1.《关于对中小微企业贷款实施临时性延期还本付息的通知》发布
Notice Released Regarding Implementing Temporary Deferred Repayment of Principal and Interest on Loans for Micro, Small, and Medium-sized Enterprises
2020年3月1日，银保监会、人民银行、国家发展改革委、工业和信息化部、财政部联合发布《关于对中小微企业贷款实施临时性延期还本付息的通知》。
On March 3, 2020, the China Banking and Insurance Regulatory Commission, the People’s Bank of China, the National Reform and Development Commission, the Ministry of Industry and Information Technology, and the Ministry of Finance jointly issued the Notice Regarding Implementing Temporary Deferred Repayment of Principal and Interest on Loans for Micro, Small, and Medium-sized Enterprises (hereinafter the ‘Notice’).
《通知》要求，对于2020年1月25日以来到期的困难中小微企业（含小微企业主、个体工商户）贷款本金，以及2020年1月25日至6月30日中小微企业需支付的贷款利息，银行业金融机构应根据企业申请，给予企业一定期限的临时性延期还本付息安排。还本付息日期最长可延至2020年6月30日，免收罚息。对于少数受疫情影响严重、恢复周期较长且发展前景良好的中小微企业，银行业金融机构可根据实际情况与企业协商确定另外的延期安排。
According to the Notice, with regards to both loan principal due from January 25, 2020 for micro, small, and medium-sized enterprises (including owners of small and micro enterprises, as well as individual businesses) that are struggling, as well as loan interest to be paid by micro, small, and medium-sized enterprises from January 25 to June 30, 2020, banking financial institutions should, upon application by the enterprise, give such an enterprise a temporary period of time to arrange for deferred repayment of principal and interest within a certain period. The principal and interest payment date can be extended up to June 30, 2020 without penalty interest. For a small number of micro, small, and medium-sized enterprises that have been severely affected by the epidemic, and have a long recovery period and also have good development prospects, banking financial institutions can negotiate with the enterprise to determine additional time for deferred repayment of loans and interest based on the actual situation.
2.《关于贯彻实施修订后的证券法有关工作的通知》发布
Notice Issued Regarding Implementation of the Revised Securities Law
2月29日，国务院办公厅印发《关于贯彻实施修订后的证券法有关工作的通知》。
On February 29, the General Office of the State Council issued the Notice Regarding Implementation of the Revised Securities Law (hereinafter the ‘Notice’).
《通知》提出，要稳步推进证券公开发行注册制。一是分步实施股票公开发行注册制改革。二是落实好公司债券公开发行注册制要求。三是完善证券公开发行注册程序。
The Notice proposes that the registration system for the public offering of securities should be steadily promoted. The first aspect regards steady implementation of the reform of the registration system for the public offering of shares. The second aspect regards implementation of the requirements for the registration system for the public offering of corporate bonds. The third aspect regards improvement of registration procedures for the public offering of securities.
《通知》明确，要依法惩处证券违法犯罪行为。加大对欺诈发行、违规信息披露、中介机构未勤勉尽责以及操纵市场、内幕交易、利用未公开信息进行证券交易等严重扰乱市场秩序行为的查处力度。
The Notice clearly states that illegal and criminal securities-related acts should be punished as legally required. More efforts should be made to investigate and punish acts that seriously disrupt market order, such as fraudulent issuance, illegal disclosure of information, intermediaries’ lack of diligence, market manipulation, insider trading, or use of undisclosed information to conduct securities trading.
《通知》强调，要加快清理完善相关规章制度。有关部门要对照证券法修订后的新要求，抓紧组织清理相关规章制度，做好立改废释等工作，做好政策衔接。
The Notice emphasizes the need to expedite the review and improvement of relevant rules and regulations. Relevant departments should, in accordance with the new requirements in the revised Securities Law, promptly organize a review of relevant rules and regulations, adequately conduct enactment, revision, abolition and interpretation and ensure policy transition.3.交通运输部：全面暂停离汉离鄂和进出京跨城的网约车顺风车业务
MOT Fully Suspends E-hailing and Hitchhiking Businesses Leaving Wuhan and Hubei and Entering or Leaving Beijing
3月1日，交通运输部印发《关于严格落实网约车、顺风车疫情防控管理有关要求的通知》。
On March 1, the Ministry of Transport issued the Notice Regarding Strictly Implementing Relevant Requirements for the E-hailing and Hitchhiking Businesses During the Epidemic Prevention and Control (hereinafter the ‘Notice’).
