国家主席习近平11月21日在北京以视频方式出席二十国集团领导人第十五次峰会第一阶段会议并发表重要讲话。习近平建议构筑全球抗疫防火墙，二十国集团成员首先要做好各自疫情防控，并向其他国家施以援手。要加快行动，并支持世界卫生组织协调整合资源，公平有效分配疫苗。

Calling for building a global firewall against COVID-19, President Xi Jinping urged G20 members to bring the disease under control at home and help countries in need, speed up action and support the World Health Organization in mobilizing and consolidating resources and distributing COVID-19 vaccines fairly and efficiently. Xi made the remarks during the first session of the 15th Group of 20 Leaders' Summit via video link in Beijing on Nov 21.

11月23日，贵州省宣布剩余的9个贫困县消除绝对贫困。至此，我国832个贫困县全部脱贫。第三方机构本月初进行的评估显示，贵州省这9个县的贫困发生率已降为0，群众认可度超过99%。

China has achieved the feat of removing all 832 counties from the country's poverty list. The last nine impoverished counties, all in southwest China's Guizhou province, have eliminated absolute poverty, the provincial government announced on Nov 23. An assessment conducted by third-party agencies earlier this month showed that the overall incidence of poverty in the nine counties in Guizhou had been reduced to zero percent, and the satisfaction rate among locals was over 99 percent.

国务院近日批复同意上海市浦东新区开展“一业一证”改革试点，试点期为自批复之日起至2022年底。国务院表示，“一业一证”可大幅降低行业准入成本，打造国际一流的营商环境，为在全国范围推广类似举措积累经验。

The State Council has given the nod to a pilot "one integrated license" in Shanghai's Pudong New Area. The "one integrated license" can significantly reduce the cost of industry access and foster a world-class business environment, the State Council said. The pilot, to last till the end of 2022, aims to accumulate experience for similar practices to be implemented across China, it said.

“一业一证”指的是将市场主体进入特定行业经营涉及的多张许可证整合为一张行业综合许可证，实现“一证准营”。国务院日前印发的《关于上海市浦东新区开展“一业一证”改革试点大幅降低行业准入成本总体方案的批复》（以下简称《批复》）提出，聚焦市场准入多头审批、市场主体关注度高的行业，建立行业综合许可制度。对试点行业确定行业管理的牵头部门和协同部门，实现“一帽牵头”。全覆盖梳理各行业审批事项，为市场主体提供准确便利的办事导航服务，大幅降低对市场准入制度的学习成本，实现“一键导航”。对同一行业的全部准入条件进行标准化集成，实现“一单告知”。将多张申请表归并为一张申请表，实现“一表申请”。统一受理申请，各部门并联审批，实现“一标核准”。将多张许可证整合为一张行业综合许可证，明确在全国范围有效，实现“一证准营”。首批选择电商、便利店、超市、饭店、宾馆等31个行业纳入“一业一证”改革试点，配套将国务院部门负责实施的25项行政许可等事项委托上海市浦东新区承担受理和发证工作。
