朝鲜半岛问题：
问：第一，28日，美方称，对中国允许石油进入朝鲜感到失望。如果这种情况继续发生，朝鲜问题将永远不会有友好解决的方案。中方对此有何回应？第二，韩国外交部官员今天表示，韩国扣押了一艘悬挂香港旗帜的船只，并称这艘船涉嫌违反联合国安理会对朝制裁规定，10月底公开向一艘朝鲜船只输送石油。中方对此有何回应？
Q: First, on December 28, the US sideexpressed its disappointment over China allowing oil transfer to the DPRK, andsaid that there would never be a friendly solution to the Korean Peninsulaissue if that continues to happen. What is your response? Second, an ROKforeign ministry official said today that the ROK side seized a HongKong-flagged vessel suspected of transferring refined petroleum products to a DPRKship in international waters in late October, in defiance of the UN SecurityCouncil sanctions imposed on the DPRK. What is your response?

A: Regarding your second question, I haveno relevant information.
我注意到有关媒体报道，前天我也回答了相关问题。针对媒体报道的有关个案，特别是所谓今年10月19日，一艘中国船只涉嫌在公海向朝鲜船只输送石油，中方已立即进行了调查。事实上，相关船只自今年8月以来未再停靠中国港口，没有进出中国口岸记录。相关船只是否前往过其他国家港口，中方不掌握。因此，报道所称情况不符合事实。
I noted that there have been some reportsabout this, and I also took a similar question the day before yesterday. Inresponse to the individual cases reported by the media, especially about aChinese ship's alleged involvement in transferring oil to a DPRK ship ininternational waters on October 19, the Chinese side carried out investigationsimmediately. The fact is that since August, there have been no records of thisship docking, entering or leaving a China's port. Whether this ship has evercalled at other countries' ports is not ours to tell. Therefore, what thesereports claimed is not true.
中方始终全面、严格执行安理会决议，履行自身承担的国际义务，绝不允许中国公民和企业从事违反安理会决议的活动。对任何经调查证实确属违反安理会决议的行为，中方都将依法依规作出严肃处罚。
China has been comprehensively and strictlyimplementing the Security Council resolutions and fulfilling its dueinternational obligations. No Chinese national or company is allowed to engagein activities in violation of the Security Council resolutions. If, throughinvestigation, it is confirmed there are violations of the Security Councilresolutions, the Chinese side will deal with them seriously in accordance withlaws and regulations.
同时，我愿再次提醒各方，历次安理会相关涉朝决议包括第2397号决议规定的内容非常清楚，其中既包括制裁措施，也包括呼吁以和平、外交和政治方式解决问题、支持恢复六方会谈。我们呼吁有关各方全面、完整执行包括第2397号决议在内的安理会涉朝决议，为维护半岛及地区和平稳定、推进半岛无核化进程及推动通过对话谈判解决问题共同作出努力。
Meanwhile, I want to draw all of yourattention once again to the fact that the DPRK-related resolutions of theSecurity Council, including Resolution 2397, not only spell out sanctionsmeasures, but also call for a peaceful, diplomatic and political solution tothe issue and support for the resumption of Six-party Talks. We call on allrelevant parties to comprehensively implement all these resolutions in entiretyand make concerted efforts to maintain peace and stability of the KoreanPeninsula and the region at large, advance the Peninsula denuclearizationprocess, and promote a settlement of the issue through dialogue andnegotiation.

A: I believe I have just now made myselfquite clear. First, China has been comprehensively and strictly implementingthe Security Council resolutions and condones no violations of theseresolutions by any Chinese citizen and company. Second, any act of violation,once found and proven, will be dealt with seriously in accordance with laws andregulation. Not a single case of violation should get away with it. Third,regarding the specific cases recently reported by some media, like what I saidto the Taiwan "Central News Agency", the Chinese side launched investigationimmediately after learning the relevant reports. What is described in thesereports turns out to be untrue. The hyped-up media reports are not conducive tobuilding mutual trust and conducting cooperation between all parties on theKorean Peninsula nuclear issue. Fourth, all sides should comprehensivelyimplement relevant resolutions in entirety, and make positive efforts tomaintain peace and stability of the Korean Peninsula and the region at large,advance the Peninsula denuclearization process, and promote a settlement of theissue through dialogue and negotiation.
中国-东亚关系问题：
问：据报道，28日，韩国总统文在寅表示，2015年韩日慰安妇问题协议存在严重缺陷，无法解决慰安妇问题。但日方称任何试图修订协议的做法都不可接受。中方对此有何评论？
Q: On December 28, ROK President MoonJae-in said that the agreement between the ROK and Japan on the issue ofcomfort women reached in 2015 is seriously flawed and cannot solve the issue.But the Japanese side said that any attempt to amend the agreement will not beaccepted. What is your comment?

