白宫发言人：贸易战特朗普为何“翻脸”

在刚刚结束的白宫新闻发言人会议上，记者们有两个问题涉及到贸易战，白宫发言人分别作出如下回答 （翻译仅供参考）：

提问1：

Q    Thank you, Sarah.  Does the administration have any concerns or fear any risk in continuing to push China on these tariffs in trade, considering their relationship with North Korea ahead of talks and what the President has said about that second meeting between President Xi and Kim Jong Un? 问 ： 谢谢你, Sarah。考虑到中国和朝鲜的关系，及特朗普总统就中朝领导人第二次见面的表态，白宫是否担心在“特金会”之前向中国在贸易关税方面持续施加压力， 或者觉得这样做是个冒险行为？

SANDERS:  The President continues to have a good relationship with President Xi, but what the President is concerned about is making sure he stops the unfair trade practices that China has engaged in for decades; stopping the intellectual property theft that China has been engaged in; and making sure that we no longer allow China to play on a different playing field than the rest of us.  He’s not going to allow American workers to be taken advantage of.  He’s going to call that out, and he’s going to step up and make those changes.  回答:总统继续与中国领导人保持良好的关系，但是总统关心的是 ： 要确保中国停止已经持续几十年的不公平贸易行为; 制止中国从事的知识产权盗窃活动; 确保我们不再允许中国运用一个和我们不同的游戏规则。他不会允许美国工人被利用。他会把这个指出来，然后他会站出来做出这些改变。

At the same time, we’re continuing to work with China and continuing to have conversations when it comes to North Korea, and we hope that those will continue. 与此同时，我们将继续与中国合作，在朝鲜问题上继续进行对话，我们希望这些对话能够继续下去。

Q    Thank you.  Something appeared to have happened on trade, because last weekend Treasury Secretary Steve Mnuchin said the trade war was on hold.  Fast-forward a few days after that, there was the threat of tariffs now on auto imports.  Fast-forward a few days after that, there’s now going to be this $50 billion in tariffs.  So what exactly happened from the trade war being on hold, to a week later, now it appears the trade war might be back on? 提问：谢谢。贸易方面似乎出现了一些问题，因为上周末美国财政部长史蒂夫•姆钦(Steve Mnuchin)表示，贸易战已经暂停。然而，在那之后的几天里，美国威胁征收汽车进口关税； 又过几天，美国又突然对中国威胁500亿美元商品的关税。那么，这个本来已经暂停的贸易战到底发生了什么情况呢? 因为，从暂停一个星期后，现在看来，贸易战可能又要爆发了?

SANDERS:  He didn’t say it was on hold indefinitely.  And look, the President ultimately makes the decisions on trade.  And when he does, we announce them.  And that’s exactly what’s taken place in this process. 回答： 他（财政部长）并没有说这（暂停）是无限期的。所以你看，总统对贸易战最终做出了决定；当总统做出这个决定的时候，我们就对外宣布。这就是在这个过程中所发生的情况。

从白宫发言人的以上回答可以看出： 特朗普一方面是希望中国在朝鲜问题上向美国提供帮助，而同时又不断地在贸易领域向中国施加压力。看来，白宫不仅任性，而且还想的挺美。

面对美方的咄咄逼人，再次引用金庸《倚天屠龙记》里九阳真经的口诀如下：

不过这个口诀特朗普未必明白是什么意思。昨天有朋友圈将其翻译如下：

In this world

He makes him strong, the wind blows the hills;

He is outrageous by him, the bright moon shine on the river.

但这个翻译过于东方化，对方同样未必明白；所以有数个朋友建议翻译为：

Let it be, Let it be.

这个翻译西方人比较容易明白，但过于诗意，少了点气势； 后来有个朋友直接翻译成如下：

Who Fears Who.

这个看来比较合适。
