又到了一年一度的两会时间！如果要问两会期间翻译人最期待的，相信很多宝子都会想到——已在总理记者会上担任翻译“国翻”张璐~

从2010年首次亮相总理记者会，到如今任中国外交部翻译司副司长，被称为译界“顶流”的张璐以沉稳大气的表现圈粉无数。

翻译不是一部机器，在翻译的过程中不但翻译语言，也在传递情感和立场。正值两会时间，小编汇总了张璐在往届总理记者会上的经典翻译

2022年

1. 10年前我们经济总量还是50多万亿元，增长10%，增量有六七万亿元就可以了，而今年得要有九万亿元名义GDP的增量。这就好像登山，如果你要登1000米的山，想爬10%，那100米就可以；如果你要登3000米的山，想上5%，那就是150米。而且条件也变了，越往上气压越低、氧气越少，看似速度放缓了，实际上分量更重。

张璐译文：Ten years ago, when China’s GDP was just over 50 trillion yuan, even a 10 percent growth would only add some 6 to 7 trillion yuan of output. But this year, even with a lower growth rate, the figure would reach 9 trillion yuan in nominal GDP. To use the analogy of mountain climbing, in climbing a 1,000-meter-high mountain, covering 10 percent of the height is a distance of 100 meters. But in climbing a 3,000-meter-high mountain, 5 percent of the height will already be 150 meters. Moreover, the higher one climbs, the lower the air pressure, and the less the oxygen. So the growth may look slower now, but it actually carries more weight.

2. 实现5.5%左右的增长，这是在高水平上的稳，实质上就是进，是不容易的，必须有相应的宏观政策支撑。

张璐译文：We aim to achieve about 5.5 percent growth this year to ensure the steady performance of the Chinese economy at a high level, which is in itself a show of progress. To achieve this goal is not easy, and needs the support of a series of macro policies.

3. 施肥还得要施到根上，根壮才能枝繁叶茂。（谈减税降费）

张璐译文：fertilizer needs to go to the root. When the root is strong, the plant can grow well.

4. 中央政府每天都在关注着香港的疫情，十分惦念香港市民的生命健康和安全。特区政府要负起抗疫的主体责任，中央政府会全力支持抗疫。

张璐译文：The Central Government follows the COVID situation in Hong Kong every day and has deep concern for the life, health and safety of residents in Hong Kong. The Hong Kong SAR government needs to fulfil its primary responsibility in tackling the situation and the Central Government will give full support. 

5. 就业不仅是民生问题，也是发展问题。有就业才有收入，生活有奔头，也为社会创造财富。

张璐译文：Employment bears on people’s lives and the country’s development. A job helps to generate income, make life promising and create wealth.

6. 我们的地方政府要当“铁公鸡”，不该花的钱一分钱也不能花，该给市场主体的钱一分都不能少，多一分那是添光彩。

张璐译文：All local governments must count every cent and make every cent count to ensure that all funding support for businesses will be fully delivered, and it would be even better if more could be done.

7. 所谓水深鱼归、水多鱼多，这是涵养了税源，培育壮大了市场主体。

张璐译文：It’s like building a deeper pool to farm more fish. The tax refunds and fee cuts have helped create more sources of tax revenue and nurture business growth.

8. 既然双方互相打开了大门，就不应再关上，更不能“脱钩”。（谈中美关系）

张璐译文：Now that the door has been opened, it shouldn’t be shut again, still less should there be decoupling.

9. 我们的地方政府要当“铁公鸡”，不该花的钱一分钱也不能花，该给市场主体的钱一分都不能少，多一分那是添光彩。帮助他们实际上也是支撑就业，因为仅1亿个体工商户就带动了近3亿人的就业，如果等苗枯旱透根了，再帮他们就来不及了。所以我们一定要看到“秤砣虽小压千斤”，得给他们及时的扶持。

张璐译文：Supporting their operations is helping maintain job security, because the 100 million self-employed households are providers of close to 300 million jobs. We must provide them with timely help as they play an important leveraging role irrespective of size. Timely support is critical, because it will be too late to water a plant if the root is dried out. 

10. 我明确地告诉大家，无论国际风云如何变幻，中国都会坚定不移地扩大开放。长江、黄河不会倒流。

张璐译文：I can tell you clearly that no matter how the international environment may change, China will keep to the course of wider openness, just as courses of the Yangtze and Yellow rivers will not reverse.

11. 中国对外开放40多年了，发展了自己，造福了人民，也有利于世界。这是个机遇的大门，我们决不会也决不能把它关上。

张璐译文：It has been 40-plus years since China started opening-up. Through opening-up, China has developed itself, and brought benefits to its people and to the world. We will not and must not close this door of opportunity. 

2021年

12. “民生在勤，勤则不匮”。我相信中国人民会用自己勤劳的双手，来逐步迈向共同富裕。

张璐译文：A good life hinges on diligence. With diligence, one does not have to fear about shortages. I believe with the hard work of our people, we will be able to gradually achieve common prosperity.

