4月29日，十三届全国人大常委会第十七次会议举行闭幕会。

On April 29, the 17th Session of the Standing Committee of the 13th National People's Congress held its closing meeting.

会议表决通过了新修订的固体废物污染环境防治法、全国人大常委会关于授权国务院在中国（海南）自由贸易试验区暂时调整适用有关法律规定的决定、全国人大常委会关于十三届全国人大三次会议召开时间的决定、全国人大常委会关于批准《中华人民共和国和巴基斯坦伊斯兰共和国关于移管被判刑人的条约》的决定。

The newly revised Law on the Prevention and Control of Environmental Pollution Caused by Solid Wastes, the Decision of the Standing Committee of the National People's Congress on Authorizing the State Council to Temporarily Adjust the Implementation of Relevant Legal Provisions in China (Hainan) Pilot Free Trade Zone, the Decision of the Standing Committee of the National People's Congress on Opening Time of the Third Session of the 13th National People's Congress, and the Decision of the Standing Committee of the National People's Congress on Ratifying the Treaty on the Transfer of Sentenced Persons between the People's Republic of China and the Islamic Republic of Pakistan were adopted at the meeting.

十三届全国人大三次会议将于2020年5月22日在北京召开。

The Third Session of the 13th National People's Congress will be held in Beijing on May 22, 2020.

2.最高检首次针对案件质量研制评价指标

2.SPP First Develops Evaluation Indicators for Case Quality

日前，最高人民检察院制发《检察机关案件质量主要评价指标》，建立以“案-件比”为核心的案件质量评价指标体系。

The Supreme People’s Procuratorate recently released the Main Evaluation Index for Case Quality of Procuratorial Organs, establishing a case quality evaluation index system with the “case-to-case ratio” as its core.

《评价指标》涵盖“四大检察”主要案件类型、主要办案活动、主要诉讼流程，以及立案监督、直接受理侦查案件、抗诉、纠正意见、检察建议、公益诉讼等所有检察监督方式，共计87项指标。其中，“案-件比”作为核心指标，是指发生在人民群众身边的案，与案进入司法程序后所经历的有关诉讼环节统计出来的件相比，形成的一组对比关系。“案-件比”中“件”数越低，说明“案”经历的诉讼环节越少，办案时间越短，案结事了，当事人对办案活动的评价相对越高，办案的社会效果越好。

There are 87 evaluation indicators covering the main case types, main case handling activities, and major litigation processes of “four major prosecutions”, as well as all methods of prosecution supervision such as case filing supervision, direct acceptance of investigation cases, protests, corrective opinions, procuratorial suggestions, and public interest litigation. Among the evaluation indicators, “case-to-case ratio” is the core indicator. “Case-to-case ratio” means a set of comparisons between a case that occurs around the people and the statistics collected in the relevant litigation links after the case entered the judicial process. The lower number of “cases” in the “case-to-case ratio” reflects that the case undergoes fewer litigation links and a shorter time of case handling. After a case is closed, higher evaluation of case handling activities by the parties means that the social effect of case handling is better.

3.证监会：停止接收首次公开发行股票并在创业板上市申请

3.CSRC Suspends the Filing of Applications for IPO and Listing on ChiNext

4月27日，证监会发布了关于创业板改革并试点注册制实施前后相关行政许可事项过渡期安排的通知。

On April 27, 2020, the China Securities Regulatory Commission (CSRC) released a notice of transitional arrangements for administrative licensing before and after implementation of the reform and a pilot program of the registration system on ChiNext.

一、自本通知发布之日起，中国证监会停止接收首次公开发行股票并在创业板上市申请，继续接收创业板上市公司再融资和并购重组申请。创业板试点注册制实施前，中国证监会将按规定正常推进上述行政许可工作。

First, upon issuance of the notice, the CSRC suspends the filing of applications for an IPO and listing on ChiNext, but continues to receive applications of ChiNext-listed companies for a follow-on offering, merger, acquisition, or restructuring. Before the implementation of the pilot program, the CSRC will conduct the aforesaid administrative licensing as usual according to the applicable provisions.

二、创业板试点注册制实施之日起,中国证监会终止尚未经发审委、并购重组委审核通过的创业板在审企业首次公开发行股票、再融资、并购重组的审核，并将相关在审企业的审核顺序和审核资料转深交所，对于已接收尚未完成受理的创业板上市公司再融资、并购重组申请不再受理。

Second, after the pilot program is implemented, the CSRC will terminate the examination of applications for an IPO on ChiNext and applications of ChiNext-listed companies for a follow-on offering, merger, acquisition, or restructuring that have not passed the Offerings Examination Committee or the Examination Committee for Mergers, Acquisitions and Restructurings of Listed Companies, transfer the examination sequence data and examination materials on the applicants under examination to the Shenzhen Stock Exchange, and no longer accept applications of ChiNext-listed companies for a follow-on offering, merger, acquisition, or restructuring that have been received but not been accepted.

三、创业板试点注册制实施之日起10个工作日后，深交所开始受理其他企业的首次公开发行股票、再融资、并购重组申请。

Third, ten business days after the commencement of implementation of the pilot program, the Shenzhen Stock Exchange will begin to accept applications of other enterprises for an IPO, follow-on offering, merger, acquisition or restructuring.

4.银保监会拟出台个人保险实名制管理办法

4.CBIRC Plans to Formulate Administrative Measures for the Real-Name System of Individual Insurance

2020年4月24日，中国银保监会就个人保险实名制管理办法向社会公开征求意见，意见反馈截止时间为2020年5月24日。

On April 24, 2020, the China Banking and Insurance Regulatory Commission released the Administrative Measures for the Real-Name System of Individual Insurance (Exposure Draft), and comments may be submitted until May 24, 2020.

《个人保险实名制管理办法（征求意见稿）》共6章，46条，包括总则、保险实名查验登记系统和实名信息记录、身份证件核对和实名信息查验、实名信息安全管理、监督管理和附则。主要内容：一是明确适用范围和实名信息种类。二是将实名查验登记要求嵌入保险业务全流程。三是明确查验责任主体、查验内容、不同业务的查验流程和查验要求。四是突出消费者权益保护和实名信息安全管理。五是强化对违反实名登记规定行为的监督管理。

With 46 articles in six chapters, the Exposure Draft includes general provisions, insurance real-name verification registration system and real-name information records, examination of identity documents and verification of real-name information, safety management of real-name information, supervision and administration, and supplementary provisions. The main contents are as follows: The first aspect regards the specification of application scope and real-name information types. The second aspect regards embedding real-name verification registration requirements into the entire process of insurance businesses. The third aspect regards the clarification of verification responsibility subject, verification content, and verification process and verification requirements for different businesses. The fourth aspect regards the protection of consumers’ interests and rights and the safety management of real-name information. The fifth aspect regards the enhancement of the supervision and administration of violations of real-name registration.
