带娃去扶贫——乡村书记的苦与乐

人的一生，选择或许有很多。可面对繁华的大城市，与贫困的小山村，舒适便利的条件，和艰苦匮乏的环境，为何有人会选择后者？

There are perhaps many choices in life. But faced with choosing between a prosperous city with convenient transport, and a poor mountainous village with harsh conditions, why would anyone pick the latter?

他叫管建军，江西省高家岭镇站前村第一书记，一名普通的乡村扶贫干部。

这是管建军第3次到基层任职。2020年年初，因为疫情的原因，管建军儿子的学校没有开课，父子俩就一起驻扎在农村里。

It is the third time Guan is serving at the grassroots level. At the beginning of 2020, the school was closed due to COVID-19, and Guan had to bring his son with him to the village.

这一天，像往常一样，管建军天不亮就起床，计划着今天要做的三件事情。简单洗漱过后，父子俩骑上电动车，开始了今天的第一项任务。

Today, as per usual, Guan gets up before dawn and plans three things to do for the day. After washing up, Guan and his son get on an e-scooter to begin their first task.

第一站：医院

任务：领取并分发慢性病报销卡

First stop: Hospital

Task: Collecting and handing out reimbursement cards

“二类的慢性病卡在镇医院拿药，一类的在县医院拿药，这个是给贫困户办的慢性病证，贫困户拿了这个证之后，到镇卫生院去拿药可以报销90%”。

"With the class 2 certificate for chronic disease, you can get medicine from the town hospital, while class 1 means access to the county hospital. This is the chronic disease certificate for poor households. With that, 90 percent of medical expenses at the town health center can be reimbursed."

在分发报销卡前，管建军已经把报销范围弄得明明白白，参加工作15年，他深知这项医疗政策对脱贫攻坚工作的意义。

Before handing out the reimbursement cards, Guan had learned everything about what they entail. Having worked for 15 years, he knows what the policy means for poverty alleviation.

贫困户致贫的原因当中，生病及残疾的占比较多。在医疗政策出台之前，好多人因为不去医院看病，小病拖成大病，甚至有人丧失了劳动能力，脱贫更加困难。

Illness and disability are major reasons of poverty. Before the medical policy was implemented, many people chose not to go to hospitals, which led to worsening conditions. Some eventually lost the ability to work, making it harder to shake off poverty.

管建军常到村民家做扶贫工作。As a poverty alleviation cadre, Guan visits villagers to help them. /CGTN

在分发的同时，管建军不停地向村民解释着报销卡的作用。村民们盼望管书记的到来，对他们而言，管书记不仅是村里的帮扶干部，更是关心他们的亲人。

While handing out the cards, Guan explains how to use them. The villagers look forward to meeting the secretary, because to them Guan is not just a cadre, but more like a family member who genuinely cares for them.

“特别是老年人这一块，平常也很少有人关心他，但是我们去了他就非常高兴，跟他讲讲生活当中比较美好的一方面，至少他心里有一点安慰，还有人记得我，”

"Especially for the elderly who have few people around, they are happy to see us. We talk about good things in life, making them feel comfortable and remembered," says Guan.

第二站：养殖户家

任务：帮助贫困户解决鸭子的销路问题

Second stop: Duck farmer

Task: Helping the family sell their ducks and eggs

因为疫情原因，村里发展养殖业的贫困户销路受挫，管建军带着鸭和河鸭蛋，骑着电动车四处奔走推销，想要找到客户，帮助贫困户解决销路问题。

Due to COVID-19, the poultry industry has been suffering a setback in sales. Guan himself takes some ducks and eggs and goes around selling them on his motorcycle. He's determined to solve the problem for the poor households.

他深知这笔钱对于这家人意味着什么，前几年，村民的妻子生了大病，几乎花光了家中积蓄，穷到连吃饭的钱都没有了，是扶贫干部们帮助他们贷款5万元，养的这些鸭子。

He knows what the money means to the poor family. The wife was seriously ill a few years ago, which wiped out almost all their savings. They didn't even have the money for food. The poverty alleviation cadres helped them borrow 50,000 yuan to raise ducks.

几经周折，终于谈成一笔生意。客户在不久后便电话联系了贫困户，进购了一批鸭子。

After many setbacks, Guan finally made a deal. Before long, the buyer contacted the household and bought a batch of ducks.

第三站：鄱阳县城

任务：购买大棚薄膜

Third stop: Poyang County

Task: Purchasing the greenhouse film

天气渐冷，大棚的薄膜非常重要，管建军借了一辆汽车，去远处的鄱阳县城替村民把薄膜买回来。

It's getting cold, making the greenhouse film very important. Guan borrows a car to buy the film in Poyang County.

在扶贫工作中，有很多这样鸡毛蒜皮的小事，需要干部们亲力亲为。采购薄膜看似简单，但对贫困户而言，他们的交通工具多是三轮车，没办法去那么远的地方。

There are a lot of trivial matters that require the cadres to get involved. It may seem easy to buy the film, but for the poor households, however, they can't go to distant markets on their tricycles.

“他们害怕很多事麻烦我们忙不过来，所以有些时候他不愿意跟我们说，大部分的时间都是由我们主动上门去了解，主动跟他们沟通，他才能讲出他们生活的困难。”

"They are afraid of troubling us, so sometimes they tell us nothing. Most of the time, we have to visit and talk to them actively, before they speak out about their difficulties in life," says Guan.

忙完一天的工作，管建军结束了今天的任务。带着儿子回到村子里。跟着父亲工作，还在上小学的儿子学会了不少当地方言。在管建军看来，扶贫工作虽然艰苦，但意义重大：“帮村民脱贫增收，过得充实。娃带在身边照顾，心里踏实。”

After a whole day of work, Guan returns to the village with his son. "Working" with his father, his son, who is still in elementary school, has picked up many local dialects. According to Guan, poverty alleviation is tough but important: "Helping the villagers get out of poverty gives me a fulfilling life. When I take my son along with me, I feel at ease," says Guan.

截止到2020年6月份，战前村贫困户已经全部脱贫成功，管建军仍然带着儿子住在村子里，为防止贫困户返贫继续做着努力。

By June 2020, all the poor households had been lifted out of poverty. Guan and his son still live in the village, making efforts to prevent the poor families from falling back into poverty.
