Conditions of application

Foreigners who meet one of the following conditions may apply for permanent residence in China:
(i) According to the Guangdong Free Trade Zone foreign talent points assessment criteria, foreign technical talents selected by the Guangdong Free Trade Zone Enterprises and foreign innovation and entrepreneurship team members who have attained 70 points may apply for permanent residence in China.
（一）根据广东自贸区外籍人才积分评估标准，达到70分的广东自贸区创新创业团队外籍成员和自贸区企业选聘的外籍技术人才可以申请在华永久居留。(ii) In accordance with the assessment criteria for permanent residence points applied by foreign members of the innovation and entrepreneurship teams of the Pearl River delta self-created areas and the Jieyang Zhongde Metal Eco-city, and the assessment criteria for permanent residence points applied by foreign technical talents selected by enterprises of the Pearl River delta self-created areas and the Jieyang Zhongde Metal Eco-city, foreigners with a score of 70 or above may apply for permanent residence in China upon the issuance of a letter of certification of score assessment by the municipal department of foreign talents at the prefecture level.
（二）根据《珠三角自创区和揭阳中德金属生态城创新创业团队的外籍成员申请永久居留积分评估标准》、《珠三角自创区和揭阳中德金属生态城企业选聘的外籍技术人才申请永久居留积分评估标准》，分值达到70分以上的外国人，经地级市外国人才工作部门出具积分评估证明函，可以申请在华永久居留。

Application method
申请方式
The applicant shall apply to the exit and Entry Administration Department of the public security organ in the place of long-term residence, or to the exit and Entry Administration Department of the public security organ in the place of employment if the place of residence and the place of work are not in the same area. It may also entrust relatives and state organs or relevant legal person institutions to apply on its behalf. Entrusting a relative to make an application on his behalf, a power of attorney (to be notarized) written and signed by the applicant himself shall be issued, which shall indicate the relationship between the applicant and the principal, the reasons for entrustment, etc., and provide the identity proof of the principal. If an application is entrusted to a state organ or a relevant legal person institution, a power of attorney (to be notarized) written and signed by the applicant himself shall be issued, and the power of attorney shall indicate the basic information of the applicant and the entrusted person, the entrusted matters, etc. . The specific Undertaker shall provide the power of attorney of the entrusted institution. The power of attorney issued by the applicant abroad shall be authenticated by the Chinese embassy or consulate in that country.
由本人向长期居留地公安机关出入境管理部门提出申请，如居住地与工作地不在同一地区的，可向任职单位所在地公安机关出入境管理部门提出。也可以委托亲属以及国家机关或有关法人机构代为申请。委托亲属代为申请的，应出具申请人本人书写并签字的委托书(须公证），委托书应注明申请人与被委托人关系、委托理由等，并提供被委托人的身份证明。委托国家机关或有关法人机构申请的，应出具申请人本人书写并签字的委托书（须公证），委托书应注明申请人与被委托人的基本情况、委托事项等内容，具体承办人需提供被委托机构的授权书。申请人在国外出具的委托书，需经中国驻该国使、领馆认证。

