Amid COVID-19, China-Africa cooperation is imperative
On April 17, 2020, the Institute ofAfrican Studies, Zhejiang Normal University co-hosted an international videoconference on “Fighting Against COVID-19 and Africa-China Cooperation” withAfrica Institute of South Africa and the National Institute for Policy andStrategies Studies of Nigeria. Over 60 scholars, think tank leaders and mediarepresentatives from China and 13 African nations joined the online conference.This conference was timely because the COVID-19 has brought enormous challengesacross the globe impacting our lives, communities and economies.
Beyond national borders, the onlyway we can solve this global challenge and uphold Sino-Africa cooperation is byworking together to combat the coronavirus; this can be done by utilizing jointprevention and control mechanisms while sharing resources and information.Therefore, as COVID-19 confirmed cases soar globally, with anxieties about itsimpacts on our health, families and economy, there was no better time topropose this kind of proposal at the recent international video conference thatcalls for emergency response, experience sharing, capacity building as well ashealth cooperation between African nations and China. With extensive experiencesharing and capacity building, China and African nations can work togetherclosely to save lives.
African nations and China workingtogether to combat the coronavirus could usher in a new era for China-Africacooperation and also help to deepen cooperation on public health and as anon-traditional security threat in China-Africa relations. China is willing tojoin hands with African nations in responding to non-traditional securitychallenges. We live in an era where traditional and non-traditional securitymatters are interwoven. Therefore, China is willing to cooperate with Africanleaders to put into practice the concept of common, comprehensive, cooperativeand sustainable non-traditional security.
Over the past seven decades, Africaand China have been good friends and partners, standing together through thickand thin. Such a vital long-standing friendship built upon unbreakablefoundation should help Chinese and African people see the outbreak as yetanother sober reminder that in the age of globalization, Africa and Chinacooperation is closely linked with interwoven interests; and building acommunity with shared aims is the right way to go.
No wonder when the COVID-19 brokeout, most African nations chose to stand in solidarity with China. The majorityof African nations even chose not to evacuate their citizens from China.Ethiopian Airlines kept flying to China when all the major airlines stopped. Infact, Ethiopian Airlines provided a lot of medical supplies to China duringthat time. Nowadays, as the COVID-19 outbreak spreads across the continent ofAfrica and African nations struggle to respond to the pandemic, China haspositioned itself as an Africa benefactor and a reliable friend. At one level,China is reciprocating the assistance it has received, a signal thatChina-Africa cooperation is growing on an equal footing.
Africa has over 27,000 confirmedcases of COVID-19, while the numbers are still relatively low compared with thecontinent’s population, there are worries about the ability of health systemsto cope if case numbers soar at a speedy rate. Regardless, Africa has reallyjumped into action, and is not leaving anything to chance. It has learned greatlessons from China that each citizen has a role to play, and that the combatagainst this pandemic is not solely a government affair but everyone’s affair.These lessons coupled with the Chinese government building a health system thathas helped to contain the virus in China has inspired and encouraged Africannations that this epidemic can be controlled and defeated.
As a result of the spirit ofChina-Africa’s long-standing solidarity and cooperation, from Algeria toZimbabwe, both Chinese government support as well as Chinese firms operating onthe continent have mobilized by their embassies, have embarked on a donationblitz of cash, personal protective equipment and testing kits as well as tocooperate with local prevention and control efforts. Furthermore, on April 8,2020, a team of 15 Chinese medical professionals arrived in Nigeria withmedical equipment worth $1.5 million.
Notably, in its initial phase, thecampaign was focused on hand washing, social distancing, and the need to stayat home, all of which have proven critical to preventing the spread of thepandemic. As the campaign proceeds, the focus needs to shift to how the globalcommunity can come together to support the most vulnerable, including thosesuffering from economic impacts and residents of hard-hit developing nations.As such, this is the time Africa and China need to experience an extraordinaryperiod of experience sharing, capacity building, unity as well as a morecollaborative response to solve the current global health crisis.
While the COVID-19 outbreak mighttrigger a rethink on the recent form of globalization, it should fundamentallychallenge humanity’s imagination that we are all connected to one another andthat all nations can enhance common well-being and protect mankind’s commonfuture by jointly working together for a community of shared future for allhumanity. It should also challenge the humanity’s imagination to rise abovenationalism, race and religion for the inclusiveness of common humanity.Coronavirus should be a wakeup call as well as teach us that people around theworld are part of a global community of shared aims when fighting against acommon enemy, and it will require extraordinary solidarity to address it.

About us
Established in 2007, the Institute of African Studies at Zhejiang Normal University, is the first comprehensive and substantive African Research Institute based in China’s universities. In the decade since its founding, the Institute has remained focused on both producing influential academic output, as well as cultivating scholars in African Studies from both China and Africa, gaining reputation as a highly influential academic institution both at home and abroad. At the onset of its second decade, the Institute of African Studies intends to move towards a more regionalized, nationalized, distinctive and internationally oriented direction in its research. At the same time, the institute will continue to encourage young and upcoming scholars to conduct research, and provide them with the necessary support.

L’IASZNU a été fondée en Septembre 2007 sous les auspices du Ministère de l’Éducation (MOE) et le Ministère des Affaires Étrangères (MFA). Parmi les Universités chinoises, c’est le premier Institut complet créé spécialement pour les études africaines. Après plus de 10 années de développement, l’IASZNU est devenue un Institut d’études et un Think Tanks très influent sur les affaires africaines en Chine qui possède un « Savant du Chang Jiang » des études africaines. Il est le Think Tanks chinois sur le « Plan Think Tanks du Partenariat Chine-Afrique 10 + 10 » et un des établissements guides sur le « Plan de Recherche Conjointe et d’Echange Chine-Afrique » du Ministère des Affaires Étrangères. Il est sélectionné par le Ministère de l’Éducation pour « La Coopération Universitaire Chine-Afrique 20+20 », en tant que base principale pour des études du continent et des études spécifiques de pays. Il est également sélectionné par la Province du Zhejiang comme le Centre d’Innovation Collaborative 2011, la base de recherche de la Philosophie et des Sciences Sociales dans la province de Zhejiang. L’IASZNU a été classé parmi les meilleurs Think Tanks (affiliés à une Université) au monde pendant deux années consécutives, en 2016 et en 2017, par le Global Think Tanks Index publié annuellement par la Pennsylvanie Université. En 2018, l’Institut a été classé comme l’un des meilleurs Think Tanks affilié à une université en Chine avec le classement A + du système de classement chinois (CTTI).
