Chinese President Xi Jinping on Tuesday told visiting International Olympic Committee (IOC) chief Thomas Bach that China is all set to deliver a simple, safe and splendid Winter Olympics.

中国国家主席习近平25日下午对到访的国际奥委会主席巴赫表示，我们将兑现承诺，向世界呈现一届简约、安全、精彩的奥运盛会。

Xi met Bach, president of the IOC, at the Diaoyutai State Guesthouse in Beijing.

Noting that the 2022 Winter Olympics is the first international multi-sport event to be held as scheduled since the outbreak of the COVID-19 pandemic, Xi said that it is a successful practice of the new Olympic motto -- "Faster, Higher, Stronger - Together."

习近平表示，这是新冠肺炎疫情发生以来首次如期举办的全球综合性体育盛会，是对“更快、更高、更强——更团结”奥林匹克新格言的成功实践。

He noted that in hosting the Games, China has received support not only from the Chinese people, but also from the international community.

China will control its total energy consumption and cut the energy consumption per unit of gross domestic product by 13.5% by 2025 compared with 2020 levels, to lay a solid foundation for achieving carbon neutrality, according to a five-year plan on energy conservation and emissions reduction released by the State Council.

近日，国务院印发《“十四五”节能减排综合工作方案》。《方案》明确，到2025年，全国单位国内生产总值能源消耗比2020年下降13.5%，能源消费总量得到合理控制，为实现碳中和目标奠定坚实基础。

Total emissions of chemical oxygen demand and ammonia nitrogen will see an 8-percent drop, and that of oxynitride and volatile organic compounds will be reduced by more than 10% from 2020 levels, said the plan.

化学需氧量、氨氮、氮氧化物、挥发性有机物排放总量比2020年分别下降8%、8%、10%以上、10%以上。

"Policies and mechanisms for conserving energy and reducing emissions will be improved, energy use efficiency and control of the discharge of major pollutants in key industries will reach advanced international levels, and notable progress should be made in the green transformation of economic and social development," the plan said.

节能减排政策机制更加健全，重点行业能源利用效率和主要污染物排放控制水平基本达到国际先进水平，经济社会发展绿色转型取得显著成效。

A total of 10 major projects, including green upgrading in key industries, emissions reduction in communication and logistics industries, and the clean and efficient use of coal, will be launched with clear targets.

《方案》部署了十大重点工程，包括重点行业绿色升级工程、交通物流节能减排工程、煤炭清洁高效利用工程等，明确了具体目标任务。

China reduced taxes and fees by a further 1.1 trillion yuan ($170 billion) last year for businesses and individuals to support economic stability and growth, Wang Daoshu, the deputy head of the State Taxation Administration, said at a new briefing in Beijing on Wednesday.

Taxation authorities across the country authorized deferred tax payments of 216.2 billion yuan for small and medium-sized enterprises (SMEs) in the manufacturing industry, Wang said. SMEs in the manufacturing industry have faced mounting pressures in recent years as the COVID-19 pandemic upended supply chains, resulting in high raw material costs, energy price hikes and snarls in global shipping. The Chinese government has continued to lower taxes and fees and provide financial support to help the SMEs weather the storm. 

王道树介绍，2021年全国税务机关为制造业中小微企业办理缓缴税费2162亿元。近年来，疫情对供应链的颠覆导致原材料成本居高不下，能源价格上涨，全球航运受阻，制造业中小微企业面临的压力与日俱增。中国政府将继续减税降费，并提供财政支持，帮助中小企业度过难关。

Considering the pressure faced by power and heating companies due to the global energy shortages and price fluctuations in recent years, the government forgave 27.1 billion yuan of taxes through tax reduction, refunds and deferral measures.

In 2022, China will continue with the taxes and fees relief measures to support economic growth, focusing especially on support for SMEs, individual businesses and the manufacturing industry.

China's largest oil refiner Sinopec has discovered a new oil and gas area with approximately 100 million tonnes of reserves in the Tarim Basin of northwest China's Xinjiang Uygur Autonomous Region.

中国最大的炼油企业中国石化在新疆塔里木盆地新发现亿吨级油气区。

These latest reserves in Sinopec's Shunbei oil and gas field are estimated to provide 88 million tonnes of condensate oil and 290 billion cubic meters of natural gas, said the company Wednesday.

1月26日，中国石化表示，将在塔里木盆地的顺北油气田增加资源量凝析油8800万吨、天然气2900亿立方米。

Analysts said the discovery would further improve China's energy supply and help guarantee national energy security.

据测算，该油气区的发现对进一步提升能源供应能力、保障国家能源安全具有重要意义。

The Tarim Basin is a major petroliferous basin in China but is also one of the most difficult to explore due to its harsh ground environment and complicated underground conditions. Its oil and gas reserves are buried over 7,300 meters deep on average.

塔里木盆地是中国主要的含油气盆地，地面环境恶劣，地下条件复杂，也是最难勘探的盆地之一，其油气储层平均埋藏深度超过7300米。

暴雪蓝色预警

China's meteorological authorities on Wednesday issued a blue alert for heavy snow in some regions of the country.

1月26日，中央气象台发布部分地区暴雪蓝色预警。

From Wednesday morning to Thursday morning, snowstorms would hit parts of Gansu, Shaanxi, Henan and Hubei, with 3 to 6 centimeters of snowfall expected, said the National Meteorological Center.

中央气象台预计，1月26日上午至27日上午，甘肃东南部、陕西中南部、河南西部、湖北西部等地部分地区有大雪，部分地区新增积雪深度为3~6厘米。

In some areas, snowstorms are expected to drop over 8 centimeters of snow, it warned.

根据预警，上述地区局地新增积雪深度可达8厘米以上。

The center advised residents to stay indoors and urged local authorities to take precautions with roads, railways, electricity and telecommunications.

中央气象台建议上述地区的居民减少不必要的户外活动，交通、铁路、电力、通信等部门应当加强道路、铁路、线路巡查维护。
