XX总统与X国领导人XX通话，两国元首就XX问题深入交换了意见，双方一致认为就重大问题保持沟通和协调十分重要。
一般而言元首在电话中具体谈了些啥，都不会对外公开，多数时候只会发布类似上述报道这样的外交辞令。
但最近《华盛顿邮报》、《纽约时报》、The Intercept曝光了一份“绝密”文件，逐字逐句记录了两人通话的详细内容。
在国际政坛，美国总统特朗普毫无疑问是一大活宝，能来事，敢说话，天塌下来也不怕，美国媒体是又爱又怕。刚跟老师“习大大”度过了两天的欢乐时光。
特朗普排第一，那杜特尔特则可屈居第二，事实上，他也被称为“菲律宾的特朗普”，同样的大嘴巴，同样的不按套路出牌，同样的敢拿所有人开涮。最近也跟我们搞得关系不错。
所以大家跟小沃一起来围观下这特朗普是如何“透露”消息给杜特尔特的。
老特：
Mr President.
总统先生。
老杜：
President Trump, thank you for calling, and Good evening, It's night over here.
特朗普总统，谢谢你给我打电话，我们这里已经是晚上了，晚上好。
老特：
Okay I hope its not too late? Its okay isn't it? Is it to late?
喔，我希望没有太晚。现在方便吧，对吧？会不会太晚了？
老杜：
No its okay we are just having dinner with some members of ASEAN.
不晚不晚，我刚和几个东盟国家领导人吃完晚饭呢。
老特：
Oh ok good because know you don't sleep much, you're just like me. You are not a person who goes to bed at all. I know that, right?
哦，那就好，其实我知道你睡得不多，就像我一样，你是一个根本不咋沾床的人，对吧？我懂的。
老杜：
YES. You are right Mr Rnesident.
对对对，总统先生，你说的太对了。
老特：
I just want to congratulate you because I am hearing of the unbelievable job on
the drug problem. Many countries have the problem, we have a problem, but what a great job you are doing and I just wanted to call and tell you that.
其实也没啥事，我只是想祝贺你，你在国内开展的打击毒品犯罪工作简直好得令人惊讶。你看，好多国家都有这个问题，我们国家也有，但你做得简直太棒了，我必须特地打电话告诉你这一点。
老杜：
Thank you Mr President. This is the scourge of my nation now and I have to do
something to preserve the Filipino nation.
谢谢你，总统先生。毒品现在是我们国家苦难的根源，我必须为拯救菲律宾做点什么。
老特：
I understand that and fully understand that and I think we had a previous
President who did not understand that, but I understand that and we have
spoken about this before.

Yes I know that. Thank you. Yes.

So how is everyone doing, how is the Phis doing?

