International Development Policies and Governance

培养目标 Training Objectives

培养学生掌握本学科基本理论和方法视角，能够系统地、动态地和审辩地分析和理解发展议题，投身于国际发展政策与治理实践。项目结束后，学生能够深入理解发展问题和国际发展理念，并能结合中国的发展经验，通过国际比较来思考发展中国家发展政策与治理体系，运用有效公共治理和政策工具解决国家转型和发展中国家问题，成长为国际发展政策和治理学科高水平研究和管理人才。

Students will apply theories and methodologies of this field to development issues systematically, flexibly, and critically, and participate in the practice of international development policies and governance. As students gain insight into development challenges, international development ideals, and China’s experience in related issues, they can help tackle the problems that countries experiencing the transition period and developing countries face via public governance and effective policies.

培养模式 Cultivation Model

招收农业专业硕士非洲来华留学生，学制2年，采用“1+1”人才培养模式，第1年在中国学习理论课程和培养农业实践技能，第2年根据学校安排，在中国或非洲相关学习实践基地进行实践研究和技术推广，解决当地农业生产实际问题，之后回校完成研究和论文答辩。

This is a two-year program open to African students. In the first year, students stay in campus to attend courses and to learn practical skills of agronomy. In the second year, students conduct field research and promote agricultural technologies in teaching bases in China or African countries to solve local agricultural problems. After that, they come back to campus to finish academic paper and thesis defense.

邀请世界顶尖大学教授和国际机构专家联合授课，学习全球各国农业农村发展经验。邀请重要国际组织（如联合国粮农组织、联合国南南合作办公室、世界银行、非洲绿色革命联盟）定期开展学术讲座与培训。

This program invites professors from world top universities and experts from international organizations (Food and Agriculture Organization of the United Nations, UN Office for South-South Cooperation, World Bank, Alliance for a Green Revolution in Africa, etc.) to join our faculty to offer lectures and training programs.

在中国农村或非洲农村参与实践学习，提升学生农业科技的应用能力和推广能力，深入了解中国农业、农村发展经验，帮助学生将中国经验与非洲本国农业、农村发展需求相结合，培养具有卓越农业科技与农业农村发展理论知识与实践能力的非洲建设和发展人才。

Students improve their ability to apply and spread agricultural technologies through field study in Chinese or African villages. Introduction to China’s experience in development in agriculture and rural areas will help students to solve problems Africa encounters in its agricultural and rural development, and will mould them into professionals who master advanced theoretical and practical know-how in both agricultural technology and rural development.

本项目培养方案总计30学分。主要内容包括：

I. 必修课 Compulsory Courses

初级汉语、中国概况、学术诚信与论文写作、公共政策分析、公共管理学、社会科学研究方法、高级发展学等

Elementary Chinese, Overview of China, Academic Integrity and Dissertation Writing, Public Policy and Analysis, Public Administration, Methodology of Social Research, Advanced Development Studies, etc.

II. 选修课 Optional Courses

全球农业与国际发展、中国发展模式等

Global Agriculture and International Development, Models of China, etc.

III. 实践活动 Practices

专业实践、学术研讨等

Professional Practice, Academic Seminars, etc.

项目特色 Program Features

本项目积极创新留学生培养方式，制定跨学科导师制度，邀请学校近20位具有作物学、食品生物工程、农业经济等不同一级学科背景的老师担任留学生导师，与本学院老师一起，形成了一套导师+联合导师+青年助理导师的指导队伍，极大提高了对留学生培养的及时性、针对性和全面性。

By innovatively inviting nearly 20 scholars specializing in different fields, including Crop Sciences, Food Bioengineering, and Agricultural Economy, to join our college faculty as co-mentors, this program offers a supporting team comprised of “mentor+co-mentor+teaching assistant” for each student, providing timely, targeted, and comprehensive education resources for overseas students.

在常规授课之余，本项目还积极组织开展线上论坛、专家讲座，为学生提供高质量学习交流平台；在保证教学质量的前提下，为学生创造机会参与丰富的实践活动，包括参加高端论坛研讨、前往校外研究生教学实践基地考察实习等。

In addition to the curriculum, this program organizes online seminars and lectures regularly and offers abundant opportunities for students to apply what they learn, such as participating in high-end seminars, and taking internship in off-campus teaching bases.

申请条件 Criteria and Eligibility

申请人须满足以下条件：

To be eligible, applicants must:

1. 具有非洲国家国籍的公民，能够遵守中国的法律法规及学校规章制度，尊重中国人民的风俗习惯，品德良好，身体健康；

Be a citizen of an African country, be in good health mentally and physically, abide by Chinese laws and regulations as well as campus rules and regulations, and respect Chinese customs;

2. 申请人应当具有学士学位，年龄一般不超过 35 周岁；

Hold a bachelor’s degree and under the age of 35 when applying for master’s degree programs;

3. 在申请领域具有较强的学术基础；

Have relatively strong academic background in the field they intend to apply;

4. 本科为英文授课，或雅思成绩6分/新托福90分。

Have a bachelor’s degree taught in English, or TOEFL (iBT) score of 90 points at least, or IELTS score at least 6.0.

申请材料 Application Materials

1. 护照首页（有效期晚于2022年9月）

Scanned copy of passport (the date of expiration should be later than Sep, 2022)

2. 经公证的最高学历学位证明（或者预毕业证明）

Notarized final degree certificate or pre-graduation certificate

3. 学习成绩单

Official undergraduate transcripts; If it is neither Chinese nor English, notarized Chinese or English version should be provided

4. 语言能力证明

Certification of English proficiency

5. 预录取通知书（学院审核通过后统一出具）

Pre-admission notice (issued by the college applicants apply after evaluation of applicants’ academic background)

6. 个人学习和研究计划（不少于1000字），用中文或英文书写

Study plan in English or Chinese (no less than 1000 words)

7. 两名副教授以上学者的推荐信（无固定格式，请推荐人签名）

Two reference letters (in Chinese or English) from two professors or associate professors with signatures

8. 外国人体格检查表

Foreigner Physical Examination Form (photocopy); it should be written in English, only required for applicants planning to stay in China for more than 6 months, can be downloaded from http://www.csc.edu.cn/studyinchina or http://www.campuschina.org

The physical examinations must cover all of the items listed in the Foreigner Physical Examination Form. Incomplete forms or forms without the signature of the attending physician, or the official stamp of the hospital, or a sealed photograph of the applicant are considered as invalid.

9. 无犯罪记录证明

No criminal report

10. 公开发表的学术论文、所获专利或其他研究成果（原件或复印件均可）

Published academic papers, patents obtained, or other research achievements (either photocopy or original)

1. 申请者须首先登录中国农业大学国国际学生报名网站：http://apply.cau.edu.cn，填写个人信息、选择相应专业，上传相关材料并提交。

Visit China Agricultural University application system: http://apply.cau.edu.cn to log in, fill in your personal information, choose the major and submit the materials required.

2. 申请者还需同时进行中国政府奖学金的申请——登录国家留学基金委网站：https://studyinchina.csc.edu.cn，注册个人账号，在线填写、提交、生成打印《中国政府奖学金入学申请表》并签字上传至中国农业大学留学生报名系统。

Complete the online application procedure at CGS Information Management System for International Students (Visit CSC application system: http://www.campuschina.org and click “Application Online” to log in), submit online the completed Application Form for Chinese Government Scholarship. Submit the scanning copy of Application Form for Chinese Government Scholarship with your signature to http://apply.cau.edu.cn.
