School vouchers：Going public

Private schools are ailing in Washington, DC. That is a goodsign

IMAGINE you are a poor parent in Washington, DC. You assumed you would send your child to a public school. But you have been oﬀered a voucher worth up to $12,000 towards tuition at aprivate one. Should you use it?

Until recently the evidence suggested that you should. In 2004 Congress created the DC Opportunity Scholarship Program, the ﬁrst school-voucher scheme directly subsidized by the federal government (states and charities subsidies many others). Since then up to 2,000 families a year have been handed vouchers to attend private school after winning lotteries. In 2010 a study found that 82% of pupils offered a voucher went on to graduate from high school, compared with 70% of similar peers who attended public schools.

Studies of Milwaukee, which introduced vouchers in 1990,have found similar eﬀects on graduation rates. A 2015 study of a privately funded program in New York found that blacks who received vouchers had higher rates of college enrolment. In Vermont the value of a house is higher if it is in an area that oﬀers school vouchers, suggesting that parents will pay to become eligible for them.

Yet evidence is piling up on the other side. In the past two years studies of Louisiana and Ohio have found that pupils using a voucher did worse on state tests than peers at public schools. A recent literature review concluded that “the eﬀects of vouchers have been disappointing relative to early views on their promise”.

tuition:学费 You can use tuition to refer to the amount of money that you have to pay for being taught in a university, college,or private school.

lottery: 靠运气的事 If you describe something as a lottery, you mean that what happens depends entirely on luck or chance.

Milwaukee: 密尔沃基

largestcity of Wisconsin; located in southeastern Wisconsin on the western shore of Lake Michigan; a flourishing agricultural center known for its breweries

Vermont: (美国的)佛蒙特州(在美国东北部)

be eligible to do: 有资格的 Someonewho is eligible to do something is qualified or able to do it, for example, because they are old enough.