We are doing fine Mr president but in the ASEAN summit every member state
was really nervous about situation in Korean peninsula but we would like to tell
you that we support you and keep on the pressure because as long as those
rockets and warheads are in the hands of Kim Jon Un we will never be safe as
there’s not telling what will happen next.
我们特别好，总统先生。但是在东盟峰会上，所有成员国都因为朝鲜半岛局势感到紧张。但是我们特别想告诉你，我们支持你继续对朝鲜施压。只要金正恩手里有了火箭、导弹，我们就绝对不再安全了，谁知道他接下来会干啥……
老特：
Whats your opinion of him, Rodrigo? Are we dealing with someone who stable or
not stable?
你对他怎么看，老杜？我们正在对付的这个人，精神状况稳定不稳定啊？
老杜：
He is not stable, Mr President, as he keeps on smiling when he explodes a
rocket. He even has gone against China which is the last country he should be
rebuke. But it seems from his face he is laughing always and theres as
dangerous toy in his hands which could create so much agony and suffering for
all mankind.
他不稳定，总统先生，火箭爆炸的时候他还在那儿笑呢。他甚至还要怼中国呢，中国可是他最不能怼的国家呀。从他的笑脸上看——他总是笑呵呵，但他手里拿着危险的玩具，这可以对人类造成巨大的痛苦和麻烦。
老特：
Well, he has got the powder but he doesn't have the delivery system. All his rockets are crashing. That's the good news. But eventually when he gets that
delivery system. What do you know about China? Does China have power over him?
呃，他是有炸药了，但好在他还没有运载工具。他所有的火箭都坠毁了，这是个好消息。但如果最终他获得发射工具……你对中国的观点是啥？中国还能约束他吗？
老杜：
Yes at the end of the day, the last card, the ace has to be with China. Its only
China . He is playing with his bombs, his toys and from the looks of it, his mind is
not working well and he might just go crazy one moment. China should make a
last ditch effort to tell him to lay off. China will play a very important role there.
到最后一天，只有最后一张牌的时候，那张王牌肯定是中国，只能是中国。他（金正恩）正在玩自己的核弹，就像玩自己的玩具一样。中国应该尽最大努力告诉他停下来，中国将在这件事上扮演重要角色。
老特：
We have a lot of firepower over there. We have two submarines - the best in the
world - we have two nuclear submarines - not that we want to use them at all.
I've never seen anything like they are but we don't have to use this but he could
be crazy so we will see what happens.
我们在那儿有大量的军事力量，有全世界最好的两艘核潜艇，但我还不想用上它们。我从来没见过这样的阵仗，我们现在还用不着这些，但如果哪天他做了不能容忍的事，我们再走着瞧。
老杜：
Every generation has a mad man - in our generation is Kim Jung Un- you are
dealing with a very delicate problem
每代人里都有一个难缠的对手，我们这一代就是金正恩啊，你正在处理一个非常敏感的问题。
老特：
We can handle it
我能够应对。
老杜：
But you can keep the pressure on him.
但你得对他持续施压。
老特：
I hope China solves the problem. They really have the means because a great
degree of their stuff come through China. They are doing certain things, like not
accepting calls. But if China doesn't do it, we will do it.
我倒挺希望中国来解决这个问题，他们真的有手段。他们真的拥有手段，因为他们很多的物资都来自中国。他们也在做一些事情，比如拒接电话。但假如中国不这么做，我们就会这么做。
老杜：
I will try to make a call to President Xi and I will try to tell him that if we
will remain to be peaceful, China has the card. The other option is a nuclear blast
which is not good for everybody.
我会试着给习主席打个电话的，我会告诉他，中国是我们未来保持和平的关键，一旦朝鲜又搞出了核试验，对我们所有人都没好处。
老特：
You can tell him I am couting on him. I have a very good relationship with him. I had him in Florida for two days and got to know him well. He is a good guy.
你可以告诉习主席，我们都指望着他呢。我和他关系相当好，我们在弗罗里达度过了美好的2天。我很了解他的，他是个好人。
老杜：
I will do that I will call his Ambassdor here and will make an appointment to call him. It will be good if you can hope on the pressure on Kim but actually we are all worried as we are all within the striking distance of his rockets. We are all afraid.
我会给中国驻菲大使打个招呼，安排下我们的通话。如果你能一直对金正恩施压，那就再好不过了。讲真，我们全部都在朝鲜导弹的打击范围内，我们真的太担心、太害怕了。
老特：
We can't let a madman with nuclear weapons let on the loose like that. We have
a lot of firepower, more than he has, times 20 but we don't want to use it. You will
be in good shape.
我们不能让手握核武的金正恩为所欲为。我们有很多火力，比他的20倍还多，只不过我们还不想用。你不会有事的。
老杜：
We believe it, we know it all along. I will try to make a call tmrw to China.
我相信你，我一直以来都相信这一点。我明天就和中国通个话。
老特：
Pis call China and tell them we are all counting on China. Tell the President - we
became friends for two days - he was great.

They know that you are calling. It is the last day of the ASEAN Summit and
everyone was asking Sultan Bolkiah just left but I will tell remaining guys here
what you told me. We are all for peace, there's no secret about that.

老特：

这份盖着“绝密”自戳的通话记录从封面来看，可能来自菲律宾外交部美国事务办公室。
目前，菲律宾外交部没有对这份通话记录的内容发表任何意见，但称“未经授权披露政府机密文件存在刑事责任和民事责任”。
菲律宾外交部在一份声明中写道，“尽管我们重视信息透明度和人民知情权，但是披露某些准确或不准确的信息可能会影响到国家安全和区域的和平与稳定。”
对于这份通话详细文件，特朗普的高级幕僚则回应说，“我们无法确认或否认泄密文件的真实性，特别是那些来源为外国的文件”。

为了对付朝鲜，特朗普使出了浑身解数，甚至拜托老杜跟中国领导人传话，更对中国领导人赞不绝口。这可是私下谈话，对第三国领导人，一般情况下，是绝对不会外泄的。
两个被别人骂是疯子的总统，私底下却骂另一个人才是真正的疯子。而且，两人一句接一句，互相连吹带捧，大有“天下英雄，唯使君与操耳”的感觉。
