习近平总书记十分关心垃圾分类工作，2016年12月，他主持召开中央财经领导小组会议研究普遍推行垃圾分类制度，强调要加快建立分类投放、分类收集、分类运输、分类处理的垃圾处理系统，形成以法治为基础、政府推动、全民参与、城乡统筹、因地制宜的垃圾分类制度，努力提高垃圾分类制度覆盖范围。习近平总书记还多次实地了解基层开展垃圾分类工作情况，并对这项工作提出明确要求。
In December 2016, while chairing the Central Leading Group on Finance and Economic Affairs, President Xi emphasized the importance of quickly establishing a system to classify and manage garbage sorting, discarding, collection, transportation, and recycling.
"We should carry out extensive education and guidance programs to create public awareness regarding the importance and necessity of garbage classification," President Xi said. He stressed that garbage sorting is not only related to the living environment but also to the economical use of resources.
深圳是我国最早实施生活垃圾强制分类的城市之一。早在2000年，深圳就启动了垃圾分类试点，并于2013年成立了全国首个生活垃圾分类管理专职机构，目前已形成了较为完备的规范标准体系。但作为一个实际管理人口超过2000万的超大城市，深圳生活垃圾产生量约2.95万吨/日，其中来自居民家庭的约占70%。
The annual amount of garbage generated in Shenzhen over the past 10 years from 2018 increased by about 6% and led representatives in the city to look for solutions. At that time, the amount of garbage generated exceeded 7 million tons.
According to operators at the Shenzhen Energy Protection Company, about 900 tons of garbage, almost half of what Shenzhen produces every day, are transported to waste-to-energy power plants for processing each day. Unfortunately, that isn't enough. According to Municipal People’s Congress representative Cao Yongqing, the city's Landfills are overloaded and there is insufficient processing capacity.
“垃圾围城”成为威胁城市发展的重要因素之一，垃圾分类工作刻不容缓。9月1日，随着《深圳市生活垃圾分类管理条例》的出台，深圳市终于将垃圾分类作为本市的强制性垃圾分类。
Since Xi's remarks, many cities in China have accelerated the introduction of garbage sorting systems. Shenzhen was one of the first cities in China to implement waste sorting in 2000 and on September 1st, Shenzhen finally made garbage sorting mandatory in the city with the introduction of the "Shenzhen Municipal Domestic Waste Classification Management Regulations."

9月1日，深圳市城管综合执法局开展专项执法行动并及时发布了整改通知。
On September 1st, the Shenzhen Urban Management and Comprehensive Law Enforcement Bureau launched a special law enforcement action and promptly began issuing rectification notices.
罚款处罚方法
Fines & Penalties
罚款和处罚分为个人罚款和单位罚款两种：未按照规定要求投放生活垃圾的个人，将由区主管部门责令整改；拒不改正个人将会被处50元罚款；情节严重的将会被处200元罚款。未按照规定要求投放生活垃圾的单位，将会被处罚5万元罚款；对情节严重的单位，处罚5万元以上，50万元以下罚款。
Fines and penalties are divided into two types: those for individuals and those for units. Individuals who fail to dispose of garbage correctly may receive a fine of 50 yuan and a fine of 50,000 yuan shall be imposed on the unit. If the circumstances are serious, individuals shall be fined 200 yuan, and a fine of 50,000 yuan to 500,000 yuan shall be imposed on the unit.
混合收集、运输已分类的混合垃圾的，并处5万元以上50万元以下罚款。另外，物业公司未设立分类落点、配置分类收集箱或未保持其良好整洁的，处以2000元以上1万元以下的罚款。未及时将生活垃圾收运单位收运的，处5000元以上1万元以下的罚款。
Collection and Transportation related enterprises are also subject to fines of more than 50,000 yuan and not more than 500,000 for mixing collections of garbage. Additionally, property companies who fail to set up classified dropping points, configure classified collection containers, or fail to keep them in good and tidy conditions shall be fined between 2,000 and 10,000 yuan. If the domestic waste is not handed over to the corresponding collection and transportation unit in time, they shall be fined between 5,000 and 10,000 yuan.
除了罚款外，还有“以工代罚”选项：即没有严重违法情节的个人，可申请参加市、区垃圾分类科普教育场馆组织的垃圾分类培训，以及参加住宅区的定时定点垃圾分类督导等活动，抵免罚款。
The "Regulations" also provide the option of providing individuals with "activities as punishment". Individuals who face a fine may instead voluntarily participate in a domestic waste classification training program organized by municipal and district departments and or participate in publicity services or on-site supervision and other activities.
此前，《条例》的征求意见稿曾提出个人起罚点为500元，现在规定为50元，大幅降低。深圳市人大常委会城建环资工委方面曾表示，罚款并不是目的，垃圾分类的核心问题是要引导居民形成良好的分类习惯。
Earlier drafts of the "Regulations" once proposed a personal penalty of 500 yuan but the Urban Construction, Environment and Resources Work Committee of the Standing Committee of the Shenzhen Municipal People's Congress stated that fines are not the purpose, and the core issue of garbage classification is to guide residents to form good classification habits.