13. 机会公平当中，教育公平是最大的公平。

张璐译文：Educational fairness is most important in ensuring equal access to opportunities.

14. 一时走得快不一定走得稳，只有走得稳才能走得有力。

张璐译文：A growth too fast will not be a steady one. You need a steady pace to sustain China's development for the long run.

15. 就业是民生之本，是发展之基，也是财富创造的源头活水。

张璐译文：Employment is the foundation of people's wellbeing and development. It is also a source of wealth.

16. 所谓树高千尺，营养还在根部。我们把基础打牢了，将来可以触类旁通，行行都可以精彩。

张璐译文：The nutrients for a giant tree come from the root of the tree. Laying a solid foundation in these knowledge and skills will open many doors and help you lead a fulfilling life.

17. 很重要的是要让科研人员有经费使用的自主权，不能把科研人员宝贵的精力花在填表、评比等事务上，还是要让他们心无旁骛去搞研究，厚积才能薄发。

张璐译文：Scientists and researchers will be granted greater autonomy in deciding how the funds will be used. These people should not have to spend their valuable time and energy on doing paper work or competing for awards. They should be able to stay fully concentrated on doing research. And they will be able to accomplish something big when they gradually build up progress step by step.

2020年

18. 过去我们说不搞“大水漫灌”，现在还是这样，但是特殊时期要有特殊政策，我们叫作“放水养鱼”。

张璐译文：We have repeatedly said that we will not flood China’s economy with liquidity. We didn’t do it in the past; we will not do it now. But the current unusual time requires extraordinary measures. Just as water is important to fish farming.

19. 没有足够的水，鱼是活不了的。但是如果泛滥了，就会形成泡沫，就会有人从中套利，鱼也养不成，还会有人浑水摸鱼。所以我们采取的措施要有针对性，也就是说要摸准脉、下准药。钱从哪里来、用到哪里去，都要走新路。

张璐译文：Sufficient liquidity is important to economic development. But too much water will induce froth in the fishpond, whereby some people may attempt to muddy the waters and fish for arbitrage. We must ensure that measures taken are well-focused, the prescription is precise and the medicines for getting out of the hardship effective. New approaches must be employed as to where the money comes from and how it is spent.

20. 钱是可以生钱的。

张璐译文：Money well-spent can create new money.

21. 这是一次前所未有的冲击，我们不可能轻车走熟路，只能是大车行难路。所以我们在政策上要注重创新。

张璐译文：In coping with the current round of unprecedented shocks, we don’t have ready experience to draw from. It’s not something we can manage with ease, and we will have to blaze a trail with hard efforts.

22. 这有利于复工复产，可以说是近水楼台先得月。

张璐译文：We believe this will benefit the resumption of economic activities, and our geographical proximity has put us in a good position to benefit from this earlier.

23. 实干为要，行胜于言。

张璐译文：Actions count, and actions always speak louder than words.

2019年

24. 这位记者朋友喜欢单刀直入，那我也开诚布公。

张璐译文：You went straight to the point in your question and I will not beat about the bush.

25. 大规模减税降费，是要动政府的存量利益，要割自己的肉。所以我说这是一项刀刃向内、壮士断腕的改革。

张璐译文：Digging into the government’s own revenue stock for slashing taxes and fees would be like the government turning the blade of a knife to itself, which requires significant self-sacrifice. That is why I said this is a key reform that requires exceptional courage and determination.

26. 我们这样做，不是在预支未来，恰恰是在培育未来。

张璐译文：Such measures are not taking an overdraft on our future, but nurturing a better tomorrow.

27. 宽进就要严管。公平的准入，公正的监管，这是鸟之两翼，不可偏废。

张璐译文：With lower market thresholds, there must be tightened oversight. There should be fair access to market and impartial regulation.

28. 我们中华民族几千年生生不息，这40年来有如此巨大变化，教育的确起了巨大支撑作用。

张璐译文：Indeed, education has been an important underpinning force that keeps the Chinese nation going for several thousand years.

29. 集众智、聚众力，众人共享。

张璐译文：When wisdom and strength are pooled, all stand to benefit.

2018年

30. 中国经济已经深度融入世界经济，关上门等于挡住了我们自己的路。

张璐译文：With its economy so integrated into the global economy, closing China’s door will only hinder our own progress.

31. 天下大事必作于细。

张璐译文：Every single detail counts in the accomplishment of big tasks.

32. 利民之事，丝发必兴。

张璐译文：Nothing is too small for us to do if it delivers concrete benefits to our people.

33. 我们万难不辞、万险不避。

张璐译文：This government will rise up to all challenges and press ahead against all odds.

34. 中国文化历来主张“己所不欲、勿施于人”，我们希望的是和为贵。

张璐译文：The Chinese believe that one must not do to others what one does not like to be done to himself. We always value peace.

35. 我希望双方要保持理性，不要感情用事，避免打贸易战。

张璐译文：What we hope is that cool heads and rational actions will prevail instead of emotions or impulses holding sway. A trade war should best be avoided.

