Sanction 一词源自拉丁语 sanctionem （颁布法令或规定的行为；法令、政令、法律），16世纪60年代进入英语后也是用来表示“法令、法律”，尤指旧时基督教会的法令或法律。

等到了1720年后， sanction 开始用来引申表示“许可、批准、准许”，常作正式用语使用，语气较强，主要指对某项行动或变更的官方许可或批准，常意味着通过正式程序使某项行动或变更得到授权，从而变得有效或有约束力，注意此含义不可数，比如：
