must undergo a 7+7 quarantine, that is, 7 days of centralized quarantine and 7 days of at-home health monitoring.
Jiangsu: All entry-by-road restrictions have been scrapped, and a proof of a negative nucleic acid test taken within 48 hours will no longer be required for people from low-risk areas.
All the 337 highway inspection points set up during the current pandemic were removed except for the two inspection points bordering Suzhou and Shanghai.
For vehicles from medium and high-risk areas such as Shanghai, the passengers still needs to hold a proof of negative nucleic acid test taken within 48 hours.
Anhui: Passengers of cargo trucks from low-risk areas no longer need to present a proof of the negative nucleic acid test taken within 48 hours.
On May 27, the Anhui CDC announced the complete elimination of the entry restrictions on the cargo trucks from low-risk areas.
The notice stressed that passengers of cargo vehicles from low-risk areas will not be required to show a proof of a negative NAT. The notice also strictly prohibited local authorities from introducing "local policies" and other non-scientific measures using a "one-size-fits-all" policy implementation.
Guangdong: Proof of negative nucleic acid test will no longer be checked at railway stations
Many places in Guangdong Province, such as Guangzhou and Zhanjiang, no longer checks for a proof of negative nucleic acid test. In Shenzhen though, it is still required to show the negative proof of the test taken within 72 hours.
Guangzhou: In exception of passengers from Beijing, other passengers arriving in Guangzhou railway station, Guangzhou east railway station and Guangzhou south railway station are no longer required to hold a proof of negative nucleic acid test.
Passengers arriving from Beijing must show the Beijing green health code and have a proof of the negative nucleic acid test taken within 48 hours before boarding.
Other passengers only need to show the green health code and have normal body temperature before boarding.
Zhanjiang: Ever since 12:00 on May 24, passengers leaving Zhanjiang do not need to show the proof of negative nucleic acid test.
Dongguan and Foshan: Passengers leaving Dongguan and Foshan do not need to show a proof of the nucleic acid test taken within 48 hours, only a green health code and normal body temperature measurement will be checked.
Shenzhen: Entering and leaving various public places and taking public transport still requires the proof of negative nucleic acid test taken within 72 hours.
In addition to the regional announcements, several news outlets also reported that railway stations in Dalian, Chengdu, Zhengzhou and some other places have cancelled the inspection of nucleic acid test proof.
