APEC是亚太经合组织（Asia-Pacific Economic Cooperation）英文名称第一个字母的缩写，APEC商务旅行卡（APEC Business Travel Card）则是亚太经合组织为促进地区贸易投资便利化所作的一项多边签证安排，是APEC经济体相互为其相关官员和商务人员提供多边长期签证和快速通关礼遇而制定的一种出入境证件，具有“省时、省力、省钱、方便、体面”等优势。

APEC is the abbreviation of the first letter of the English name of Asia-Pacific Economic Cooperation, APEC Business Travel Card is a multilateral visa arrangement made by APEC to promote regional trade and investment facilitation. It has the advantages of "saving time, effort, money, convenience and dignity".

目前，APEC有21个经济体：澳大利亚（AUS）、文莱（BRN）、智利（CHL）、中国（CHN）、中国香港（HKG）、中国台北（TWN）、印度尼西亚（IDN）、日本（JPN）、韩国（KOR）、马来西亚（MYS）、墨西哥（MEX）、新西兰（NZL）、巴布亚新几内亚（PNG）、秘鲁（PER）、菲律宾（PHL）、俄罗斯（RUS）、新加坡（SGP）、泰国（THA）、加拿大（CAN）、美国（USA）和越南（VNM）。

At present, APEC has 21 Economies: Australia, Brunei, Chile, China, China-Hong Kong, China-Taipei, Indonesia, Japan, South Korea, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Philippines, Russia, Singapore, Thailand, Canada, the United States and Vietnam.

其中，美国和加拿大目前为过渡成员，不接受其他经济体的旅行卡，但为其他经济体持卡人提供签证申请及入出境通关便利。中国内地、中国香港和中国台北之间人员往来仍按原办法办理，互不适用旅行卡。

Among them, the United States and Canada only provide visa applications and entry-exit customs clearance facilities for cardholders from other economies. Personnel exchanges between the mainland of China, Hong Kong and Taipei are still handled in accordance with the original rules each other.

持卡人只能出入批准其旅行卡申请的经济体（以英文缩写字样标注在旅行卡背面）。

Cardholders can only enter the economy in which their APEC Business Travel Cards application is approved (marked on the back of the card in English abbreviation).

APEC商务旅行卡的适用范围

Applicable scope of APEC Business Travel Card

APEC商务旅行卡只适用于以商务活动为目的的国际旅行，不能用于旅游、探亲、访友、看病等非商务目的的活动。

APEC Business Travel Card is only applicable to international travel for the purpose of business activities, and can’t be used for tourism, visiting relatives, visiting friends, seeing a doctor and other non-business purposes.

澳大利亚和新西兰要求申请人只能持一个有效的入境签证，如果持卡人在旅行卡有效期内另外申请澳、新的入境签证，其后发的有效期较短的签证将自动覆盖旅行卡承载的有效期五年的“签证”，使旅行卡签证失效。其他经济体虽未见“签证覆盖”问题的发生，但不建议持卡人另外申请同类签证。

Australia and New Zealand require the applicant to hold only one valid entry visa. If the cardholder applies for another Australia or New Zealand visa within the validity period of the APEC Business Travel Cards, making the APEC Business Travel Cards visa invalid. Although there is no "visa coverage" problem in other economies, cardholders are not recommended to apply for the same kind of visa.

目前澳大利亚旅行卡签证，既可以用于商务活动，也可以用于因私旅游，当用于旅游为目的入境时需注意：入境时不能出示APEC商务旅行卡并且不能走专用通道。

At present, the Australian travel card visa can be used for business activities and private travel. When it is used for tourism purposes, we should pay attention to: when entering the country, we can't show the APEC Business Travel Cards and can't take the special channel.

持APEC商务旅行卡的停留时间

Length of stay with APEC Business Travel Card

办理APEC商务旅行卡后，可以持该卡和个人护照，在卡的有效期内（五年有效），多次自由往来于这些经济体，各经济体允许每单次入境停留期为60-90天不等。其他经济体持卡人来中国每次最长可停留60天。如旅行卡有效期不足60天或90天，需在卡到期前离境。

After applying for the APEC Business Travel Card, you can freely travel to these economies with the card and your personal passport for many times within the validity period of the card (valid for five years). Each economy is allowed to stay for 60-90 days. Cardholders from other economies can stay for a maximum of 60 days each time in China. If the APEC Business Travel Card is valid for less than 60 days or 90 days, you must leave the country before the card expires.

在中国，APEC商务旅行卡的申请人群

In China, the applicable groups of APEC Business Travel Cards

• 从事APEC事务的政府官员或负责旅行卡业务的政府官员以及在APEC组织任职的中国籍官员

  Government officials engaged in APEC affairs or in charge of APEC Business Travel Card, as well as Chinese officials working in APEC organizations

• 中央管理的大型国有企业中的管理人员、主要业务人员和技术人员

  Management personnel, main business personnel and technical personnel in large state-owned enterprises managed by the central government

• 地方国有企业人员

  Staff of local state-owned enterprises

• 民营企业人员

  Private enterprise personnel

• 中外合资、外商独资和台港澳资企业中的中方（大陆）人员

  Chinese (mainland) personnel in Sino-foreign joint ventures, wholly foreign-owned enterprises and Taiwan, Hong Kong and Macau funded enterprises

上述人员须持有效中华人民共和国护照，因工作需要经常前往APEC经济体，无刑事犯罪记录或被外国、特别是实施旅行卡计划的经济体拒签的记录。

Such persons must hold a valid passport of the People's Republic of China, whose work requires frequent trips to APEC economies, no criminal record or record of refusal to visa by foreign countries.

申请APEC商务旅行卡的材料

Application materials for APEC Business Travel Card

在中国，旅行卡工作实行由申请人所属企业或部门初审、地方外办复审和外交部领事司终审的三级审批管理制度。当前，复审权均已全面下放至各地方外办，各地可结合自身实际情况制定相应的申请、管理办法。各地所要求的材料不尽相同，需要向当地人民政府外事办公室了解具体情况。

In China, the applicant's enterprise or department shall conduct preliminary examination, the local foreign affairs office shall review and the Consular Department of the Ministry of Foreign Affairs shall make the final decision. The required materials vary from place to place, and you need to check with the foreign affairs office of the local people’s government for specific information.

申办APEC商务旅行卡程序所需时间

Time required to apply for APEC Business Travel Card

外交部领事司审核时间约为5个工作日；之后会将申请人资料提交其他经济体审批。各经济体审批时间不同，自外交部领事司将申请人材料提交其他经济体之日起，大约需要2-3个月的时间。

The review time of the Consular Department of the Ministry of foreign affairs is about five working days. After that, the applicant's information will be submitted to other economies for approval. The examination and approval time of each economy is different. It takes about 2-3 months.
