COP26 | 关注首次在气候大会历史上亮相的特殊议题馆们

前言

参加联合国气候大会COP26的绿光青年代表张如苑同学(帝国理工学院流行病专业硕士)在大会的中国企业馆担任了第一周的会务支持志愿者,同时也顺利完成了对大会活动采编和现场拍摄任务,如第一天撰写采访社会创新之父Michael Norton的稿件。以下英文稿件是她撰写的第二篇,由绿色光年实习生中国矿业大学行政管理大四的王瑶同学翻译成中文。

让我们一起关注本届气候大会上首次出现的水馆、冰层馆、SDG7馆、甲烷馆和核能馆

Under the United Nations Framework on Climate Change Convention (UNFCCC), the 26th Conference of the Parties (COP26) in Glasgow opened on October 31. In addition to the official events, parties, organisations, countries, and groups of countries are able to host a pavilion in the side-lines of the COP26.
根据联合国气候变化框架公约,第26届缔约方会议于10月31日在格拉斯哥开幕。除了官方活动外, 各缔约方、相关组织、国家和国家集团还可以在COP26上主办边会展馆。
There are mainly two sites holding the activities-- the Scottish Event Campus, which is referred as the “blue zone” and the Glasgow Science Centre (green zone). The pavilions hosted by accredited parties and countries are most likely to be in the “blue zone”, which is managed by the UN. All the negotiations, side events along panel discussions will be taking place at the “blue zone”. The “green zone”, on the other hand, is managed by the UK Government, at which the general public, civil society and artists can have their voice heard via a range of activities, such as workshops and exhibitions.

COP26主要有两个举办活动的地点——苏格兰活动园,即所谓的“蓝区”和格拉斯哥科学中心“绿区”。由指定的相关方和相关国家主办的展馆最有可能位于由联合国管理的“蓝区”。所有谈判、小组讨论会的边会活动都在“蓝区”举行(编辑注:绿色光年青年代表均持blue pass“观察员”身份参会)。另一方面,“绿区”由英国政府管理,一般市民、民间团体和艺术家可通过一系列活动,例如工作坊及展览,让公众听到他们的声音。

Each pavilion is unique and has its own agenda on climate-change-related topics, including showcase, research presentation andpanel discussion. One can attend the events that they are interested in without registration. Likewise, the pavilion also serves as a place for networking. COP delegates, experts and attendees can have an open and informal talk with each other. Some of the parties also have a digital platform for those who are not at the scene.


每个展馆都是独特的,并有独特的气候变化相关主题议程,包括展示、研究演示和小组讨论。参会人员可以参加他们感兴趣的活动,无需注册。同样,展馆也是一个交流的地方。缔约方会议代表、专家和与会者可以 相互进行公开和非正式的交谈。一些相关机构还为不能到场的人提供了线上平台。


The following section will introduce some of the pavilions that pitch specific climate change-related topics at the “blue zone”.

The Water Pavilion  水馆

The Water Pavilion is the first-ever water & climate pavilion at the UNFCCC COP history. It is organised by over thirty organisations, companies, and governments with an interest in water, including the Stockholm International Water Institute, Net Zero Scotland, Global Water Adaptation, International Water Management Institute and Global Water Partnership. 


水馆是《气候公约》缔约方会议有史以来第一个水与气候相关的展馆。它由30多个对水感兴趣的组织、企业和政府组织联合主办,包括斯德哥尔摩国际水研究所、苏格兰净零水协会、全球水适应组织、国际水管理协会和全球水伙伴关系。

After the COP25, the role of water and landscape had been valued in climate debate; and the appreciation of a Water Pavilion was developed afterwards. The aim of the Water Pavilion is to “unified voice on the role of water in meeting the goals of the Paris Agreement and support ambitious and science-based global climate action.”


在缔约方会议第25届会议之后,水和景观的作用在气候辩论中得到了重视,水馆的认可度得到了发展。水馆的目标是“统一声音,发挥水在实现《巴黎协定》目标方面的作用,支持有目标、以科学为基础的全球气候行动”。

In fact, the water crisis is at the top of the list of global crises. Not only the climate change is closely related to the level of precipitation, and the severity and frequency of floods, yet, it also has a direct impact on water security, and subsequently, on food production. Proper management of water and ecosystems is necessary to strengthen climate change resilience and ultimately to achieve SDGs.


事实上,水危机是全球危机的重中之重。气候变化不仅与降水量水平、洪水的严重程度和频率密切相关,而且直接影响到水安全,并随后影响到粮食生产,必须适当管理水和生态系统,以加强气候变化的复原力,并最终实现联合国可持续发展目标。

The Cryosphere Pavilion 冰层馆

Cryosphere Pavilion agenda (冰层馆议程):

International Cryosphere Climate Initiative collaborated with a range of other organisations and governments that hosted the Cryosphere pavilion. The side events hold in this pavilion include speeches on permafrost, snow and water supply, and sea-level rise. In addition to its impact on water, the melting cryosphere will result in the release of frozen pathogens and microorganisms into the ecosystem, which would be a potential threat to human health.

