A Letter to All Foreign Friends

尊敬的先生、女士：

Dear Sir and Madam,

首先，欢迎回到杭州！欢迎回家！

First of all, Welcome back to Hangzhou! Welcome home!

自新型冠状病毒肺炎疫情发生以来，杭州市委、市政府始终把保障人民群众身体健康放在第一位，目前全市努力保障企业有序复工复产，我们的生活也逐步恢复正常。然而疫情无国界，防疫工作仍面临考验，为了您在杭州期间工作生活顺利，特告知如下：

In response to the outbreak of the COVID-19, Hangzhou Municipal Committee and Hangzhou Municipal People's Government have put the life and health of its people at the first position. Now we have made great efforts to accomplish work resumption orderly, and people are gradually returning to their normal life. However, we still face severe pressure from the epidemic as it cuts through borders and spread across the nations. For the sake of your smooth work and life in Hangzhou, we believe it is important to remind you of the following.

1、积极配合防疫检查。请如实申领杭州“健康码”,并且在政府规定的场合，理解并配合现场工作人员对您进行的测温等相关检查。

Ⅰ. Cooperate in health checks for epidemic prevention and control. Please apply for “Hangzhou Health Code” truthfully. Support and cooperate with field staff in carrying out health checks on occasions required by the government.

2、自觉做好个人防护。请避免去人群密集场所，不聚餐、不聚会。如确需外出，全程需佩戴口罩，避免与他人近距离接触。

Ⅱ. Step up self-protection. Avoid crowds and eschew group meals and gatherings. Always wear a face mask correctly when going out and avoid close contact with others.

3、及时就医就诊。您如果出现发热、咳嗽、胸闷、气促等症状，请立即自我隔离，并立即告知社区管理员和单位联系人，然后到定点医院接受诊治。

Ⅲ. Seek medical help in a timely manner. If you have symptoms such as fever, cough, chest tightness, shortness of breath, and etc., please immediately take quarantine, and notify the community staff member and the contact person of your company. Then you must go to designated hospitals for treatment.

如果不遵守相关规定，违反防控措施，情节严重的，可能构成妨害传染病防治罪、妨害公务罪等刑事犯罪。

If you don’t abide by the relevant regulations or violate prevention and control measures in serious cases, you maybe break the criminal law such as the crime of impairing infectious disease prevention or obstructing public business.

疫情防控战的胜利，离不开每一个人的参与和支持，不仅是中国公民，还有始终与我们并肩前行的外籍友人。我们检察机关会充分发挥法律监督职能，着力维护安全稳定的社会秩序。让我们携手，守卫共同工作和生活的家园和城市。

The victory of the battle against COVID-19 cannot be achieved without the participation and support of everyone, not only Chinese nationals, but also foreign friends who have always stood with us. People’s Procuratorate will give full play to the function of legal supervision so as to maintain a safe and stable social order. Let’s join hands to protect and defend our home and city.
