今天我们非常荣幸邀请到广州市疾病预防控制中心的副主任,也是新闻发言人,张周斌先生为我们来解读。
Today it is our honor to invite Mr. Zhoubin ZHANG, deputy director and spokesman of Guangzhou CDC, to interpret the relevant policies for us.
问:首先是第一个问题:具备什么样条件的员工可以正常复工?
Q: The first question is what the prerequisites are for a worker to resume work?
答:来自我们疫情高发地区的员工来到广州后,首先应该接受14天的隔离和医学观察,如果没有问题才能复工。如果从其他地区返回广州的复工人员,复工之后的14天之内,只能上下班,不得外出,不得聚餐。
A: If the worker is from the region severely affected by COVID-19, he/she must be placed under quarantine and medical observation for 14 days. If the worker shows no symptoms of coronavirus infection, he/she can then resume work. If the worker is from other regions, in the first 14 days he/she should avoid group dinner or going to places other than his/her home and workplace.
问:第二个问题是如果有隔离经历的人,是否可以招聘呢?
Q: The second question is whether a person can be employed if he/she was isolated before?
答:如果对于新型冠状病毒肺炎患者,或者是阳性检测的病例,他们在治疗好之后,有出院证明,企业可以招聘。如果是其他状况的隔离人员,解除隔离后,我们会有一个解除隔离告知书。解除隔离告知书就可以作为企业招聘的一个凭据。
A: When a COVID-19 patient or an asymptomatic carrier is cured, he/she will be given an official certification to verify that he/she has been released from hospital and is eligible for employment. Others who finish compulsory quarantine and obtain health certificates are also eligible for employment.
问:第三个问题是我们如何核查返工员工曾经到过的地区呢?
Q: The third question is how to double check where the workers were before they arrive in Guangzhou?
答:对于外地返回广州复工的人员,首先应该在返回广州的当天,扫描穗康二维码,如实申报自己的行程。如果企业对员工的去处有存疑,可以通过三大运营商来进行相关的查询。
A: On the first day of their arrival, the workers from other parts of the country should report their itinerary through “Suikang” by scanning the QR code. The enterprises, if they have doubts, may request a list of the worker’s locations over the past two weeks through China’s three major telecommunication operators.
问:企业应该提供怎样的条件给员工隔离呢?
Q: What kind of facilities should enterprises set up for workers’ isolation and observation?
答:企业应当设置一个独立的临时医学观察点,对于我们在日常体温管理中发现我们员工有体温异常的情况下,应该把这个员工放在医学隔离点进行隔离,然后安排去发热门诊就诊,或者是拨打120叫救护车来接走。
A: Workers should have their temperature taken each day. Those with abnormal temperature should be isolated in the facilities set up by the enterprises for temporary medical observation. The enterprises should send the workers to the fever clinic or call 120 for an ambulance to take the workers to the hospital.
问:企业在面试新招聘人员的时候,如何做好自我防护呢?
Q: What kind of measures should enterprises take for self-protection during the employment interview?
答:企业在安排面试员工的时候,首先应当选取一个比较大的房子,然后安排少量的人员来面试。同时要注意好房间的通风和个人的防护。
A: Enterprises should arrange the interview in a relatively spacious room. Only a small number of interviewees should be invited to the interview. Make sure the room is well ventilated and pay attention to self-protection.
问:那么在这个特殊时期,企业对于员工的健康管理还有什么注意事项呢?
Q: As to the health management of the workers, are there any other dos and don'ts the enterprises should pay attention to in this special time?
答:企业首先要知道,我用的员工从哪来。同时我们要对入职的员工,企业要建立一个清楚的台账,企业是有责任对自己的员工进行一个健康的管理和追踪。
A: Enterprises should find out where the workers are from and compile a register of all of the workers. Enterprises are responsible for the health management and follow-up of their workers.
