The guideline was jointly issued by the Central Committee of the Communist Party of China and the State Council.

近日，国务院批复同意实施《“十四五”对外贸易高质量发展规划》。规划提出，加快培育参与国际经济合作和竞争新优势，开创开放合作、包容普惠、共享共赢的国际贸易新局面，推动国内国际双循环互促共进，为开启全面建设社会主义现代化国家新征程和推动构建人类命运共同体作出新贡献。
The State Council has approved a plan to promote high-quality development of foreign trade during the 14th Five-Year Plan period (2021-2025). To make China a modern socialist country and build a community with a shared future for mankind, the plan calls for cultivating new advantages in global economic cooperation and competition, and creating a new prospect for international trade featuring openness, cooperation, inclusiveness, benefits for all, sharing and win-win outcomes, and facilitating dual circulation.

11月22日，国家主席习近平以视频方式出席并主持中国－东盟建立对话关系30周年纪念峰会。中国东盟正式宣布建立中国东盟全面战略伙伴关系。习近平指出，这是双方关系史上新的里程碑，将为地区和世界和平稳定、繁荣发展注入新的动力。
China and ASEAN on Nov 22 agreed to elevate their ties to a comprehensive strategic partnership, as President Xi Jinping attended and chaired a special summit to commemorate the 30th anniversary of China-ASEAN dialogue relations via video link. "This is a new milestone in the history of our relations and will inject new impetus into the peace, stability, prosperity and development of our region and the world," Xi said, commenting on the partnership with the Association of Southeast Asian Nations (ASEAN).

Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, said the BRI should aim for high-standard, sustainable and people-centered progress.
