别指望新型肺炎放过我们

武汉新型冠状病毒的阴霾，唤起了人们对17年前SARS肆虐时期的记忆。

近日，一种言论逐渐甚嚣尘上：“不是我们战胜了非典，而是非典放过了我们。”

有人认为SARS冠状病毒是由于天气逐渐转热而“自然而然”地消失的。

甚至有人“预言”，武汉新型冠状病毒也将在相似的时间，以相同的方式画上句号。

针对这一观点，《中国科学报》采访了中国科学院动物研究所研究员、野生动物疫病研究组组长何宏轩和中国动物卫生与流行病学中心研究员陈继明。

他们表示，决不能指望新型肺炎放过我们。

如果不采取及时有效的防控措施，这种病毒可能成为与人类长期共存、缠斗的病原体。

《中国科学报》：相比17年前的SARS，武汉新型冠状病毒提出了哪些新挑战？

何宏轩：这次的武汉新型冠状病毒肺炎起病相对温和，重症相对较少，这对病人来说固然是好事，但也给进一步的防疫工作增添了困难。

隐性携带者的存在会大大增加隔离和防控的难度。

不要忘了，每一种新的疫病，都必然会带来新的挑战。一定不能掉以轻心。

陈继明：从前期报道数据看，这次武汉疫情人传人的能力较强，但是重症病例较少，病死率比SARS低。

因而人们对这次疫情的重视程度，比不上对SARS的重视程度。

这是最大的挑战。因为我们很难下决心开展“大隔离”，让人们在春节期间尽可能待在家里，减少聚会，也很难下决心在全国范围内开展“大消毒”。

如果不搞“大隔离、大消毒”，我们很难遏制这次疫情的扩散蔓延。

最坏的结果是，这个病毒在大流行之后变成了人类常在传染病。

一旦这种情况发生，那么两年之内，它导致的人类生命与财产损失，就会远远超过“大隔离、大消毒”的成本。

目前这次武汉疫情还处于扩散的初期阶段，是“大隔离、大消毒”还能发挥作用的黄金时期，各方面需要拿出对历史负责的态度，尽早采取严厉措施，争取早日消灭此次疫情。

《中国科学报》：当年SARS 是随着温度升高自行消失的吗？

何宏轩：我不能赞同这种说法：第一，磨灭了17年前中国人民抗击SARS作出的巨大成就；第二，也让人心存侥幸——等着病毒放过我们。

陈继明：2003年的SARS是在中国政府和广大群众共同努力下，采取史无前例的“大隔离、大消毒”防控措施，才扑灭疫情的。

在那个时期，各个企事业单位尽可能不派人出差，已经出差的人员回来后都要进行隔离。

另一方面，全国各地的旅馆饭店、企事业单位、公共汽车，天天都消毒。

如果没有这些严格的防控措施，SARS很可能引发一次非常严重的人类瘟疫。

《中国科学报》：SARS冠状病毒与武汉新型冠状病毒的前期发展轨迹有很多相似之处。

这是否意味着冠状病毒的流行具有显著的季节性？

是否预示着武汉新型冠状病毒也会在差不多的季节消失？

陈继明：冠状病毒的感染和流行是有一定的季节性，冬季多一些，夏季少一些，但是这种季节性变化绝对不可能导致武汉新型冠状病毒自然消失，必须借助非常严厉的防控措施。

何宏轩：包括SARS等病毒性肺炎在内，大多数呼吸道疾病都在冬季和春季更为高发。

一来因为病毒在低温下存活时间更长，在高温及强紫外线条件下则不易存活生长。

二来因为冬春季节人们多在室内活动，空气流动性不佳，从而加剧了人际传播。即便如此，也不能寄希望于病毒在夏天自生自灭。

《中国科学报》：要把武汉新型冠状病毒斩草除根，我们应当做些什么？

何宏轩：首先是控制疫情的传播，把它局限在极小范围内，尽可能降低损失；

接下来，追溯确切的传染源，摸清病毒的传播途径和染病机理；

疫病得到控制后，还要继续跟踪这个病毒，检测是否出现新的变异，防疫局势是否产生了新的变化。

现在有人说：“你连传染源还没有完全确定，怎么能谈得上防控呢？”

