猛追湾,位于四川省成都市成华区猛追湾街道,设计范围1.68平方公里,研究范围37公顷。是锦江上最后的渡口、曾经的市内最大游乐园、最早的大型游泳池、曾居全国高度之冠的摩天轮,与太古里一河之隔的昔日荣光城区,时过境迁30多年过去,随着大型工业企业的衰落、外迁,原住居民的日渐老去,这个曾经代表繁华时尚的猛追湾片区也渐渐衰败。
Mengzhuiwan is located in mengzhuiwan street, Chenghua district, Chengdu city, Sichuan province, with a design area of 1.68 square kilometers, and a research area of 37 hectares. It used to be the last ferry on the Jinjiang River, with the biggest amusement park in the city, the earliest large swimming pool, and the tallest Ferris wheel. It’s a former glorious urban area. More than 30 years have passed. With the decline and relocation of industrial enterprises, and the aging problem of the aboriginal inhabitants, the Mengzhuiwan area, which once represented the bustling era, is also gradually fading away.

曾经傲人的东区工业门户,颇有点三十年河东转河西的无奈。一条锦江水,那边繁华簇锦,河这边却是暗淡无序。如何华丽转身,成了困扰城市近二十年的梦魇。
The once-proud industrial gateway of the East District was a bit helpless over these years. How to give Mengzhuiwan area a stunning transformation has become a problem that plague us for decades.
纵观近年来城市存量的改造实践,多以政府自上而下通盘包办,此种单一主体改造模式弊端日益凸显,探寻更灵活高效的投融建模式成为共识。本项目成为成都市首个以EPC+O模式实施的城市更新项目实践。
Looking at the practice of urban stock transformation in recent years, most of them have been arranged by the government from top to bottom. The shortcomings of this single-subject transformation model have become increasingly prominent, and it has become a consensus to explore a more flexible and efficient investment, financing, and construction model. This project became the first urban renewal project implementation in Chengdu based on the EPC+O model.

A Regeneration Design that Gives the Block a New Vitality
设计上突出五大原则:

原则一:重现老成都滨河生活图景。
“窗含西岭千秋雪,门泊东吴万里船”,成都千百年因府南河水滋养生发,市民形成在水边生活、聊天、喝茶、下棋、遛鸟、打麻将……猛追湾街道虽然与府河相邻,却因绿化带与交通组织障碍,通达性较差,打破了传统滨水生活图景。设计将人的活动从街沿延展至水岸,满足成都人爱水的人文属性 。
Principle 1: To reproduce the picture of life about old Chengdu Riverfront.
"The window contains the ancient snow in Xiling, and the door of the Dongwu Wanli ship." Rely on the nourishment of the Funan River, the citizen has been living by the waterfront for thousands of years in Chengdu who are chatting, drinking tea, playing chess, walking the birds, playing mahjong... Although Mengzhuiwan is adjacent to the Fuhe River, its accessibility is poor due to the obstacles of the green belt and traffic organization, which isolate the traditional picture of waterfront life from citizens. This design extends the activities of people from the street to the waterfront, satisfying the humanistic attributes of Chengdu people who love water.
Principle 2: Update the age structure of the population.
While satisfying residents, it will also attract young customers. The design renovated the National Taxation Bureau and the carton factory at the bridgehead of Dongfeng Bridge, through the installation of the largest outdoor screen in Chengdu at that time attracting the young people who overflowed from Taikoo Li. It not only retained the inherent living habits of the aborigines but also included new consumer groups for the community to activate the neighborhood in multiple dimensions spaces.
原则三:以点带面,渐进式更新。
解决了客流问题,如何留住消费客群并提高二次到达率?答案是产业升级。从策略上,基准方中采用“以点带面,渐进更新”的模式,重点提升转角、路口等关键节点商铺的业态和形象,形成示范效应。从以往“大包大揽”式的产业,转向小规模、分阶段、由社区、商户自主开展的渐进式更新,更好地兼顾各方的利益诉求。
Principle 3: Point-to-face, incremental updates.
Solved the problem of passenger flow, how to retain consumer groups and increase the second arrival rate? The answer is a business format upgrade. From a strategic point of view, the Jizhunfangzhong adopts a “point-to-face, incremental updates.” model, and strives to improve the business format and image of key nodes such as corners and intersections, which forming a demonstration effect. Upgrade the "big package industries" in the past to small-scale, phased, and incremental independently carried out by communities and businesses, which can better take into account the interests of all parties.
原则四:互联互通,优势资源共享。
为保留消费者对于场所原有的生活记忆,在保留建筑原貌前提下,对原有复合空间进行适度调整,重点打通建筑围合成的内部空间。如望平牌坊区域打造为由故事馆、老牌剧团、跨界书店、国际青年社区等组成的复合体验空间。再通过一系列街坊、码头、沿街、滨河公共空间的设计重塑,让社区生活与临河优势资源共享,实现不同界面更加深刻的融合。
Principle 4: Interconnection and sharing of advantageous resources.
To preserve the memory of consumers' original life of the place, under the premise of preserving the original appearance of the building, the original composite space was appropriately adjusted, focusing on opening up the internal space enclosed by the building. For example, the Wangping archway area is built into a complex experience space composed of story halls, old-fashioned theater troupes, cross-border bookstores, and international youth communities. Then through a series of design remodeling of neighborhoods, piers, streets, and riverside public spaces, community life, and riverside advantageous resources can be shared, and different interfaces can be more deeply integrated.
原则五:一店一策,立面改造多元。
回溯基地历史风貌,选取红砖、铸铁等特征性的符号,以现代化的设计手法融入立面改造中。沿街店铺采用“一店一策”,根据现状和业态定制不同的外立面改造方案,设计与场地景观有机结合的外摆空间,创造柔软的建筑边界。
Principle 5: One shop one policy; diversified facade transformation.
Go back to the historical style of the base, select characteristic symbols such as red bricks and cast iron, and incorporate modern design techniques into the facade renovation. Stores along the street adopt “one store, one policy”, customize different facade renovation plans according to the current situation and business format, design the outdoor space that is organically integrated with the site landscape, and create a soft building boundary.

Leading the Industry's Innovation and Development
猛追湾城市更新项目于2019年正式启动,一、二期已于2021年交付使用。项目通过政府、企业、居民等多方的共同参与,带动项目周边30余存量商家主动转型业态提升品质,拉动片区商铺租金上涨 60%-70%,得到了当地居民、社区、政府单位以及媒体一致好评。
Mengzhuiwan urban renewal project was officially launched in 2019, the first & second phases were delivered in 2021. Through the participation of the government, enterprises, residents and other parties, the project has driven more than 30 stock businesses around the project transform their business formats and improve their quality, and drove the rents of shops in the area to rise by 60%-70%.
