首先，我想指出的是，每一个主权国家都有权利保持一定规模的军事力量，以维护其国家安全和领土完整。中国作为国际社会的一员，当然拥有这一权利，这也是国际法所承认的。我们的世界很不太平，很多国家都在加强军事能力，把中国挑出来进行攻击是很不公平的。
参考译文：
First of all, I want to point out that every sovereign country has the right to maintain military strength of a proper size to safeguard its security and territorial integrity. As a member of the international community, China certainly has such a right, which is recognized by international law. As our world is far from peaceful, many countries are building up their military capacities. It is not fair at all to single out China for criticism.

To determine whether a countries military might constitutes a threat to other countries, it is important to access what kind of state policy it pursues. China is a peace-loving country. As the most populous and the largest developing country in the world, China is endeavoring to deepen reform and opening- up,realize the Chinese Dream and enable its people to lead a better life. To this end, we need to have a peaceful and friendly international environment. So China will definitely not go in for military aggression and external expansion.