这种说法不对。

2003年之后，我国积累了防控冠状病毒的宝贵经验。

只要我们确定了病原体，就会有防控它的办法。

当然，确定传染源能大大提高防控效果。

《中国科学报》：有种说法是武汉新型冠状病毒正处于“爬坡期”。

那么，“爬坡期”大概几月会达到峰值？

陈继明：这个峰值与我们采取的防控措施有关。

防控措施越科学、越严厉，这个病毒“爬坡”就越困难，甚至能够被彻底消灭。

相反，如果我们采取的措施力度不足，这个病毒很可能经过几个月到一两年的“爬坡”，最终在人群中引起大流行。

由于人类缺乏对这种病毒的特异性免疫力，我们每个人都可能被感染。

抗击武汉疫情，建立高效指挥体系刻不容缓

从武汉三镇到全国各地，新型冠状病毒肺炎疫情牵动人心。截止1月25日中午12时，受疫情感染的湖北、北京、上海、广东等22个省份相继启动突发公共卫生事件一级应急响应机制，覆盖人口超过11亿。这其中，身处疫情中心的武汉及周边地区，因为各种非常隔离举措而最为全国人民所牵挂。

人们希望各种救援能及时到达，当地的疫情能够尽快得到一定程度的遏制，由对外公交系统“封城”和区内交通限制而给当地百姓生活造成的种种不便能够尽量降低。从已经公开的情况看，武汉当地医疗机构正在竭尽全力应对这一史无前例的挑战。此时此刻全国各地的人力、物资支援也在陆续抵达武汉，这些都对遏制疫情扩散、缓解局势恶化起到了积极作用。

但综合各方消息显示，目前武汉的疫情处置依然面临严峻挑战。首当其冲是，医疗物资和人力短缺的问题仍然比较突出。而从上到下如何理顺指挥链条，提高调度体系效率，如何进一步打通外界物资送达的梗阻点，换言之，如何真正发挥举国体制的优越性，在各方看来仍然有着诸多有待完善之处，这将决定这场既紧迫又持久的疫情阻击战能否取得阶段性胜利。

凡事预则立，不预则废。疫情的演进及其发布有不少出人意料之处，“封城”更是事发突然的无奈之举、非常之策，不可能一切都准备充分，必然会引发诸多连锁反应。但考虑到这些举措为数十年所罕见，有关部门对由此可能引发的居民恐慌心理及舆情变化，应该有更为充分的预估和更充足的相应预案。

即使一开始准备不足，“封城”之后也应当及时予以弥补，对于如何在种种管制下更有效保障医疗资源的集中调配和居民分级就医的便利，更应该有相对详备的预案和应急管理机制，以更好应对明显可能会出现的对医疗及各方面资源的“挤兑”危机。如果这样的应急指挥调度体系不能充分建立并尽快提升其应对效率，更多来自外部的医疗及应急资源的送达和使用，也很难达到预期的效果，甚至可能贻误战机。

信心比黄金还宝贵。对身处现代信息社会的民众而言，通过充足有效的信息充分明晰自身在社会网络中所处的位置和境遇，是建立信心避免恐慌不可或缺的前提。当前种种迹象表明，来自疫区的信息依然相对碎片化，甚至不乏情绪化，还缺乏一个权威全面的信息交流和发布平台，这无疑不利于人心和舆情的稳态化，也不利于提高疫情处置效率。

正值春节，人们需要喜庆祥和的画面和氛围，但值此疫情蔓延之际，人们也更希望随时获取全面权威的信息。目前，来自各方的信息反馈表明，人们迫切期待官方媒体，以抗击疫情的应急姿态、标准和投入，迅速建立相关采访报道体系，让做好充分防护措施的专业记者去疫区一线采访，滚动播报和疫情有关的重要信息，及时充分反映防治动态和存在的挑战与问题，杜绝真假消息混乱传播的局面，让疫区百姓尽快摆脱焦灼彷徨迷茫不安无助的心态，让信息畅达，让问题透明，让各方心安，并在此基础上更好地群策群力，尽快扭转当前一定程度上存在的被动局面，尽快取得防治疫情的阶段性进展。

