BACKGROUND
FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors. The activities of FAO County Offices include design and implementation of country-tailored field programmes, liaison with local donor representatives, and active public awareness-raising and outreach activities related to FAO initiatives such as the World Food Day.
TASKS AND OBJECTIVE Under the overall supervision of the FAO Representative and the technical guidance of Strategic Programme 3 (SP3) “Reduce Rural Poverty”, as well as corporate guidance from the relevant officers in FAO’s Regional Office for Asia and the Pacific (RAP) in Bangkok, the consultant will support the country office to map and analyze national policies, programmes and projects focusing on poverty reduction and rural development as well as other areas targeted by FAO Strategic Programes, provide professional, technical, operational support to mainstream innovation as a core plan across each of programme sections in FAO. He/she is responsible for coordinating and facilitating the mainstreaming effort, and for providing technical support to the team in designing and implementing innovation initiatives, including promoting FAO innovation labs on the topic of modernizing smallholder farming systems and e-agriculture, in close coordination with FAO HQs and the Regional Office.

The Australian Embassy Beijing seeks applications from suitably qualified persons to fill the position of Senior Policy Officer (Agriculture) (LES 6) with the Australian Government Department of Agriculture and Water Resources.
This position is a contract position with tenure of up to 3 years with the possibility of a further extension.

About the position
The Senior Policy Officer works to support the Minister-Counsellor (Agriculture) and Counsellors (Agriculture) as required, to maintain and improve trade of agricultural products between Australia and China and to strengthen the bilateral agriculture relationship by facilitating policy discussions, coordinating meetings and visits and monitoring cooperation, capacity building and collaborative research activities.
The Senior Policy Officer will also provide support to the Minister Counsellor Agriculture in managing the network of counsellors in the North Asia region.
To support this work, the Senior Policy Officer will: develop and maintain strong working relationships with stakeholders including Chinese government officials, Chinese and Australian producer groups, importers, exporters and distributors; monitor changes to the policy environment; undertake more complex research tasks; and provide high level analysis, briefings and technical advice on agriculture related matters.
This position requires advanced problem-solving skills, good judgement and the ability to deliver quality work under very limited supervision.
The key responsibilities of the position include, but are not limited to:
· Managing work that is highly complex under limited direction guided by legislation, policies, procedures and precedents and provide accurate and specialised advice to the Minister-Counsellor, and Counsellors as required, on matters relating to the Australia-China agricultural relationship by analysing information and assessing the impact of changes in agricultural policy on the trading environment.
· Building and maintaining a network of internal and external stakeholders including within relevant Chinese government agencies, other sections within the Embassy environment, Chinese and Australian producer groups, importers, exporters and distributors to progress key priorities, develop policy and provide advice on the agricultural policy environment.
· Providing leadership in the performance of the administrative arrangements of the Agriculture Section including writing cables, speeches, briefing papers, reports of meetings, records of conversations and activity reports and managing relevant elements of the budget of the Agriculture Section.
· Undertaking complex research tasks including the development of clear and concise written reports that are fit-for-purpose.
· Organising and delivering programs for visiting government officials, ministers or Australian business representatives, including facilitating and representing the Agriculture Section of the Embassy at meetings, field trips, workshops and other events.
· Providing additional capacity to respond to enquiries on import/export requirements and legislative and administrative frameworks; progress market access requests; and facilitate the handling of detained consignments.
· Providing administrative support to the Minister-Counsellor in the planning, preparation and implementation of North Asia regional activities.
