英国脱欧:一并脱手文物?

LIKE PRIZE fighters before a bout,the EUand UKare taking up ever tougher stances ahead of upcoming trade talks. On February17th David Frost, the British negotiator, said Britain’s rejection of any EU supervisory role was not anegotiating tactic but the point of the whole Brexit project. A day later his EU counterpart, MichelBarnier, reiterated that any deal would require acceptance of some EU rules. Meanwhile EU member states are gleefully adding conditions of their own tothe negotiating mandate.

欧盟和英国如今宛如赛前的拳击手, 面对即将而来的贸易谈判, 双方立场越发强硬. 2月17日,英方谈判代表大卫·福斯特(David Frost)表示, 英国拒绝之后任何欧盟的监管,这并非谈判策略, 而是整个脱欧的立场所在. 一天后, 欧盟谈判官员米歇尔·巴尼耶(Michel Barnier)重申, 任何形式的脱欧,都需要接受一定的欧盟规则. 同时, 欧盟成员国也跃跃欲试,希望在谈判条款中加入自己的条件.

One is a proposal by Greece, backed by Cyprus and Italy, to demand “the return or restitution of unlawfully removed culturalobjects to their country of origin”. The Greeks insist piously that this refers solely to the fight against trade in stolenartefacts, since London is a centre for antique dealing. But EU diplomats note that theGreek government thinks that the Parthenon marbles in the British Museum werestolen by Lord Elgin in the early1800s. And Greece’s culture minister has said that Brexit increases Europeansupport for their return.

The British Museum stronglysupports the fight against trade in illicit antiquities. But it also insists the sculptures were acquired legally. Thegovernment says it will not even discuss their return, which would require aspecial act of Parliament. What this spat really shows is the use of Brexittalks to pursue other grievances. Spain is going after Gibraltar. Several countries want to keep on catching Britishfish. France talks of getting rid of British passport controls at Calais. Sinceany trade deal needs unanimous approval, why not pile on other conditions? At least it creates bargaining weapons to use in an eventual showdown in what look like being rancorous negotiations running up to the deadline at the end of the year.

大英博物馆全力打击非法文物交易, 但也同时表示其所拥有的文物均为合法所得. 英国政府表示, 文物规划需要议会通过特别法案,因此对此问题不予置评.事实上, 这些纷争不过是假借脱欧之名,打其他的算盘. 西班牙盯着直布罗陀;其他国家希望能继续分享英国海域的渔业资源;而法国则希望彻底让加莱摆脱英国海关控制.在各国看来, 既然脱欧需要欧盟各国一致同意, 为何不趁机加上自己的条件? 年底脱欧协议截止日期在即, 这样至少可以在最后摊派的时刻增加一点谈判筹码。

the Parthenon Marbles 帕台农神庙雕塑帕特农神庙修建于公元前447年至438年间，坐落于雅典卫城核心建筑群的中心，用于奉祭城市的守护神雅典娜。神庙装饰有大量精美的大理石雕像, 该神庙的规模之宏大，装饰之奢华，展现了这座城市在其帝国鼎盛时期的实力和财富。1800年，仅半数帕特农雕像幸存，英国大使额尔金爵士在获得奥斯曼政府批准后，从1801年开始，陆续自费将半数幸存的雕像运回英国，并于1817年起开始在大英博物馆展出。

Lord Elgin 埃尔金伯爵特指第七代埃尔金伯爵, 1799年任命为英国驻奥斯曼帝国大使. 在到达帝国首都伊斯坦布尔后, 埃尔金伯爵着手购入文物, 雇佣300多名工匠一年之内拆卸了帕台农神庙大部分. 1816年, 埃尔金伯爵将收藏雕塑捐赠英国政府, 并由此引发了希腊的归还大理石运动.