But it wasn’t his looks that got him a date with Clara Hagopian, a sweet-humored daughter of Armenian immigrants. It would turn out to be a happy marriage, one that lasted until death parted them more than forty years later. Paul Reinhold Jobs had been raised on a dairy farm in Germantown, Wisconsin. Even though his father was an alcoholic and sometimes abusive, Paul ended up with a gentle and calm disposition under his leathery exterior. After dropping out of high school, he wandered through the Midwest picking up work as a mechanic until, at age nineteen, he joined the Coast Guard, even though he didn’t know how to swim. He was deployed on the USS General M. C. Meigs and spent much of the war ferrying troops to Italy for General Patton. His talent as a machinist and fireman earned him commendations, but he occasionally found himself in minor trouble and never rose above the rank of seaman. Clara was born in New Jersey, where her parents had landed after fleeing the Turks in Armenia, and they moved to the Mission District of San Francisco when she was a child. She had a secret that she rarely mentioned to anyone: She had been married before, but her husband had been killed in the war. So when she met Paul Jobs on that first date, she was primed to start a new life. Like many who lived through the war, they had experienced enough excitement that, when it was over, they desired simply to settle down, raise a family, and lead a less eventful life. They had little money, so they moved to Wisconsin and lived with Paul’s parents for a few years, then headed for Indiana, where he got a job as a machinist for International Harvester. His passion was tinkering with old cars, and he made money in his spare time buying, restoring, and selling them. Eventually he quit his day job to become a full-time used car salesman. Clara, however, loved San Francisco, and in 1952 she convinced her husband to move back there. They got an apartment in the Sunset District facing the Pacific, just south of Golden Gate Park, and he took a job working for a finance company as a “repo man,” picking the locks of cars whose owners hadn’t paid their loans and repossessing them. He also bought, repaired, and sold some of the cars, making a decent enough living in the process. There was, however, something missing in their lives. They wanted children, but Clara had suffered an ectopic pregnancy, in which the fertilized egg was implanted in a fallopian tube rather than the uterus, and she had been unable to have any. So by 1955, after nine years of marriage, they were looking to adopt a child. Like Paul Jobs, Joanne Schieble was from a rural Wisconsin family of German heritage. Her father, Arthur Schieble, had immigrated to the outskirts of Green Bay, where he and his wife owned a mink farm and dabbled successfully in various other businesses, including real estate and photoengraving. He was very strict, especially regarding his daughter’s relationships, and he had strongly disapproved of her first love, an artist who was not a Catholic. Thus it was no surprise that he threatened to cut Joanne off completely when, as a graduate student at the University of Wisconsin, she fell in love with Abdulfattah “John” Jandali, a Muslim teaching assistant from Syria. Jandali was the youngest of nine children in a prominent Syrian family. His father owned oil refineries and multiple other businesses, with large holdings in Damascus and Homs, and at one point pretty much controlled the price of wheat in the region. His mother, he later said, was a “traditional Muslim woman” who was a “conservative, obedient housewife.” Like the Schieble family, the Jandalis put a premium on education. Abdulfattah was sent to a Jesuit boarding school, even though he was Muslim, and he got an undergraduate degree at the American University in Beirut before entering the University of Wisconsin to pursue a doctoral degree in political science. In the summer of 1954, Joanne went with Abdulfattah to Syria. They spent two months in Homs, where she learned from his family to cook Syrian dishes. When they returned to Wisconsin she discovered that she was pregnant. They were both twenty-three, but they decided not to get married. Her father was dying at the time, and he had threatened to disown her if she wed Abdulfattah. Nor was abortion an easy option in a small Catholic community. So in early 1955, Joanne traveled to San Francisco, where she was taken into the care of a kindly doctor who sheltered unwed mothers, delivered their babies, and quietly arranged closed adoptions. Joanne had one requirement: Her child must be adopted by college graduates. So the doctor arranged for the baby to be placed with a lawyer and his wife. But when a boy was born—on February 24, 1955—the designated couple decided that they wanted a girl and backed out. Thus it was that the boy became the son not of a lawyer but of a high school dropout with a passion for mechanics and his salt-of-the-earth wife who was working as a bookkeeper. Paul and Clara named their new baby Steven Paul Jobs. When Joanne found out that her baby had been placed with a couple who had not even graduated from high school, she refused to sign the adoption papers. The standoff lasted weeks, even after the baby had settled into the Jobs household. Eventually Joanne relented, with the stipulation that the couple promise—indeed sign a pledge—to fund a savings account to pay for the boy’s college education.