A: We noted relevant reports. On the issueof "comfort women", China's position is consistent and clear. We hopethat Japan could heed the concerns of its Asian neighbors and the internationalcommunity, and properly deal with the issue in a responsible attitude.
问：日本自民党干事长二阶俊博近日率团访华。据日媒报道，中国海警船同时在钓鱼岛附近连续两天巡航。中方是否想借此发出什么信号？
Q: A delegation led by Toshihiro Nikai,Secretary General of Japan's Liberal Democratic Party (LDP) recently visitedChina. According to the Japanese media, Chinese coast guard vessels have beenfound patrolling the waters near the Diaoyu Island for two days in a row. Whatmessage is China trying to convey by this?
答：我看不出两者之间有什么联系。关于中国海警船编队在钓鱼岛领海巡航，中方的立场非常清楚。钓鱼岛及其附属岛屿是中国的固有领土。中国海警船编队在钓鱼岛海域进行正常的巡航执法是中方固有权利。
A: I see no links between these two. Asregards Chinese coast guard fleet patrolling in territorial waters off theDiaoyu Island, China's position is very clear. The Diaoyu Island and itsaffiliated islands have been China's inherent territory. It is China's inherentright to carry out regular patrols and law enforcement in waters off the DiaoyuIsland.
中东问题：
问：据报道，28日，阿富汗首都喀布尔一处文化中心和新闻通讯社发生自杀式炸弹袭击，造成至少41人死亡，80多人受伤。“伊斯兰国”宣称对事件负责。中方对此有何评论？
Q: It is reported that the "IslamicState" has claimed responsibility for a suicide bomb attack on December 28on a cultural center and news agency in Afghanistan's capital, Kabul, that leftat least 41 people dead and more than 80 injured. What is your comment?
答：中方强烈谴责这一暴力袭击事件，向遇难者表示哀悼，向遇难者家属和伤者表示慰问。中方希望阿富汗早日实现和平稳定，将继续坚定支持阿政府和人民为打击恐怖主义、维护国家稳定和人民安全所作的不懈努力。
A: China strongly condemns this violentattack. We extend our condolence to the victims and sympathies to theirfamilies and the injured. China hopes that Afghanistan could realize peace andstability at an early date, and will firmly stand with the Afghan governmentand all Afghans in their fight against terrorism and pursuit of nationalstability and security.
中-美关系问题：
会后有记者问及：近日，美方高级官员在《纽约时报》发表文章称，美方将继续在贸易等问题上维护自身利益，中国正崛起为经济军事大国，美中双方需认真考虑如何管理未来50年的两国关系。请问中方对此有何评论？
After the press conference, the followingquestion was raised: a senior US official published an article on the New YorkTimes, saying that the US will also continue to pursue American interests inareas, including trade, and China's rise as an economic and military powerrequires Washington and Beijing to consider carefully how to manage theirrelationship for the next 50 years. What is your comment?
华春莹表示，我们对发展中美关系的立场是一贯和明确的。中美之间拥有广泛的共同利益，也存在一些分歧。必须看到，中美之间的共同利益远远超出分歧，中美合作符合两国和世界的根本利益，合作是中美双方唯一正确选择。对于分歧，双方应该在相互尊重基础上以建设性方式加以处理，防止两国关系大局受到干扰。
Spokesperson Hua Chunying said that ourposition on developing China-US relations is consistent and clear. China andthe US share a wide range of common interests in spite of some differences.However, our common interests far outweigh our differences. China-UScooperation conforms to the fundamental interests of both countries and the worldat large, and cooperation is the only right choice for us. When it comes todisagreements, we shall strive to resolve them in a constructive way on thebasis of mutual respect so as to avoid disrupting the long-term development ofbilateral relations.
希望美方与中方相向而行，相互尊重，聚焦合作，管控分歧，推动两国关系健康稳定向前发展。
We hope that the US could work with Chinato focus on cooperation and manage differences on the basis of mutual respectso that bilateral relations can move forward in a sound and steady way.