国际冰层气候倡议组织(ICCI)与举办冰层圈展馆的其他组织和政府合作。在这个展馆举行的活动包括关于永久冻土、冰雪和供水以及海平面上升的演讲。除对水的影响外,冰层圈的融化还将导致冰冻病原体和微生物释放到生态系统中,这将对人类健康构成潜在威胁。
Note:
Formed in 2009 immediately after COP-15 in Copenhagen, ICCI is a network of senior policy experts and researchers working with governments and organizations to create, shape and implement initiatives designed to preserve as much of the Earth’s cryosphere as possible. ICCI programs target the unique climate dynamics at work in the cryosphere, while at the same time lending increased urgency to global climate efforts aimed at CO2 and other greenhouse gases by communicating the unexpected rapidity and global implications of cryosphere warming. SDG 7 Pavilion (Energy)   SDG7展馆(能源)

It is noteworthy that sustainable energy for all together with the Global Energy Alliance for People and Planet and other partnerships and stakeholders hosted an SDG 7 Pavilion at the COP 26, a dedicated energy pavilion for the first time in UNFCCC COP history. For someone who might not be familiar with the SDG 7, it is to ensure access to affordable, reliable, sustainable and modern energy for all. The Pavilion provides key announcements and discussions on energy transition. Also, the Pavilion provides a place for delegates with an interest in energy to understand cutting edge findings.

值得注意的是,“人人享有可持续能源”与“人类与地球全球能源联盟”以及其他伙伴和利益攸关方在第26届缔约方大会上共同举办了“SDG 7展馆”,这是UNFCCC缔约方大会历史上首次专门举办能源展馆。对于可能不熟悉SDG 7的人来说,目标是确保所有人都能获得负担得起的、可靠的、可持续的现代能源。展馆提供有关能源转型的重要公告和讨论。此外,展馆还为对能源感兴趣的代表提供了一个了解前沿成果的场所。

The Methane Moment Pavilion “甲烷时刻”馆

Methane emission is one of the largest contributors to climate change mainly because it is a powerful greenhouse gas, which is 8-fold more powerful than CO2. In addition to its greenhouse effect, it is also a hazardous air pollutant, which is poisonous to human beings.


甲烷排放是造成气候变化的最大因素之一,主要是因为它是一种强大的温室气体,比二氧化碳的威力大8倍。除了温室效应,它还是一种有害的空气污染物,对人类有害。

Organisations including Environmental Defence Fund, Clean Air Task Forceand Climate & Clean Air Coalition are hosting the Pavilion together withother parties. The showcases and speeches on methane removal such as “Opportunities Abound: Reducing Methane Emissions from Agriculture and Waste This Decade”, “In conversation with Tim Gould, Chief Energy Economist,International Energy Agency” and “Restoring Atmospheric Methane to Pre-Industrial Levels:  Current Researchon Methane Removal Technologies and Their Benefit” are taken place at the Methane pavilion. However, not every methane related event will be held at the Methane Pavilion. For instance, the EU pavilion will be holding a showcase on cutting methane emissions. 
包括美国环保协会(EDF)、清洁空气工作组和气候与清洁空气联盟在内的组织将与其他各方共同主办展馆。关于消除甲烷的展示和演讲,如“机遇比比皆是:减少农业和废物甲烷排放的这十年”、“与国际能源署首席能源经济学家Tim Gould的对话”,以及“恢复大气甲烷到工业化前的水平:当前甲烷去除技术及其效益研究”在甲烷馆举行。然而,并非所有与甲烷相关的活动都将在甲烷馆举行。例如,欧盟展馆将展示减少甲烷排放的努力。

The Nuclear Pavilion  核能馆

If you do not study nuclear related degree, you may probably know very little on nuclear for climate change. Scan this QR code and you can find all the basic information on nuclear. Just like any other pavilions, the Nuclear Pavilion is hosted by a couple of organisations.


如果你没有学习核能相关的学位,你可能对气候变化的核能了解很少。扫描这个二维码,你就可以找到有关核能的所有基本信息。和其他展馆一样,核展馆由几个组织主办。

However, unlike any other pavilions, it is relatively small, and has no place to hold a speech or panel discussion. Not to mention the live stream meetings. However, you are still able to learn by having a chat with the volunteers or checking their website.


然而,与其他展馆不同的是,此展馆相对较小,没有地方举行演讲或小组讨论。更不用说直播会议了。然而,你仍然可以通过与志愿者聊天或查看他们的网站学习。
