1.一批法律法规11月1日起施行

《互联网域名管理办法》、《拍卖监督管理办法》、《保险销售行为可回溯管理暂行办法》、《中华人民共和国海关监管区管理暂行办法》、《广东省实施〈中华人民共和国律师法〉办法》、《广东省旅游条例》、《河北省道路运输条例》、《河北省消费者权益保护条例》、《河北省专利条例》、《甘肃省招标投标条例》、《重庆市税收征管保障办法》等一批新法律法规11月1日起开始正式施行。

其中，引人注目的是，这些法律法规分别规定：工信部明确部和省级通信管理局在互联网域名管理中的职责分工；雇佣非拍卖师主持拍卖将被处万元内罚款；保险公司将全面实施“双录”；海关总署明确海关监管作业场所行政许可事项；在广东律师会见在押嫌疑人 次数和时间不受限制，未经许可不得用微信组团出游；在河北4.5吨以下货车可不办经营许可证，泄露消费者个人信息最高罚50万元；甘肃公共资源交易平台不得以营利为目的；《重庆市税收征管保障办法》将正式施行。

1. A Group of Regulations and Rules Take Effect on November 1

A group of new regulations and rules enter into force on November 1, including the Measures for the Administration of Internet Domain Names, the Measures for the Supervision and Administration of Auctions, the Interim Measures for the Retracing Management of Insurance Sales Conduct, the Interim Measures of the People's Republic of China for the Administration of Areas under Customs Supervision, the Measures of Guangdong Province for Implementing the Lawyers Law of the People's Republic of China, the Tourism Regulation of Guangdong Province, the Regulation of Hebei Province on Road Transport, the Regulation of Hebei Province on the Protection of Consumers' Rights and Interests, the Patent Regulation of Hebei Province, the Regulation of Gansu Province on Bidding, and the Regulation of Chongqing Municipality on Safeguards for Tax Collection and Administration.

Some highlights are that: the Ministry of Industry and Information Technology specifies the division of duties for the administration of internet domain names between the Ministry and provincial communication authorities; an auction company hiring a person other than an auctioneer to preside over an auction will be fined not more than 10,000 yuan; insurance companies are to comprehensively implement “audio and video recording”; the General Administration of Customs specifies the administrative licensing items for workplaces under customs supervision; in Guangdong province, there will be no restrictions on the frequency and time of a defense lawyer meeting with suspects in custody, and organizing a group trip through Wechat without permission will be prohibited; in Hebei province, a truck with a load capacity under 4.5 tons is exempt from an operating permit, and divulgence of consumers' personal information is subject to a fine of up to 500,000 yuan; and in Gansu province, a trading platform for public resources should not operate for profits.

2.《关于积极推进供应链创新与应用的指导意见》发布

国务院办公厅日前印发《关于积极推进供应链创新与应用的指导意见》。根据《意见》要求，到2020年，我国推进供应链创新与应用的总体发展目标是：第一，创新成果显着，形成一批适合我国国情的供应链发展新技术和新模式。第二，应用范围扩大，基本形成覆盖我国重点产业的智慧供应链体系。第三，在企业层面，产业层面和国家层面的重要作用凸显。此外，《意见》还提出了6项重点任务，分别是推进农村一二三产业融合发展，促进制造协同化、服务化、智能化，提高流通现代化水平，积极稳妥发展供应链金融，积极倡导绿色供应链，努力构建全球供应链。

2. Guiding Opinions to Promote Supply Chain Innovation and Application Released

The General Office of the State Council recently issued the Guiding Opinions on Vigorously Promoting the Innovation and Application of Supply Chains. According to the Opinions, China’s overall development objectives of promoting the innovation and application of supply chains are that: by 2020, significant innovative achievements will have been made, and a group of new technologies and new models suitable for the supply chain development of China will have been formed; the scope of application will have widened, and an intelligent supply chain system covering China’s key industries will have been basically established; and supply chains will have played a marked role at the enterprise, industry, and national levels. In addition, the Opinions set forth six key tasks: propelling the integrated development of the first, second, and third industries in rural areas, promoting coordinated, service-oriented, and intelligent manufacturing, improving the modernization level of circulation, developing supply chain finance in a positive and solid manner, advocating green supply chains, and energetically building global supply chains.

