    本次讲座将探讨南南合作和三方合作的发展及演变，并讨论其未来趋势和前沿议题。讲座将关注“布宜诺斯艾利斯促进和实施发展中国家间技术合作行动计划（BAPA）”签署以来的40年间的发展，对联合国系统和成员国当下的政策讨论以及未来的发展轨迹进行讨论，并尝试解析联合国南南合作办公室以及其伙伴组织/机构在促进政策对话，知识、技术、经验分享和多方合作等方面的工作。

    The presentation will explore the evolving nature of SSC and TrC and assess future trends and emerging issues of importance to the Global South. It aims to examine the past 40 years since the signing of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries in Argentina in 1978 while evaluating current policy debates at the United Nations system and in member states as well as future trajectories and policy debates. It would consider the work of the United Nations Office for South-South Cooperation but also partner organizations/institutions in furthering the policy dialogue, knowledge, technology and experiences sharing as well as promoting and fostering development cooperation among various Southern actors and stakeholders but also with traditional donors.

Introduction to the Speaker

Hany Besada博士是联合国南南合作办公室（UNOSSC）聘请的资深研究顾问，同时也是加拿大卡尔顿大学非洲研究院的研究教授。Besada博士在南南合作、非洲社会经济发展、可持续发展研究等相关领域发表了80多篇的学术期刊论文，数十篇政策论文，70多篇评论文章，同时著有包括《南南合作的创新性：特征、挑战与政策》《以古探今：千年发展计划的可行性》《非洲发展与治理》在内的十余本书目。

Dr. Hany Besada is a Senior Research and Programme Advisor with the United Nations Office for South-South Cooperation (UNOSSC), United Nations Development Programme (UNDP). He is also a Non-Resident Senior Research Fellow with the United Nations University-Institute for Natural Resources in Africa; Senior Fellow, Columbia University’s Centre on Sustainable Investments; Research Professor, Institute of African Studies, Carleton University and Senior Fellow with the Centre on Governance at the University of Ottawa. Dr. Besada is the author of more than 80 peer-reviewed scholarly journal papers, dozens of policy papers, over 70 opinion pieces and editor/author of 14 books. He holds a Ph.D. from the University of Warwick.