36. 这里我也想说一句话，投资者千万不要听信那些非法集资者编造的“竹篮子也可以打水”的神话。

张璐译文：I would also like to advise all investors not to buy into the lies of those illegal fundraisers who’d have you believe a bamboo basket will hold a gallon of water.

2017年

37. 关起门来以邻为壑，解决不了问题。

张璐译文：A closed-door policy or beggar-thy-neighbor approach leads to no solutions.

38. 这不是一朝一夕之功。

张璐译文：This reform cannot be accomplished overnight.

39. 按常理说，谁也不愿意自己的家门口整天闹个不停。

张璐译文：It’s common sense that no one wants to see turbulence at his doorstep.

40. 就业是民生之本。

张璐译文：Employment is the foundation of people’s livelihood.

41. 为政之要就是要舍小利、顾大义、顺民心。

张璐译文：After all, governance is all about letting go of narrow departmental interests for the greater good and always responding to the people’s call.

42. 大自然的阴晴风雨不是人类能支配的，但是我们可以支配我们的行为，可以转变我们的发展方式。

张璐译文：We may not be able to control the weather, but we can adjust our behavior and our way of development.

2016年

43. 老有所养不会、也绝不能是一句空话。

张璐译文：To ensure that the elderly will be provided for, cannot and will not be an empty promise.

44. 中国奉行不结盟政策，我们之间的合作也不针对第三方。

张璐译文：China follows the principle of nonalignment, and China-Russian cooperation will not be targeted at any third party.

45. 我对两岸关系和平发展的前景是乐观的，我们之间的血脉是分不开的。

张璐译文：I for one feel optimistic about the future of peaceful development of cross-Straits relations. There is a strong tie between the two sides that cannot be severed.

2015年

46. 因地制宜，分城施策。

张璐译文：Differentiated policies need to be adopted in the light of local conditions.

47. 穿鞋要合脚，施政也要利民惠民。

张璐译文：Shoes must suit the feet, our administration must meet people's needs and deliver well benefits.

48. 以史为鉴、面向未来。

张璐译文：One needs to take history as mirror and at the same time look to the future.

2014年

49. 把今天的垫脚石变成明天的绊脚石。

张璐译文：Let today’s stepping stone become tomorrow’s stumbling block.

50. 相互尊重、管控分歧、互利互惠。

张璐译文：Respect each other, properly manage differences and pursue mutual benefit.

51. 凡事不患难，但患无备。

张璐译文：But the thing we have to fear is not the difficulty itself, but lack of preparedness

52. 开弓哪还有回头箭？

张璐译文：How can an arrow shot be turned back?

2013年

53. 以民之所望为施政所向。

张璐译文：We will be loyal to the people and the people's wish will point (to) the direction of government's efforts.

54. 居安思危，处变不惊。

张璐译文：We must be prepared for the potential adversity and handle the changing situation in a calm fashion.

55. 己正，才能正人。

张璐译文：Only one is upright him or herself can he or her ask others to be upright.

56. 喊破嗓子不如甩开膀子。

张璐译文：Talking and talk is not as good as working and work.

2012年

57. 守职而不废 处义而不回。——出自秦汉黄石公《素书·正道》

张璐译文：I will not waver and carry out my duties, and will remain true to my conviction.

58. 入则恳恳以尽忠，出则谦谦以自悔。——出自元代著名政治家，文学家张养浩《为政忠告》

张璐译文：Goes officials should serve as loyal as they can conscientiously when they are in office and engage in modest self-reflection when their terms end.

59. 知我罪我，其惟春秋。——出自《孟子·滕文公下》

张璐译文：There are people who will appreciate what I have done but there are also people who will criticize me, ultimately, history will have the final say.

60. 苟利国家生死以，岂因祸福避趋之。——出自林则徐《赴戍登程口占示家人》

张璐译文：In line with the conviction that I will do whatever it takes to serve my country even at the cost of my own life, regardless of fortune or misfortune to myself.

2011年

61. 骨肉之亲，析而不殊。——出自班固《汉书·武五子传》

张璐译文：Brothers,  though geographically apart will always be bound by their blood ties.

62. 如将不尽，与古为新。——出自晚唐诗人司空图《二十四诗品·纤秾》

张璐译文：It is only with reform that we can ensure continuous existence and growth.

2010年

63. 行百里者半九十。——出自西汉·刘向《战国策·秦策五·谓秦王》

张璐译文：That is half of the people who have embarked on a one hundred mile journey may fall by the wayside.

64. 华山再高，顶有过路。

张璐译文：No matter how high the mountain is, one can always ascend to its top.

65. 兄弟虽有小忿，不废懿亲。——出自《左传·僖公二十四年》

张璐译文：Differences between brothers can not sever their bloodties.

66. 亦余心之所向兮，虽九死其犹未悔。——出自先秦·屈原《离骚》

张璐译文：For the ideal that I hold dear to my heart, I will not regret a thousand depth to die.

67. 人或加讪，心无疵兮。——出自唐代刘禹锡《子刘子自传》

张璐译文：My conscience stays untainted inspite of rumors and slanders from the outside.