3. 工信部印发提升信息通信领域服务质量和效率工作方案

近日，工信部发布《工业和信息化部关于进一步提升信息通信领域服务质量和效率工作方案》。

《方案》提出，切实履行信息通信行业管理和市场监管职责，以用户需求为先导，以用户满意为标准，聚焦行业保障能力、电信服务质量、信息通信市场秩序、用户个人信息保护等领域，着力解决广大群众反映强烈的热点难点问题，力争年底前实现企业服务质量和效率明显提升的目标。为此，《方案》确立加快网络建设、规范服务行为、规范信息通信市场秩序、维护用户合法权益四项重点任务和工作举措。

3. MIIT Issues a Work Plan on Improving Service Quality and Efficiency in Informationand Communications Fields 

Recently, the Ministry of Industry and Information Technology (MIIT) issued the Work Plan of the Ministry of Industry and Information Technology on Further Improving the Service Quality and Efficiency in Information and Communications Fields.

The Plan requires effective performance of duties in the administration of information and communications industries and market supervision, and aims to accomplish the goal of significant improvement of the service quality and efficiency of enterprises by the end of this year by meeting users’ demands, regarding users’ satisfaction as the standard, focusing on industry support capability, telecom service quality, order of information and communications markets, protection of users’ personal information, and other areas, and underscoring resolution of heated and difficult issues most frequently voiced by the people. The Plan sets forth four key tasks and measures: accelerating network construction, standardizing service behavior, regulating the order of information and communications markets, and maintaining users' lawful rights and interests.

4.工信部发文加快推进环保装备制造业发展

工信部日前发布加快推进环保装备制造业发展的指导意见。

《意见》提出，到2020年，行业创新能力明显提升，关键核心技术取得新突破，创新驱动的行业发展体系基本建成。《意见》从五个方面对环保装备制造业提出了发展的重点方向：一是强化技术研发协同化创新发展；二是推进生产智能化绿色化转型发展；三是推动产品多元化品牌化提升发展；四是引导行业差异化集聚化融合发展；五是鼓励企业国际化开放发展。

4. MIIT to Promote Development of Environmental Protection Equipment Manufacturing 

Recently, the Ministry of Industry and Information Technology (MIIT) released the Guiding Opinions on Promoting the Development of Environmental Protection Equipment Manufacturing.

According to the Opinions, by2020, the industry’s innovation capacity will have significantly improved, breakthroughs will have been made in core technologies, and an innovation-driven industry development system will have been basically established. The Opinions set forth the major developmental directions for environment protection equipment manufacturing in five aspects: first, strengthening innovative development by collaborative technology research and development; second, promoting transformative development by intelligent and green production; third, propelling advancement by diversification and brand building of products; fourth, directing integrative development of the industry by differentiation and convergence; and fifth, encouraging international development and opening of enterprises.

5.安监总局将制定强制性标准231项

安监总局近日印发《安全生产标准“十三五”发展规划的通知》。

根据通知要求，“十三五”期间拟制定标准362项，其中强制性标准231项，推荐性标准131项，争取在“十三五”期间基本建成较为完善的覆盖煤矿、非煤矿山、危险化学品等12个行业领域的标准体系；依靠科技创新，加大科研基础条件和人才培养投入，加强专利与标准结合。

通知强调，要建立安全生产国家标准、行业标准、地方标准、团体标准、企业标准协调发展的工作机制，把政府单一供给的现行标准体系转变成由政府主导制定的标准和市场自主制定的标准共同构成的新型标准体系；严格标准立项审查程序；培育和推动行业领域优势特色技术标准成为国际标准。

5. General Plan Released to Develop 231 Mandatory Standards on Work Safety 

The State Administration of Work Safety (SAWS) recently issued the Notice of the General Plan on the Development of Safety Production Standards during the 13th five-year plan period.

According to the Notice, SAWS will, during the 13th five-year plan period, develop 362 standards, including 231 mandatory standards and 131 recommended standards, basically establish a relatively complete standard system covering 12 industries such as the coal mine, non-coal mine, and dangerous chemical industries, and by reliance on innovative technology, increase investment in the scientific research infrastructure and cultivation of a talent pool and enhance the fusion of patents and standards.

The Notice emphasizes the establishment of a working mechanism for the coordinated development of national, industry, local, group, and enterprise standards on work safety, the transformation from the current standard system solely relying on government supply to a new standard system comprising both government-led standards and independent market standards, strict procedures for scrutinizing proposals on standard development projects, and the cultivation and promotion of dominant and distinctive technical standards in industries towards national standards.