Application Materials
申请材料
(i) Complete the application form for permanent residence in China for foreigners (in triplicate for the staff member, his/her spouse and children), submit 3 recent color photos (size: 48 × 33 mm) of the applicant who has passed the examination and is bareheaded with blue background.
(2) The applicant's valid foreign passport and work-type residence permit (if the applicant applies for relevant documents or certificates with the old passport, the old passport must be submitted at the same time).
(二)申请人有效的外国护照和工作类居留许可（持旧护照办理相关证件或证明的，须同时提交旧护照）。(3) Health certificates issued by the health and quarantine departments designated by the Chinese government or by foreign health and medical institutions accredited by Chinese embassies or consulates abroad.
(三)中国政府指定的卫生检疫部门出具的或者经中国驻外使、领馆认证的外国卫生医疗机构签发的健康证明书。(iv) Certificate of No Criminal Record Abroad certified by Chinese diplomatic and consular missions abroad (the certificate shall be certified by Chinese diplomatic and consular missions abroad, and the time for the certification and certification shall be within 6 months before the date of acceptance).
(四)经中国驻外使、领馆认证的国外无犯罪记录证明（证明须经中国驻外使领馆认证，且证明及经中国驻外使领馆的认证出具时间应在受理之日前6个月内）。(v) personal resume of the applicant (from the age of 18 to the present, consecutive years and months are required). If the applicant has previously held Chinese nationality, a detailed account of the acquisition and permanent residency of foreign nationality shall be included in the curriculum vitae, the applicant shall submit proof of foreign residence qualification, Naturalization Certificate (translation required, no consular certification required), Naturalization People's Republic of China passport, Hukou cancellation certificate, etc..
(五)申请人个人简历（18周岁至今，要求年份和月份之间连续）。如申请人曾具有中国国籍的，简历中须详细说明取得外国永久居留权、加入外国国籍情况，并提交外国定居资格证明和入籍证明（需翻译，不需领事认证）、入籍时使用的中华人民共和国护照、户口注销证明等证明材料。(6) The original certification letter and scoring form issued by the FTO of Guangdong Province; or the certification letter and scoring form issued by the foreign talent work department of a prefecture-level city.
（六）广东省自贸办出具的积分评估证明函及评分表原件；或地级市外国人才工作部门出具的积分评估证明函及评分表。(vii) The employment certificate issued by the current unit.
（七）现任职单位出具的任职证明。(viii) Work permit for foreigners (at the same time, "Personnel Certificate Information" shall be printed by scanning a QR code, and the information such as the office holding unit, position and personal information published in the certificate shall be consistent with the relevant certificates such as the employment certificate).
（八）《外国人工作许可证》（同时需扫二维码打印“人员制证信息”，证件登载的任职单位、职务及个人情况等信息应与任职证明等有关证明一致）。(ix) The registration certificate of the holding entity (such as a copy of the business license, organization code, etc.).
（九）任职单位的注册登记证明（如营业执照副本、组织机构代码等）。(x) Registration form for temporary accommodation of foreigners affixed with the official seal of the local police station where they reside (except for hotels).
（十）加盖居住地派出所公章的《境外人员临时住宿登记表》（住宾馆的除外）。(xi) Other evidential materials that the public security organ deems it necessary to provide.
（十一）公安机关认为必须提供的其他证明材料。

Notes
注意事项
(i) The application form shall be completed in triplicate with a black fountain pen or a felt-tip pen, and the other materials in triplicate shall be submitted for examination in the original copy (copy on A4 paper) .
(ii) The certificate issued by the relevant foreign institution shall be authenticated by the Chinese embassy or consulate in the country concerned (except those stating that consular authentication is not required). Materials in foreign languages shall be translated into Chinese with the official seal of the translation company affixed to the translated version and the copy of the business license of the translation company.
（二）外国有关机构出具的证明须经中国驻该国使领馆认证（注明不需领事认证的除外）。外文材料须翻译成中文，并在翻译件及翻译公司营业执照复印件上加盖翻译公司公章。(iii) The information on the passport information page such as the applicant's photo, name, sex, date of birth, passport number and passport validity is clear and clear. （三）护照资料页上申请人照片、姓名、性别、出生日期、护照号码、护照有效期限等信息明确清晰。对护照上有关信息因手写或有关国家文字较生僻等原因导致受理机关无法辨别的，应出具有关国家驻华使领馆的明确说明或中文翻译。(iv) If the applicant is a Chinese foreigner who has changed his name after becoming a foreign national (the English name is not the transliteration of the Chinese name) , the change of his name shall be notarized.
（四）申请人系外籍华人在加入外国籍后更名（英文姓名不是中文姓名的音译）的，对于其姓名的变更需要办理公证手续。(v) If the applicant needs to print his Chinese name on the "permanent resident identity card for foreigners", he should write in the column "other matters to be explained" on the application form, "the Chinese name needs to be printed when the card is made: XXX", otherwise fill in "None".
（五）申请人如需在《外国人永久居留身份证》上打印中文姓名，应在申请表上“其他需说明的事项”栏目中填写“制证时需要打印中文姓名:XXX”,否则填写“无”。(vi) If the relevant matters require Public Security Bureau investigation and verification, the time for investigation shall not be counted into the working day.
（六）有关事项需要公安机关调查核实的，调查时间不计入工作日。