通知要求，全面暂停离汉、离鄂的网约车、顺风车业务。各平台公司要贯彻落实继续实行严格的离汉离鄂通道管控措施，严格按照湖北省新型冠状病毒感染肺炎疫情防控指挥部相关规定，全面暂停离汉、离鄂的网约车、顺风车业务，坚决防止疫情通过网约车、顺风车从武汉、从湖北输出。
The Notice provides that the E-hailing and hitchhiking businesses leaving Wuhan and Hubei should be fully suspended. The platform companies should continue to implement strict control measures on the exit from Wuhan and Hubei and totally suspend E-hailing and hitchhiking businesses leaving Wuhan and Hubei in strict accordance with the relevant regulations of the Hubei Prevention and Control of COVID-19 Epidemic Command to resolutely prevent the epidemic’s outflow via E-hailing and hitchhiking services from Wuhan and Hubei.
通知明确，全面暂停进出京跨城网约车、顺风车业务。各平台公司要严格按照首都严格进京管理联防联控协调机制相关规定，全面暂停进出京的跨城网约车、顺风车业务，坚决防止疫情通过网约车、顺风车输入北京，全力服务首都疫情防控大局。
In addition, the Notice also fully suspends E-hailing and hitchhiking businesses entering or leaving Beijing. The platform companies should also suspend E-hailing and hitchhiking businesses entering and leaving Beijing in an all-round manner in strict accordance with the relevant provisions of the joint prevention and control and coordination mechanism for strict administration of entering Beijing to resolutely prevent the epidemic from entering Beijing via E-hailing and hitchhiking services and fully serve the overall situation of epidemic prevention and control in the capital.
4.三部门联合发布呼吸治疗师等16个新职业
Three Departments Issue 16 New Occupations Including Respiratory Therapist
近日，人力资源社会保障部与国家市场监管总局、国家统计局联合发布了《关于发布智能制造工程技术人员等职业信息的通知》。
Recently, the Ministry of Human Resources and Social Security, the State Administration for Market Regulation and the National Bureau of Statistics jointly issued the Notice Regarding Releasing Occupational Information Including Intelligent Manufacturing Technicians. (hereinafter the ‘Notice’).
根据《通知》，此批公布的新职业主要集中在新兴产业和现代服务业两个领域，包括呼吸治疗师、网约配送员、人工智能训练师、全媒体运营师、装配式建筑施工员等。这是自2015年版《中华人民共和国职业分类大典》颁布以来发布的第二批新职业。
According to the Notice, the new occupations released in this batch mainly cover the two fields of emerging industries and modern service industries, such as respiratory therapist, delivery personnel for online orders, artificial intelligence trainer, all-media operator, and prefabricated building constructor, among others. This is the second batch of new occupations released since the promulgation of the 2015 Occupational Classification System of the People's Republic of China.
人社部表示，目前，大量呼吸治疗师深入一线参与到新冠肺炎疫情救治防控工作中，发挥了不可或缺的作用。
The Ministry of Human Resources and Social Security states that at present, a large number of respiratory therapists have participated in the frontline prevention and control of the COVID-19 epidemic and have played an indispensable role.
5.《关于推进新冠肺炎疫情防控期间开展“互联网+”医保服务的指导意见》发布
Guidance Issued Regarding Advancement of ‘Internet +’ Medical Insurance Services During the Period of Prevention and Control of COVID-19
2020年2月28日，国家医保局、国家卫生健康委联合印发《关于推进新冠肺炎疫情防控期间开展“互联网+”医保服务的指导意见》。
On February 28, the National Healthcare Security Administration and the National Health Commission jointly issued the Guidance Regarding Advancement of ‘Internet +’ Medical Insurance Services During the Period of Prevention and Control of COVID-19 (hereinafter the ‘Guidance’).
《意见》明确，常见病、慢性病患者在符合条件的互联网医疗机构复诊，诊疗费和药费可依规进行医保报销。
The Guidance makes it clear that patients with common diseases and chronic diseases who revisit and undergo a check-up at an eligible Internet medical institution may seek reimbursement for the consultation fee and cost of drugs through medical insurance according to regulations.
《意见》主要包含以下六方面内容：一、将符合条件的“互联网+”医疗服务费用纳入医保支付范围。二、鼓励定点医药机构提供“不见面”购药服务。三、完善经办服务。四、不断提升信息化水平。五、加强医保基金监管。六、确保工作平稳有序开展。
The Guidance mainly includes the following six aspects: 1. The eligible ‘Internet +’ medical service expenses should be included in the scope of medical insurance. 2. Designated medical institutions should be encouraged to provide ‘non face to face’ drug purchase services. 3. Handling services should be improved. 4. The informatization level should be continuously promoted 5. Supervision over medical insurance funds should be enhanced. 6.
