Q: According to a US official, the USS John S. McCain enter the waters near the Mischief Reef in the Nansha Islands and carry out a so-called "freedom of navigation operation" on Thursday. Does the foreign ministry have any comments on this?
答：8月10日，美军“麦凯恩”号导弹驱逐舰未经中国政府允许，擅自进入中国南沙群岛有关岛礁邻近海域，进行所谓“航行自由行动”。中国军队随即派出军舰依法对美舰实施查证识别，并予以警告驱离。
On August 10, he USS John S. McCain illegally entered the waters near the reef and conducted a so-called "freedom of navigation operation" on Thursday without permission of the Chinese government. The Chinese Navy identified the US warship, warned and expelled it.
中国对南沙群岛及其附近海域拥有无可争辩的主权。美舰有关行为违反中国法律和国际法，严重损害中国主权和安全，严重危及双方一线人员生命安全。中方对此强烈不满，并将向美方提出严正交涉。
China has indisputable sovereignty of the Nansha Islands and its adjacent waters. Such a move violate China’s law and international law, severely undermines China's sovereignty and security, and severely endangers the safety of frontline personnel of both sides. China is strongly dissatisfied and firmly opposed to this and have lodged solemn representations with the US side.
一段时间以来，在中国和东盟国家的共同努力下，南海形势降温趋缓，并不断呈现积极发展态势，特别是日前在菲律宾举行的中国—东盟外长会一致通过“南海行为准则”框架。在此背景下，一些域外势力逆流而动，持续打着“航行自由”的旗号寻衅滋事，妄图搅乱当前来之不易的良好形势。这清楚表明，到底是谁不愿看到南海保持稳定，谁才是推动南海“军事化”的最大因素。
With joint efforts of China and ASEAN members, the situation in the South China Sea has gradually cooled down and is taking a positive trend. Especially the recent China-ASEAN foreign ministers' meeting held in the Philippines adopted the framework of the Code of Conduct (COC). However, some parties from outside continue to meddle in the region under the guise of "free navigation”. It is clear who is not willing to see stability in the South China Sea and who is the major factor pushing for militarization in the South China Sea."
中国维护本国领土主权和海洋权益的决心坚定不移，维护南海和平稳定的意志坚定不移。美方这种挑衅也迫使中方不得不采取措施进一步提升国土防卫能力。
China has a firm determination to safeguard its territorial sovereignty and maritime interests and rights and to maintain the peace and stability in the South China Sea. The US provocative action will force China to take further measures to strengthen homeland defense capacity.
中方敦促美方切实尊重中国的主权和安全利益，切实尊重地区国家维护南海和平稳定的共同努力，并为之发挥建设性作用，不要再做损害两国互信及地区稳定的事。
Chinese side strongly urge the US side to respect China’s sovereign and security interests and the joint efforts by the regional countries to maintain the peace and stability in the South China Sea. The US side should play a constructive role other than damage the China-US mutual trust and the stability in the local region.
